Solicitation/RFQ #: 140P8318Q0095 National Park Service Attachment 01 Specifications - Reproduction Wallpaper

FORT VANCOUVER NATIONAL HISTORIC SITE

THE MCLOUGHLIN HOUSE

REPRODUCTION WALLPAPER

BACKGROUND & SPECIFICATIONS

1. BACKGROUND:

John McLoughlin was a trained physician who presided over the Hudson’s Bay Company’s fur trading operations in the Pacific Northwest for 25 years. He was known for his fiery temper, his business acumen, and compassion. He oversaw British interests and established a colony that influenced the political, social, and economic life of the region for decades. He also assisted exhausted, starving Americans arriving over the Oregon Trail, earning the nickname “Father of Oregon”.

Forced into retirement, John and his family settled into a home in Oregon City in 1846. McLoughlin built himself a new career promoting the economic prosperity of the Oregon Territory. He became an American citizen in 1851, and served as the mayor of Oregon City. He and his wife Marguerite were known for their hospitality and generous support of those in the community. McLoughlin loaned money to emigrants to help them establish commercial ventures and he owned sawmills, a gristmill, a granary, a general store, and a shipping concern. He also donated land for schools and churches.

McLoughlin's home, saved from demolition by the McLoughlin Memorial Association and moved to its present location (a charter park donated by McLoughlin) in 1909, was added to the National Park System in 2003 as a unit of Fort Vancouver National Historic Site. The McLoughlin House is located at 713 Center Street, Oregon City, Oregon, 97045, for more on the McLoughlin House Unit see: www.nps.gov\fova.

Updates to the house are currently underway to improve the accuracy of the finishes and furnishings. As a part of this overall project, reproduction wallpaper is required for ten rooms. The government shall provide the contractor with access to the site for purposes of measurement, photography, and examination of rooms in the house. The requirement is for wallpaper purchase and delivery only; installation will be arranged by the government.

2. PURPOSE:

The purpose of this specifications document is to provide documented reproduction wallpaper and borders appropriate to c. 1840-1865 for ten rooms in the McLoughlin House.

3. SPECIFICATIONS & CONTRACTOR TASKS:

A fragment of one wallpaper original to the house is available and shall be reproduced. Design services are required to complete the pattern in a style appropriate to the period. The existing wallpaper is a fleur-de-lis pattern in two colors on a light colored ground. The original paper width and complete motif size are not known.

A second fragment sample retains few design elements, but shows two colors on a light colored ground.

Both fragments are available on site for inspection. See Enclosure C for images.
