140P8319Q0078, Reduce erosion North Cascades NPS Complex Attachment #3: Site visit notes
The site visit occurred on August 14, 2019 and was attended by two firms; sign-in sheet is attached.
The National Park Service COR convened the group at 11:30am and stated:
1. Nothing said today changes the terms, conditions, requirements, or specifications of the solicitation and eventual contract. All changes will be formalized and incorporated by formal written amendment(s) to the RFQ and posted at FBO.
2. We will be taking notes of today’s discussion and will provide them by amendment, which should be posted by August 20. We will endeavor to find answers to today’s questions within the solicitation documents, but if we are unable to, the official answers will be provided in the amendment.
3. If you have questions after you leave, e-mail them to Sarah Welch as soon as possible, but no later than SEVEN calendar days prior to the due date.
4. Please try to refrain from side conversations during the tour. We’d like everyone to hear the same information.
5. Remember to review the RFQ for detailed information on how to submit your proposal.
6. Quotes are due by 2:00 pm PT Thursday, August 29 unless extended by amendment.
These questions were presented at the site visit or sent by e-mail:
Mile 8 1: Do you want us to cut into the slope at mile 8? If so, where would the material go?
A: The intention of the placement as the blocks outlined in the SOW and Attachment A is to be as far from the slope as possible and maintain the road width. So no cutting in the slope unless there is no other way to maintain the road width and shall be discussed with the COR prior to commencing work. Material shall be placed at a location approved by the COR not far from the job site in this case.
2: How do you want the blocks to look at the start? Slanted in?
A: It would be good to have them slanted in a bit as to not give an abrupt edge, can discuss with the COR on site when placing the blocks what works best. This allows for the plow in the winter to avoid slamming into the edge.
Mile 5.5 3: What do we do about overhead utility lines? Who is responsible if they are struck?
A: It is the contractor’s responsibility to work around the overhead power lines and will be responsible if damaged.
4: Who provides material for road base for temporary access road?
140P8319Q0078, Reduce erosion North Cascades NPS Complex Attachment #3: Site visit notes
A: If material is required, the NPS will provide material from the gravel pit, which is located on the other side of the airstrip about half a mile from the Maintenance Area fairway. It will be the contractor’s responsibility to haul the material to the job site. The COR will show the contractor which pile of material may be used for this work, if required. This applies to both mile 5.5 and 4 work.
5: Who is responsible for the current road if it is damaged during construction? This bank is steep and could give way as we install the rock barbs.
A: It is the contractor’s responsibility to perform any repairs where damage occurs to the current road.
6: Can we use an area south of the construction site, locally referred to as “Wilson Creek” as a staging area?
A: This area is wider than most of the road. Vehicles may be staged here but not material. It is roughly half a mile south of mile 5.5.
Mile 4 7: Can the access road come from the south of where work will occur? It appears we would have an easier time creating the access road and getting to the work site.
A: Yes, if this area appears easier for the contractor to access and create a road, the NPS is open to ideas to best execute the work. It also appears you can work farther from the main road and have an easier time performing the work.
