STATEMENT OF WORK

Video Security Management System at

Pearl Harbor National Memorial (PERL) Honolulu Hawaii

1.0 BACKGROUND

Pearl Harbor National Memorial (PERL) is located adjacent to Joint Base Pearl Harbor-Hickam, on the island of Oahu in the State of Hawai‘i. The Pearl Harbor area was designated a national historic landmark in 1964 for its strategic importance related to the United States’ annexation of Hawaii, and for the December 7, 1941, Japanese attack during World War II. Within close proximity to downtown Honolulu and the resort area of Waikiki, the Pearl Harbor site is the most visited destination on Oahu.

PERL receives more than 1.7 million visitors each year; there are no overnight accommodations within the site. Most visitors come to the park to learn of its history and to view the battleship memorials and museum collections.

The Pearl Harbor Visitor Center complex is the major developed area within the park. Facility Management Division facilities are also located within the visitor center complex. Some administrative offices are located at Building 416 within the boundaries of Joint Base Pearl Harbor-Hickam, which is also where the museum collection is housed. There is no NPS housing within the park.

There are 14 NPS-owned occupied structures; five of which are historic, some of which are occupied. Three Commercial Services operators provide mercantile services within park owned structures.

PERL Currently has a robust camera system in use and is a level 3 facility per U.S. Department of Homeland Security guidelines. As a level 3 facility, PERL is required to have cameras that monitor vehicle access, restricted areas, pedestrian parking, and all areas open to the public. In addition to this, PERL uses its cameras to monitor its historic resources, designated donation areas, and giftshop. PERL has also recently implemented a fee for parking, which will be monitored by their parking lot cameras as well.

PERL’s current camera system has reached the end of its life cycle and in need of replacement, updated technology, and the placement of new cameras due to observed blind spots in coverage.

Replacing the current camera system will ensure PERL meets the requirements set for in U.S.

Department of Homeland Security, meets the requirements Pacific West Region established for fee collections, and continue to provide security to its historic resources and visitors.

2.0 SCOPE

The contractor shall provide all labor, parts, and equipment to produce a comprehensive Physical Video Security System solution. This includes the delivery of a system that will provide a Physical Video Security System platform that provides a user-friendly experience, advanced analytical insights across the organization, promotes a more efficient and successful incident investigation process, and helps PERL modernize without compromising on information security.

The vendor shall be responsible for the complete installation of the system. This includes all necessary hardware and software components, ensuring they are properly configured and integrated into an existing IT infrastructure.

PERL estimates a combined total of 74 dome, fisheye, bullet, pant tilt zoom (PTZ), and multi sensor video cameras are needed to ensure full video coverage of the main campus area, maintenance building, and museum collection at building 416. The Verkada brand or similar is recommended.

The vendor shall provide a system that:

Captures and stores high-resolution 4k and 2k video footage locally and in the cloud.

Captures footage in infrared (IR) for nighttime surveillance in all camera locations.

Has audio recording capabilities for predesignated areas.

Enables seamless integration with existing infrastructure and accommodate areas without ethernet access via cellular gateways.

Has cloud based management software that will provide automatic firmware and software updates.

Integrates with nps.us.evidence.com so captured footage can be stored to a case file directly from the operating platform.

Has the ability to collect and retrieve video data on premise.

Has the ability to store on premise (closed network) and cloud storage.

Maintains a minimum 30 days of playback retention.

Delivers real-time alerts, people analytics, motion detection, and vehicle/license plate monitoring.

Includes a ten (10) year hardware warranty for all non-PTZ cameras. A five (5) year warranty is acceptable for the PTZ cameras.

Captures and tracks via video feed, the larger location layout of activity and point of transaction (i.e. Room visibility).

Leverages the potential of cloud technology and software.

Offers a seamless blend of on-premises security hardware and software.

Allows PERL to integrate a new room/door alarm system if needed.

Configures a hybrid-cloud video management system.

Ensures power-over-ethernet (PoE) compatibility for all cameras as specified.

Provides role-based user permissions (e.g., Site Admin, Site Viewer).

Has unlimited user access and licenses available for 1, 3, 5, or 10-year terms.

Robust customer support, including 24/7 live availability.

Provides user onboarding/training services.

**User Onboarding/Training Services**: The vendor shall provide comprehensive onboarding and training services to ensure all users can effectively use the system. This includes creating user manuals of the video system, conducting training sessions on operation of the video system, and providing ongoing support as needed.

3.0 OBJECTIVES

This project is intended to replace/upgrade PERL’s failing camera system and put PERL in a better security posture to ensure the safety of its visitors and employees while monitoring fee collections. The goal is to install new equipment that is easier to maintain and provide PERL with 24/7 live tech support to quickly troubleshoot issues and find a solution. If a solution cannot be found this project will provide PERL the means to return faulty equipment under warranty for a replacement.

