About this file
This is a Questions and Answers document for federal contract 140P8226Q0002 concerning HAVO Eruption Debris Clean Up. The document does not address specific response dates, award dates, pricing terms, or set-asides, as it serves to clarify scope and requirements for prospective contractors rather than establish contractual terms.
The Q&A clarifies five key operational requirements: (1) fall protection must comply with 29 CFR 1926 Subpart M including §1926.501 & 502, utilizing non-penetrating anchor systems on historic buildings that cannot be penetrated without approval, with fall protection addressed in the contractor's safety plan; (2) contractors must clean both photovoltaic and solar hot water panels as part of roof cleaning, including removal of tephra, moss, and surface buildup, but not specialized restoration, efficiency optimization, repairs, or system disassembly; (3) minimal damage may occur on aged materials and should be reported to the onsite Point of Contact, with potential change order handling; (4) debris disposal occurs at designated national park grassy areas behind each unit, with an attached map indicating disposal sites and the onsite POC available to identify specified areas; and (5) a revised Price Schedule with building ID numbers is attached to cross-reference buildings identified by name, such as magma house and art center, with their corresponding numerical designations.

Q&A for 140P8226Q0002 HAVO Eruption Debris Clean Up
Q: There are currently no fall protection anchors installed on any of the roofs. Can you please provide clarity on what standards will be followed for roof safety? Also, are we able to install roof anchors on the roofs so that we can tie oƯ while working?
A: The fall protection standard is 29 CFR 1926 Subpart M including §1926.501 & 502. The contractor shall follow fall protection standards such as non-penetrating anchor systems.
Most of the buildings are historic and cannot be penetrated without prior approval. Also, the contractor must address fall protection in their safety plan.
Q: Multiple buildings have photovoltaic solar systems, and all residences have solar hot water. There is a diƯerence between removing debris and cleaning solar panels for eƯiciency. Can you please provide clarity on the scope around solar panel cleaning?
A: The contractor shall clean both PV and solar hot water panels as part of the overall roof cleaning. This includes removal of tephra, moss, and other surface buildup, not just loose debris. The scope does not cover specialized restoration, eƯiciency optimization, repairs, or system disassembly. Cleaning must be performed using appropriate methods to prevent damage to the panels and their components.
Q: Several of these buildings are very old. They have old gutter systems and old roofs that pressure washing will undoubtably reveal issues. We realize that none of those issues are included in this particular contract. How will roof/gutter damage be handled? Will these repairs if needed be handled as a change order?
A: The government is aware that minimal damage may occur due to the age of material. If damage occurs, please contact on site POC.
Q: During the site walk it was mentioned that debris disposal can happen at the national park. Can you please provide a map indicating where this disposal will take place?
A: Attached is the Area for Debris Disposal Map with stars indicating the debris disposal sites. Debris disposal shall be spread evenly in the nearest grassy area behind each unit.
The onsite POC can also identify the specified areas prior to starting work.
Q: Is there a way I can get the number (ex.Q24) for the buildings that have names like magma house and art center?
A: Attached is the revised Price Schedule with a column to identify building ID numbers.
