About this file

This is an Amendment 3 Questions and Answers document for solicitation 140P8226Q0038, which addresses clarifications regarding the replacement of six fire alarm panels and six fire alarm control panels at Pearl Harbor Memorial. The Department of the Interior National Park Service Alaska Region is the contracting agency.

Key technical requirements clarified include: compliance with Hawaii's 2021 edition of NFPA 1 fire code with state and county amendments, evaluated through required submittals and on-site inspections; replacement of fire alarm control panels and power extenders with associated batteries on a one-for-one basis from the same manufacturer per building; battery specifications totaling 28 units with varying ampere-hour ratings (55 AH, 35 AH, 7 AH, 5.6 AH, and 2.5 AH) for KingFisher units; and removal of existing Keltron 90 Series printer equipment with no printers included in replacement systems. All code compliance issues, device replacements, modifications, or additions beyond one-for-one replacement must be bid as separate bid alternates and excluded from the base bid. The new systems must interface with the existing KingFisher monitoring system for all buildings, with the Maintenance Building's DACT monitoring to be modified to KingFisher compatibility. Existing WAVES mass notification system components are to be removed and disposed of by the contractor. TYCO manufacturer equipment (RM-2 Riser Manifolds, TD-2 Test and Drain Valves, WMA-1 Water Motor Alarms, RC-1 Retard Chambers, and Sprinkler Sense Intelligent Flow Switches) requires inspection and possible rebuild or replacement as bid alternates. Design review and approval will be provided by an NPS representative, with NAVFAC contact information provided post-award.