This new camera system will monitor vehicle and pedestrian access points, restricted areas, parking areas, and all areas open to the public satisfying the requirements of a level 3 facility set forth in U.S. Department of Homeland Security guidelines. It will track all monetary transactions and the person receiving and/or accounting for the monetary transaction satisfying the requirements Pacific West Region established for fee collections. In addition, it will also provide PERL a means to monitor criminal activity such as vehicle break-ins, visitor altercations with NPS guards and other visitors, unauthorized access after-hours or during normal hours, and illegal activity by commercial use permit holders.

4.0 TASKS/ DELIVERABLES

The contractor shall:

Provide all labor, parts, and equipment to produce a comprehensive Physical Video Security System solution.

Ground all cameras, cellular gateways, and network equipment for lightning protection.

Provide cabling as necessary that’s compromised of Essex EnduraGain OSP Shielded

CAT6 for exterior cameras, and Essex DataGain CAT6 for interior cameras to switch.

Shielded RJ-45 terminations at exterior locations where shielding is required.

Replace existing Cisco Catalyst 3560 switches with Cisco Catalyst 9200 series switches.

Replace 6 existing Cisco switches and ensure all devices are properly interconnected using single-mode fiber connections with SFP modules.

(6) 24 Port – Cisco 9200 series with SM SFP Ports.

48 Port – Cisco 9200 series switch (Core for switches to connect to).

Technical specs:

Interconnections with SFP modules will consist of existing 6 pair single mode fiber.

Multi-sensor cameras require POE++ 60w minimum.

PTZ cameras require POE ++ 90w minimum.

NPS-Pearl will provide all 120v power requirements at equipment locations. Existing solar panels and 24v batteries power 8 parking lot cameras and network devices.

5.0 DELIVERY

The contractor shall deliver materials to 1 Arizona Memorial Pl, Honolulu, HI 96818 via mail or have it with them on their arrival. Equipment and gear needed for building 416 will need to be transported to 416 Kuahua Ave, Honolulu, HI 96818 located on Joint Base Pearl Harbor Hickam (JBPHH), Security access will be explained in section 7. All deliverables and work must be completed within 60 days from the date awarded.

The contractor shall provide and maintain all equipment and vehicles necessary to perform the requirements of this contract. The Contractor may perform cleaning, minor repairs, and other normal maintenance requirements of equipment on site. Maintenance and repairs of Contractor containers, vehicles or their privately owned vehicles shall not be accomplished on site.

Contractor equipment and vehicles shall be maintained to present a neat, professional appearance. Contractor equipment and vehicles shall be used solely for the intended purpose of performing services in this performance work statement during normal or after-hours operation.

All equipment used in the performance of this contract shall be in good operable condition.

Equipment found to be unsafe and unable to function as designed, shall not be used in performance of this contract. The Contracting Officer (CO) or COR may inspect the Contractor’s equipment at any time while on government property and may direct the removal of any unsafe or unusable equipment from these locations.

The Contractor shall provide adequate numbers of equipment items and vehicles to effectively fulfill the scope of this contract. In addition, the Contractor shall maintain or have backup capability to provide continued service in the event primary equipment or vehicles are unsatisfactory or down for extended maintenance or repairs. Equipment failure shall not alleviate the Contractor from performing any requirement contained in this contract.

6.0 GOVERNMENT-FURNISHED PROPERTY/SERVICE

The Government will provide access to the spaces that the contractor needs to go to conduct the work described above. The Government is not providing any property or equipment for this project. The park can provide some limited workspaces for short term use if the contractor may need a workspace during the project. The contractor will notify the COR if a temporary workspace is needed. The COR will work with the park management team to identify a temporary workspace to include a desk and electrical power outlet. No internet connectivity will be provided as part of this temporary workspace.

7.0 SECURITY& ACCESS REQUIREMENTS:

The park includes multiple facilities in separate locations, some of which are located on JBPHH.

There are security requirements for the Visitor Center Complex and Building 416. The contractor will need to have access to JBPHH to access Building 416. If the contractor or their staff do not have base access, the park will need to request temporary access passes from the JBPHH. The contractor and staff must be able to pass a background check in order to receive a pass for base access. The park will require 2-3 weeks advance notice for pass access passes if those are requested.

Contact the COR and CO for guidance on installation security and access requirements. PERL has a strict no bag and entrance policy. Contact PERL at least 2 days prior to arrival and provide the number of bags and equipment needed to compete the contract, PERL security will only allow what was stated to be needed into the park. No bags with personal items will be allowed in.
