About this file
This document is a Request for Information (RFI) for a National Park Service project at Haleakala National Park to install a buried filtered water tank and associated infrastructure. The RFI, submitted on 7/8/25, includes seven specific questions from the contractor regarding potential value engineering (VE) ideas to reduce project costs, including proposals to modify the rock retaining wall, parking area surface, tank wall thickness, bypass waterline location, staging area, landscape repairs, and power requirements.
The NPS response, dated 7/11/25, provides detailed feedback on each proposed modification. For the rock wall and parking area, the NPS requests contractors submit alternative pricing as separate bid options while noting potential environmental compliance implications. Regarding the tank wall thickness, the NPS structural engineer indicates changing from 10" to 12" is possible but would reduce the tank's water storage volume by 900 gallons and must be submitted with a clear justification. The response also clarifies staging area limitations, confirms the park will handle reseeding, and confirms no on-site electrical power is available. The project solicitation number is 140P8225B0003, and the work is located at Haleakala National Park.

REQUEST FOR INFORMATION (RFI)
Park Name & Project Title: Haleakala National Park, Install Buried Filtered Water Tank & Appurtenances.
NPS Solicitation / Contract No: 140P8225B0003
Contractor Name: All
Subject of RFI: Varies
RFI Number: 001 Date Submitted: 7/8/25 Response Required By:
Please provide additional information or clarifications to the questions below:
Based on pricing that we are receiving, I am wondering if NPS is open to some VE ideas to help with cost?
RFI’s
1. The rock retaining wall in the parking area – change to a cast-in-place wall.
2. AC Parking area – change from asphalt to 6” cast-in-place concrete.
3. Would it be possible to change the tank wall thickness from 10” to 12”
4. Bypass Waterline: Are you open to moving changing the location from Back of the Tank to the Front of the Tank and securing with Concrete Jacket in place?
5. Is there a staging area for the equipment, gravel, temp water tanks, etc.?
6. For landscape repairs, are we to use turf or replant with native seed?
7. Is there power at the site? We will need 200-amp power for our equipment. If not, we will use generators.
NPS SECTION
Name of NPS Respondent: Scott Henrickson, P.E., PMP / Kaula AE (DOR) Date of Response: 7/11/25
Below is additional information or clarifications in response to the Contractor RFI:
NPS Responses on VE Ideas:
1. Provide the costs for the rock wall as designed as part of the Base Bid price proposal. If an alternative cast-in-place wall is being proposed, provide this pricing as Bid Option C (with clear indication of how much costs or savings there will be). Note that if the NPS elects to go with a cast-in-place wall for the savings, the project may need to revisit the environment compliance to ensure the impacts are considered.
2. Provide the costs for the hardened asphalt surface as specified in Bid Option B. If an alternative surface such as 6-inch reinforced cast-in-place concrete is being proposed, provide this pricing as Bid Option D (with clear indication of how much costs or savings there will be). Note that if the NPS elects to go with a cast-in-place concrete surface for the savings, the project may need to revisit the environment compliance to ensure impacts are considered.
NPS / Kaula AE Responses on RFI Questions:
3. Kaula AE: We have checked with our structural engineer and changing the tank wall thickness from 10" to 12" would be possible. However, there are design and bidding considerations related to this change:
a. The tank walls would need to be extended into the tank and cannot extend outwards to avoid affecting the site plan and other site constraints such as footing dimensions, etc.
b. If the tank walls are extended into the tank, the nominal water volume of the tank will be reduced from
50,000 gallons to 49,100 gallons. Basically, you will be losing approximately 900 gallons of storage.
c. If the Contractor is proposing a 12-inch-thick tank wall, provide a justification for why.
d. NPS: The NPS preference is to install the tank as designed with 10-inch-thick walls. An allowance of a 12-inch-thick tank wall would need to be at no additional cost to the Government
CONTRACTOR SECTION
4. Kaula AE: We assume the Contractor means that they would like to move the Bypass Waterline to the front of the tank beneath the vehicle turnout. See attached figure. During design, we located the bypass waterline a specific distance away from the tank so that it would not interfere with construction. There is not enough space between the outside edge of the tank and the outside of the vehicle turnout CRM wall to fit the bypass pipe. Therefore, the bypass pipe would need to be beneath the vehicle turnout if it were placed to the Front of the tank.
a. There are several concerns with locating the bypass waterline beneath/below the vehicle turnout:
• The bypass waterline would need to be placed at the same invert elevations as shown on the original design due to the hydraulics of the bypass piping which is designed for gravity flow. The bypass line’s beginning invert is approximately 7341.11 feet and ending invert is 7345 feet. Please note, the existing grade below the vehicle turnout is approximately 7348 feet. Therefore, it would require trench depths ranging from approximately 3.5 feet to 7.5 feet deep. Trenching at these depths are likely to encounter very hard basalt rock as shown on the boring logs. Rock excavation would be a much higher cost.
• The bypass waterline is currently designed to be aboveground and supported on pipe supports. By moving the bypass waterline beneath the vehicle turnout, if there were any issues in the future that required repair of the bypass waterline, it would require trenching through the vehicle turnout.
b. Any design modifications will be an additional cost for re-design. Relocating the bypass line would necessitate a design modification.
c. NPS: Please bid on / construct the bypass line as designed.
5. Staging of equipment and storage of materials must stay within the project area limits as identified in the overall site plan. As noted on Note 1 of Sheet G2, the Contractor will be allowed to also use the Maintenance Baseyard for contractor parking, staging, and laydown area and shall not impede existing water operations by NPS staff.
6. The Contractor is NOT required to re-seed as part of site restoration. Re-grade the area per the Grading and Drainage Plan Sheet C5 (or C6 if Options are exercised). Refer to Specification Section 01 11 00, PART 1.15.K, Section 02 41 00, PART 1.4, Section 31 23 00, PART 3.9-3.13. The park will re-seed if necessary.
7. There is no electrical power at the site. Refer to Specification Section 01 50 00, PART 3.2.F.
