Amendment 1 RFI Responses – Pre‐Site Visit RFIs

Q: Will there be me to walk the grounds at Magma house to assess workspace and container staging areas? Especially regarding dimensions of parking lots, available staging areas, electric access, etc.

A: Yes, for sure!

Q: Will there be me during the site visit to collect more internal dimensions of the spaces? Especially regarding hallways, walls, covering needs, etc.

A: Yes, for sure!

Q: Will there be me during the site visit to address all collec on items, to assess volume of items with packaging required?

A: The park will make me for the bidders to get a good es mate and volume of the items to be packed and moved.

Q: Regarding SOW sec on 1.2., do all collec ons need to be unpacked once moved to the temporary storage loca ons? Is the requirement to unpack collec on only to facilitate the 100% inventory? Is the park open to exploring op ons to sa sfy the inventory requirement while keeping the collec ons packed?

A: Not all items need to be unpacked, the park is open to exploring crea ve and prac cal op ons for the inventory once the items are moved to temp storage.

Q: Is HAVO s ll requiring the collec on to be fully moved into the new storage spaces by

October/November 2024? Five months from now? Page 38, 3rd paragraph.

A: The park an cipates that the construc on will start in Oct/November of 2024, the collec ons will need to be moved prior to the start of construc on.

Q: The POP is stated as Oct 2024 ‐ Sept 2026. Does that include Task 1 only? Or Tasks 1‐4?

A: All tasks will need to be completed during the POP, the collec ons will need to be moved back in upon comple on of construc on, which may be completed by April of 2026. There is a buffer for construc on delays on the POP to extend un l September 2026.

Q: Does all the material have to be in Climate Controlled Storage or only the specimens, ar facts, and artwork.

A: All of it needs to be in climate‐controlled storage except for the furniture itemized in Amendment 3, A achment 5. The furniture in Amendment 3, A achment 5 can be stored in climate controlled (air‐ condi oned) storage but it does not need to be up to museum standards.

Q: How long is the expected construc on period? That way we can provide pricing of storage based on expecta ons of me.

A: 16‐18 months

Q: For the climate‐controlled storage, the listed acceptable temperature is 50‐70 degrees Fahrenheit, is ambient temperature (recognized by the FDA as being 59‐77 degrees Fahrenheit) acceptable temperature?

A: While the range of 59‐77 degrees Fahrenheit is within NPS Museum Handbook standards, the contractor's ability to keep within this range and mi gate poten al temperature and RH fluctua ons is the primary concern here.

From the SOW, CLIN 0020: Full Collec on Storage, 21 states: The Contractor storage space shall be climate‐controlled at all mes. Temperature ranges are permissible between 50° F and 70° F and must not fluctuate more than ± 5° F in any 24‐hour period. The permissible rela ve humidity range is between

30% RH and 50% RH and must not deviate more than 5% in any 24‐hour period. Climate will be monitored by NPS staff.

77 degrees F is on the high side, but if the contractor can maintain within +/‐ 5 degrees, AND the humidity is controlled to prevent fluctua ons outside of the temp/RH range (especially in HAVO's climate), this is allowable.

Amendment 3 RFI Responses – Post‐Site Visit RFIs

Q: Will there be opportunity for another site visit or for interested offerors to coordinate onsite access to the collec ons and spaces associated with this RFQ.

A: No, another site visit will not be coordinated and interested offerors will no longer be able to access the collec on and spaces associated with this RFQ.

Q: Does the park have a contingency plan if the current collection storage equipment cannot be re‐ installed into the renovated KVC basement due to the addition of fire suppression or other modifications? Does this plan have implications for the contractor’s scope of this contract?

A: The govenment has confirmed that the library and archives will not be returned to the KVC basement so this should will not be an issue as the compact storage units that house these items will not be re‐installed within the Kīlauea Visitor Center basesment. The compact storage equipment from Room 11 will need to be installed in the basement of the Ohia Wing and the vendor will need to provide the materials to install the compact storage unit. The map cases will also remain in the Ohia Wing basement and not be returned to the KVC basement. Upon completion of the temporary storage, the library will not be moved back into the Kilauea Visitor Center but will be moved to the Ohia Wing basement, the compact storage for the library will need to be installed in the Ohia Wing basement to permanently store the library books. The

PWS will be updated to reflect this change.

