About this file
This is Amendment 0001 to Solicitation 140P8226B0007, issued by the National Park Service (NPS), Power (PWR) - Honolulu Area (MABO) office on July 6, 2026. The amendment extends the bid due date to August 10, 2026, at 12:00 PM Mountain Standard Time and provides responses to five Requests for Information (RFI) submitted by potential offerors.
The amendment addresses key project specifications for roof replacement work on five historic structures (HQ-10, HQ-34, HQ-35, HQ-36, and HQ-37). Notable clarifications include: HQ-10 roof replacement is not subject to historical preservation treatment under the National Historic Preservation Act (NHPA), though color selection requires cultural resource specialist review; a 10% allowance for plywood sheeting replacement (5/8" CDX with 24" joist spacing) must be factored into base bids for all target structures; the Buy America Act applies to all materials; and performance requirements for corrugated roofing have been modified from the originally specified 40-year finish warranty and 20-year watertightness warranty to 20-year substrate warranty, 20-year PVDF color coating warranty, and 5-year watertightness warranty using 24-gauge steel corrugated panels with PVDF coating. Standing seam metal roofing panels will not be considered as substitutes. The contracting officer is Michael Davidson (michael_davidson@ios.doi.gov).

The purpose of this Amendment is to:
1. Extend the Bid Due date to 10 Aug 2026 at
12PM Mountain Standard Time.
2. Answer RFI Questions.
1. HQ-10 is noted to be a historical structure.
Is this to be treated as historical preservation during the construction process?
If so, can the make and model of the existing roof shingles be provided for matching purposes? Please note, matching the existing roof system may call for a variance in the wind resistance of 120 MPH set in the specifications.
The roof replacement for HQ-10 is NOT to be treated as a historical preservation project.
HQ-10 is currently clad with asphalt shingles, and the cyclic replacement of roofing has already been reviewed under NHPA and approved for use of ASTM D7158 Class G asphalt shingles.
The only point at which review by cultural resource specialists is required is when selecting color of products.
2. Please confirm 10% allowance for plywood sheeting replacement is to be factored into the base bid for all structures (HQ-10, HQ-34, HQ-35, HQ-36, HQ-37).
Under the base bid a 10% allowance for plywood sheeting replacement should be factored in for all target structures: HQ-10, HA-34, HQ-35, HA-36, & HQ-37.
3. Please advise plywood sheeting thickness and type for accurate pricing.
The plywood sheeting is 5/8" CDX. Joists are
24" apart.
4. Does this project have a material restriction such as the Buy America Act?
Yes, buy American Act applies.
5.The corrugated roofing for HQ-34, HQ-35, Continued...

HQ-36, and HQ-37 have performance requirements noting a 40-year finish warranty and 20-year watertightness warranty using 24 ga steel corrugated panels with PVDF coating. I have contacted several metal roof panel suppliers that have noted this requirement cannot be met.
One supplier mentioned the performance requirement can be met with the restriction of using 0.040 aluminum standing seam panels and their self-adhered underlayment. Note, the use of standing seam metal roofing panels to meet the performance requirements per spec comes with a significant cost increase (approximately
3x the cost for the materials alone. Please advise if the performance requirements may be changed or if the materials are to be changed to allow the performance requirements as they currently standing to be met.
The preferred material is 24 ga corrugated steel panels with PVDF coating, and substitution with standing seem metal roofing panels will not be considered due to increased cost. Performance requirements may be changed to include a 20-substrate warranty, 20-year
PVDF color coating warranty, and a 5-year watertightness warranty.
