140P8322Q0014 Tree Felling, Limbing & Pruning Services Lake Roosevelt National Recreation Area (LARO) Question(s) and Answer(s)_Amendment 0002

Question and Answer (Q&A) for Solicitation no. 140P8322Q0014 This document provides questions (Q) and answers (A) received by email and asked during the site visit on or before 03/03/2022.

Q1: Is removal of the slash part of the contract?

A1: There will be no removal. Slash is left onsite.

Q2: Are some of the trees not marked that need to be felled?

A2: All the trees to be felled in this contract are identified with orange tape. There will be no falling of trees marked with blue paint or yellow tape.

Q3: Is this area powered by Avista?

A3: Yes.

Q4: Are they going to “drop the lines?”

A4: Solicitation states the contractor is responsible for that action. See SOW, page 2, paragraph (e).

Q5: Will there be people in the cabins?

A5: For Sherman homes/vacation cabins there are no “year round” residents, however, in Rickey Point vacation cabins, there may be people in the area. The COR will communicate with the residents when the work will be serviced.

Q6: What is the definition of the “reserved trees?” Because my concern is if we accidently hit a reserved tree, we might be hit with a fine.

A6: See the definition of a reserved tree on page 1, paragraph 4 (E.). Communicate with the COR if you see a potential threat in felling an identified tree that might hit a “reserved tree.” The government may not hold the contractor responsible if communication is made with the COR upon identifying a potential hazard to a reserved tree.

Q7: Can we use equipment off the designated roads/developed areas such as a bucket truck?

A7: You may use off-road equipment within reason. Communicate with the COR for these areas.

Q8: Do we have to refuel our chainsaws at the NPS maintenance area or can we do it on site?

A8: A chainsaw is not considered heavy equipment so you may refuel on site however, you will need to follow the safety OSHA procedures and have a OSHA kit available.

Q9: There is a sign at Rickey Point entrance that states the following. Does this apply to us (contractors)?

A9: You will need to be in contact with the Stevens County Public Works department at phone number 509- 684-4548 to follow any changes that might arise. You may need to request an emergency permit if this sign is still at the entrance.