Q: Can the park provide some photographs of collections inside the archeology boxes and in the map cabinet drawers in order to get a better understanding of how these collections are currently housed?

A: Yes, please see figures 1‐18 below in Amendment 3, Attachment 1.

Q: If the mobile carriages/shelving units are removed from rooms 6, 8, and 11, can the floor tracks for these mobile storage systems remain in‐situ (covered and protected) for the renovation?

A: Yes the can remain in site and do not need to be removed. The carriages/shelving units from Room

11 will need to be set up in OW basement to set up the archives. Upon completion of the temporary storage, the carriages/shelves for the library will need to be set up in the OW basement.

Q: Can the park add room numbers for the equipment listed in the Volumetrics spreadsheet?

A: Yes, room numbers have been added the volumetrics spreadsheet updated with this information, see Amendment 3, Attachment 2.

Q: Can the park provide a rough layout with dimensions of all spaces available for temporary storage in the OW basement?

A: Yes, see Amendment 3, Attachment 3.

Q: How long do the park’s invasive species inspections take each time a truck enters the park? And what hours is it available? Do we need to make an appointment for our vehicles?

A: See Amendment 3, Attachment 4. Invasive Species SOP for instructions, time frames, and contacts for invasive species inspections.

Q: For the Prior Experience section, does the park require up to three examples per company involved

(prime and subcontractors) or are past experience examples limited to three total?

A:Prior experience examples are required for the prime contractor only. Prior example examples are not required for contemplated sub‐contractors. Prime contractors may highlight management of sub‐ contractors within the prior experience examples they elect to highlight.

Q: Is the NPS willing to accept proposals with alternative plans and pricing options? Such as off‐site storage options?

A: Yes, and refer to the spreadsheet of furniture is included in Amendment 3, Attachment 5. These items do not need to be stored up to museum standards however should be stored in an air‐conditioned climate‐controlled facility. Compact storage units that are not utilized for the temporary storage can also be stored in this type of facility. This will be updated in the PWS. Preference will be provided to those solutions that ensure items moved stay remain as local to Hawaii Volcanoes National Park as possible, while balancing other evaluation factors and sub‐factors.

Q:Does the park need access to any collections from Room 9 (Map Room) or can these collections be in deep storage?

A: Yes, the map cases and the 6 file fire kings within room 9 will need to be accessed by the park while stored, the PWS is updated to reflect this requirement.

Q: Will the Government provide knowledgeable escorts throughout the duration of the moves who can answer specific questions regarding the collections?

A: Yes. The Contracting Officer’s Representative will also be available onsite for in‐person and over‐the‐ phone questions.

Q: Will the Government move monitors, computers, printers, faxes and other Government electronics?

A: Yes

Q: Will the Government disconnect and reconnect Government electronic equipment?

Q: Will the Government provide data and electrical for Government electronic equipment moving to the

Government storage facilities?

A: YES

Q: Per the SOW‐ “All of the archives and rare books are currently housed in archival quality boxes. They will not need to be re‐housed for moving and can be boxed up or palletized as is.” However, during the site visit it appeared that a significant amount of the collection is not currently housed in archival quality boxes est 20%.

Question:

Will the Government have all of the archives and rare books placed in archival quality boxes prior to the start of the project?

A: No, those that are not packed in boxes will need to packed by the contractor. The PWS will be updated with the corrected information.

Q: Are there any hazardous materials the vendor will encounter during project (asbestos, chemicals or other hazardous materials handled or contacted by the vendor)?

A: No work is anticipated that will require the contractor to be exposed to hazardous materials. Should specific areas or spaces of concern exist, please identify those to the Government.

Q: Tiles and flooring will be damaged when the high‐density floor/tracks are removed. Will the vendor be responsible to replace all tiles/flooring in each room to match (does the Government have additional tiles/flooring the vendor can use to replace existing?).

A: It has been confirmed that the archives will not be returned to the basement of the Kīlaue Visitor

Center but will stay in the basement of the Ohia Wing. The government does not have additional tiles and flooring to give to the vendor for the set up in the Ohia Wing basement and these will need to be provided by the vendor to set up the archives and to move the compact storage shelves for the library that will be moved into the Ohia Wing basement after the temporary storage is no longer needed. The

PWS will be updated to reflect the change.

