About this file

This Performance Work Statement (PWS) details traffic and parking control services for Haleakalā National Park in Maui, Hawaii, focusing on sunset operations from October 2025 through April 2026. The National Park Service requires a contractor to provide three trained personnel daily to manage vehicular and pedestrian traffic at the Summit Visitor Center and Summit Entrance Station, with daily operational hours varying by month based on sunset times (ranging from 3:45 pm to 7:00 pm). The project coincides with a construction project that will reduce available parking by up to 45%, making traffic and parking control critical for maintaining visitor access, safety, and enjoyment.

Key contract requirements include providing a marked contractor vehicle with warning lights, functional radios, high-visibility safety vests, and personnel trained in traffic management and de-escalation techniques. Contractors must operate 7 days per week, adapt to changing construction schedules and weather conditions, and coordinate with NPS staff. The total performance period is 200 days, with contractors required to work 4 hours per day during peak sunset hours. Contractor personnel must be physically capable of working at high altitudes (up to 10,000 feet) in potentially cold and wet conditions, and must prevent the spread of invasive species by thoroughly cleaning vehicles and equipment before entering the park.
