RFQ 140P8224P0039 PUHO Termite Treatment Official NPS Responses to Requests for Information (RFIs)/Questions

Q1: Can you provide a map that you may have that may be better than Google Earth of the buildings needing service?
A1: A screenshot of a Google earth is provided with Amendment 3. The Google Earth map is zoomed into the area of interest with labels of the buildings, so it is easier to understand the layout.
Q2: Would XT2000 orange oil to eliminate termites be acceptable?
A2: The method described by the SOW is the preferred method for treating buildings with potentially excess amounts of termites (i.e. the dorm and Ki'i storage). Drilling and injecting oil as an alternate to fumigation is not acceptable.
Q3: While the document mentions dry wood termites, are there any other termite species that need to be addressed in our treatment plan?
A3: Although our resource management branch indicated dry wood termites there may be other pests, to include other species of termites. The inspection report required by the SOW calls for identifying other species of pests. NPS would consider additional treatment services depending on the findings documented in the inspection report.
Q4: Could you provide information on the construction materials and structural details of each building? This information is crucial for determining our treatment approach and potential challenges.
A4: Information on the separate building is listed below:
1. The dorm is post and pier construction with tongue and groove single wall siding. Under the building is easily accessible.
2. 2. The Ki'i storage and the upland garden storage building is post and pier construction with traditional 2x4 framing. ¼ of the ki'i storage building is double wall with insulation while the other ¾ is single wall plywood.
3. The admin building is post and pier construction with 2x6 framing. it is finished double wall with insulation. underneath is accessible.
4. The fee booth is 2x4 construction on slab.
5. The Visitor center is CMU concrete blocks on footings. Timber frame hold the roof line while there are offices and spaces under the structure that are framed 2x4 construction with double walls.
Q5: Are there any accessibility issues for any of the buildings that might affect treatment procedures or equipment setup?
A5: All buildings are accessible
Q6: Given that this is a national historical park, are there any specific preservation requirements or restrictions we should be aware of when treating these buildings?
A6: No specific requirements exist beyond those already captured SOW for the Dorm, Upland Garden Storage, the Ki'i Storage/Curatorial and Admin Building. No specific requirements have been identified for the VC.
Q7: Will the buildings be occupied or in use during the treatment process? If so, are there any specific safety measures or scheduling considerations we need to account for?
A7: The Dorm, Ki'i Storage Fee Booth and Upland Garden Storage will not be occupied. I anticipate spot spraying, at Admin Building, and VC. The Park will follow treatment prescription recommendations on whether visitors and staff may be present during treatment. The park will need to schedule contractors work hours in order to have the lowest impact on park facility closure, if closure is necessary.
Q8: Are there any specific local or state regulations in Hawaii regarding pesticide use that we need to consider beyond the standard EPA requirements?
A8: Offerors and the ultimate Awardee shall be familiar with and comply with all federal, state, and local laws and regulations that apply for this type of service. NPS does require that the chemicals being used should be identified on the schedule stated in the SOW so permits may be obtained through the Park specific Pesticide use program (PUPS).
Q9: What specific insurance coverage and limits are required for this project?
A9: Offerors and the ultimate Awardee are expected to be insured in a manner consistent with customary commercial practice and in a manner compliant with any applicable federal, state, or local laws or regulations.
Q10: Is there a designated area for storing our equipment and materials during the treatment process?
A10: NPS can provide 2 storage areas for equipment, one at the upland garden dorm area and the other near the visitor center. The size of the storage and duration of storage can be negotiated. A couple vehicles and small equipment may be accommodated at each site. Please identify these requirements with your quote.
Q11: The solicitation does only specify termites but just to make sure, will you want a quote for general pests as well to cover all your bases aside from termites?
A11: The solicitation is for termites specifically, but we also ask for a written report that includes all other pests present on inspection.
Q12. Can you please help us with the incumbent details with PO and total value of the current contract?
A12: The last termite treatment was performed approximately September 2012. No contract or price data is available for that effort.
Q13: Are there records of any previous termite treatments that might affect our current treatment plan?
