Solicitation no. 140P8318Q0078, Amendment 002 – Attachment 6
Replace Exhibit Panels (Plan/Design/Fabricate/Install) Pearson Air Museum, FOVA
The following is a compilation of Questions and Answers (Q&A) submitted so far.
QUESTION 1: Would the contractor be responsible for researching/writing/content development for the exhibit? Or will that be provided by NPS?
ANSWER 1: We can provide some guidance on sources and, of course, review. The short answer is yes, the contractor will be responsive for research/writing/content development for the exhibit panels. FOVA will be providing guidance on sources, and will review. It will be a collaborative process with NPS after award.
QUESTION 2: I understand the basics of the Scope of Work to replace 29 panels, but am unclear on what specifically would the 29 panels need to include. Is the plan to only have the movable stand-up panels pictured below? Is there a need for displays with uniforms or other artifacts? Is there a need for topography-type table models? We can design and build just about anything once we understand the customer's expectations.
ANSWER 2: As stated in the Scope of Work, “to replace outdated and worn exhibit panels in Pearson Air Museum within Fort Vancouver National Historic
Site, Vancouver, WA. Work includes labor, materials, equipment, facilities, and travel necessary to provide the development of museum interpretive exhibit planning, design, fabrication, and installation. Exhibits may include, but are not limited to, graphic panels, display cases, lighting systems, photographs, display transparencies, dimensional maps and displays, replicas, and associated structural elements such as display walls, platforms, barriers, and other display support structures."
To further expand on that statement in the Scope of Work is this project is to replace the 29 panels that are currently attached to the perimeter walls.
NPS is looking to the quoters to suggest replacement exhibits based on their experience and professional opinion about what is needed to best interpret the history and significance of Pearson Field. NPS is specifically not dictating types or styles of exhibits, so the quoter may answer the need creatively through the design and development process. NPS only requires that the proposed replacement exhibits fit within a comparable footprint to the panels they are replacing, so they do not interfere with aircraft and other exhibits currently on display.
Floorplan and existing exhibit photos were added to the solicitation via
Amendment 0001 (Attachments no. 4 and 5).

QUESTION 3: Is it possible for you to confirm the production budget please? Is there a not-to-exceed dollar budget reserved for this project?
ANSWER 3: Neither the project budget amount or the Government’s estimate can be disclosed. As stated in Attachment no. 1, Section 04 - Price Schedule, funds indeed, are limited. The intent is what gets awarded is what is available for this entire project – there is no budget available for post-award change orders. This is why alternative quotes are allowed. Quoters can submit more than one quote in case quoters want to present their "best of the best" at x-price vs. a mid-range or lower, more basic quote with less bells and whistles. NPS strongly encourages submitting an alternative low budget quote along with a standard quote that the quoter would normally submit for a project like this.
