Asphalt Paving in Longmire Area
PROJECT LOCATION AND SCOPE
This project is located in the Longmire Maintenance and Residential Area of Mount Rainier National Park. Longmire is located in the southwest corner of the park with access from SR 706. The project site is located six miles inside the Nisqually Entrance Gate.
The work will take place in three locations in the Longmire developed area. Each location is identified on the attached map. The square footage and tonnage estimates for asphalt are listed below.
Site 1: The contractor shall install an asphalt patch on the road cut that park utility crews have created for utility work in Longmire. The contractor will prep the approximately 20 foot by 6 foot road cut by provide straight edge cuts and removing three inches of back fill. Contractor shall ensure vertical edges of area to be patched are plume and corners are clean. Area will be compacted prior to asphalt installation. The patch dimensions are approximately 20’long x 6’wide x 3” deep, approximately 2.5 ton.
Site 2: The contractor will install an overlay in the Longmire housing area. The contractor will grind for butt joints on each end of the overlay. The contractor will ensure all valve boxes and manhole covers remain accessible after the overlay. The contractor will be responsible for maintaining a smooth surface following the slope of the existing road after applying a three inch compacted lift. Estimate is 44 ton.
Site 3: The contractor will provide all grinding and prep work and provide an overlay in the Longmire maintenance area. The grinding will be done to establish butt and lateral joints to match the existing road. The grinding will be completed by the contractor in a manner to create desired slope to follow drainage patterns found on attached map. The area of site three can be broken into four segments. The first is 250 feet X 70 feet, the second is 44 X 100 feet, the third is 44 X 123 feet, and the forth is 160 X 45 feet. The application depth may vary, estimate is 420 ton.
SPECIFICATIONS
A Pre-Bid site visit will be held on Wednesday, July 17 at 11:00am. Meet at the Longmire Warehouse loading dock. Attendance at the site visit is highly recommended as all quantities given are estimates.
Payment will be based on a per ton of asphalt in place basis.
All work shall be in accordance with Standard Specifications for Construction, Washington Department of Transportation (WADOT) and as amended in this specification.
No work shall take place on holidays or weekends without prior approval of the Contracting Officer. The period of performance will be August through September, Monday through Thursday, 6am to 4:30 pm.
Maintaining Traffic: The National Park Service will be responsible for the installation of traffic barricades. All three sites are out of the flow of street traffic and will be controlled by temporary closures of the area by NPS personnel.
RE-SURFACING
Surface Preparation: Contractor shall perform grinding where indicated and cleaning of the existing surface of all loose material, dirt, or other deleterious substances by approved methods. Prior to application of asphalt, no dry aggregate or other loose material shall be permitted on the surface.
Construction: Full grind to 4” clean and tack surface and apply 1/2” HMA in a two inch lift. Field verify with Contracting Officer’s Representative at repair site.
For HMA, place at temperatures between two hundred and fifteen, (215) and three hundred and twenty-five, (325) degrees F with a self-propelled laydown machine. Final surface applications shall be rolled with a roller sufficient to achieve compaction results in compliance with WSDOT standard construction specifications.
Crack sealing of the joints is required to prevent water and debris entry. Longitudinal bituminous joints shall be vertical and properly tack coated if cold. Transverse joints shall always be tack coated. For longitudinal/transverse Joints, keep elevation difference at joints less than 0.25 inches.
SPECIAL PRECAUTIONS
Contractor shall be responsible for containment and/or cleanup of any spilled materials.
VARIATIONS
All variations from contract requirements require Government approval and will be considered where advantageous to government.
Considering Variations: Discussion with Contracting Officer prior to submission, will help ensure functional and quality requirements are met and minimize rejections and re-submittals.
Proposing Variations: When proposing variation, deliver written request to the Contracting Officer, with documentation of the nature and features of the variation and why the variation is desirable and beneficial to government. If lower cost is a benefit, also include an estimate of the cost saving. In addition to documentation required for variation, include the submittals required for the item. Clearly mark the proposed variation in all documentation.
ACCIDENT PREVENTION PROGRAM
Before on site work begins, submit for approval an accident prevention program. The Contracting Officer will review the proposed program for compliance with OSHA and project requirements. If the program requires any revisions or corrections, the Contractor shall resubmit the program within 10 days. No progress payments will be made until the program is approved. The program shall include:
Name of responsible supervisor to carry out the program.
First aid procedures.
Training, both initial and continuing.
Planning for possible emergency situations, such as floods, fires, cave-ins, slides, explosions, power outages, and wind storms. Such planning shall take into consideration the nature of construction, site conditions, and degree of exposure of persons and property.
ACCIDENT REPORTING
Reportable Accidents: A reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, property damage by accident in excess of $100, and fires. Notify Contracting Officer immediately in the event of a reportable accident.
QUALIFICATIONS OF EMPLOYEES
Ensure that employees are physically qualified to perform their assigned duties in a safe manner.
Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
Operators of vehicles, mobile equipment, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be capable of operating such equipment. Provide operating instructions for all equipment. Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.
Contractor shall at all times conduct their operations to ensure the least inconvenience to the public and park staff.
SPECIAL CONSTRUCTION REQUIREMENTS
The road to Paradise is busiest during the months of mid July-August. Park visitation and the number of park employees decreases after Labor Day.
FIELD VERIFICATION
Field verify all new and existing dimensions affecting the work of this contract before ordering products.
ENVIRONMENTAL GOALS
The Government has established environmental goals for the project. These goals are general in nature;
refer to specific specification sections for more detailed requirements. Notify Contracting Officer if conflicts arise between performance of the work and environmental goals. This specification is not intended to limit alternative means of achieving these goals. Suggestions and input from the Contractor(s) for implementing these goals are encouraged. A team approach is encouraged.
CLEANING
Keep project site neat, orderly and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard. Before scheduling the final inspection, remove all tools, equipment, surplus materials, and rubbish. At time of final inspection, project shall be thoroughly clean and ready for use.
CONSTRUCTION WASTE MANAGEMENT AND DISPOSAL
General Intent: The Contractor shall use all means available to divert to the greatest extent practical and economically feasible, construction and demolition waste from landfills and incinerators. Unless otherwise specified, all removed material remains the property of the park and will be stockpiled by NPS. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.
AIR AND WATER POLLUTION CONTROL
Take all necessary reasonable measures to reduce air and water pollution by any material or equipment used during construction. Keep project site neat, orderly and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard.
Wet down dry materials and rubbish to prevent blowing dust. Do not dispose of volatile wastes or oils in storm or sanitary drains. Do not allow waste materials to be washed into streams or bodies of water.
SANITARY FACILITIES
Toilet facilities are located at Kautz Creek, Longmire, Cougar Rock Campground, Narada and Paradise.
Smoking: Smoking within buildings or temporary storage sheds is prohibited.
FIRE PROTECTION EQUIPMENT
Extinguisher shall have a minimum UL rating of 2-A:10-B:C. and a minimum capacity of 5lb of extinguishing agent, Article 305. Provide a minimum of one of each type of extinguisher for each area of work. Travel distance from any work station to the nearest extinguisher shall not exceed 75 feet.
MEASUREMENT AND PAYMENT
Payment will be based on a per ton priced for asphalt in place. Payment will be included in the bid item to which this work relates.