Q: Will the Government ensure all windows have sufficient UV film protection for the safety of the collections post‐construction in KVC basement (B41)?

A: This will not be the responsibility of the contractor. The park will be responsible for this task.

Q: Will the Government provide a full estimated value of the collection items being moved to allow for sufficient replacement insurance levels?

A: Yes the government will provide the available appraisal information, see Amendment 3, Attachment

6. It does not encompass the entire collection and some of the information is from 1982 but these are the only two appraisals available.

Q: Will the Government will construct the Quarters 15 Garage Storage with drywall walls/ceiling with

HVAC, humidity controls and sensors to meet the Government requirements within the SOW?

A: The Q15 garage will have drywall, flooring, humidity controls and environmental monitors to meet the requirements in the SOW. The garage will not have HVAC.

Q: Will the Government construct the Quarters 15 Garage with standard height access door(s) that a minimum of 36” wide clearance for access.

A: Yes, there will be one standard height access door with 36” width clearance.

Q: Will the Government construct the Quarters 15 Garage with concrete floor that will support the high‐ density filing system(s)?

A: It is not necessary to install the high‐density filing system from the library in the Q15 garage. The government will supply two heavy duty metal storage shelves which will be on site. The dimensions of the shelves are: 6’ tall X 9 ‘ wide X 18” deep and 6’4” tall X 3’ wide X 18 “ deep, see Amendment 3, Amendment 3, Attachment 7 for photos of the shelves. If the high‐density filing system is not utilized, the vendor will need to store the high‐density filing system from the library with the furniture and provide the necessary shelving for the Q15 garage to store the remainder of the books. The PWS will be updated with this information. The concrete will consist of standard 3000‐4000 pounds per square inch concrete.

Q: Will the Government manage and maintain environmental controls and integrated pest management within the Quarters 15 Garage Storage facility to meet the Government requirements within the SOW?

A: Yes, however, three workstations (desks with chairs) set up along the windows in the first basement room that is entered from the parking lot through the large double doors, see sketch, Amendment 3, Attachment 3 for orientation of workstations in the OW basement.

Q: Will the Government manage and maintain environmental controls and integrated pest management within the ʻŌhiʻa Wing storage rooms to meet the Government requirements within the SOW?

Amendment 5 RFI Responses – Post‐Site Visit RFIs (2nd Round)

Q: I have a question regarding the Rotary Shelving racks (Compact Storage Unit). What is the brand of these units? We want to install the floor railing in the Ohia Wing with the confidence that we’re getting the job done right and no complications on installation. If you don’t have the brand, could you please supply the pictures of a close up on the rails themselves?

A: Archives Room 11:The brand is Datum: Welcome to Datum ‐ High Density Storage Systems for Any

Application (datumstorage.com). There are 3 moveable shelves:17ft length x 6ft height x 2ft8in width

(with 2 unmovable wall shelves)

Library Room 6: The brand is Spacesaver: Spacesaver Corporation | Steel Storage Systems

(spacesaver.com). There are 7 moveable shelves: 12ft 5in length x 6ft 9in height x 1ft 7in width (with 2 unmovable wall shelves).

Q: We do have one concern that we want to bring up. It is our understanding that the NPS plans to have both the compact storage units from Room 6 (Library) and Room 11 (Archives) installed in the OW basement at some point during this project. MMM's architect used the dimensions the NPS provided of the OW basement and compact storage units to create a layout as a proof of concept.

The attached layout (image below) shows the compactors fully compacted. There does not seem to be enough clearance for either of the compact storage units to open to an acceptable width aisle (NPS standards are technically 48", but these rooms wouldn't even allow for ADA‐compliant 36" aisles).

Does the NPS have a different plan to accommodate these two compact storage units that this layout has not considered?

A: Yes, the NPS would like the archives compact storage from Room 9 in the Kīlauea Visitor Center to be placed in Room 1 of the ʻŌhiʻa Wing basement (see As‐Built drawing below). The NPS prefers to remove one the shortest shelving column on the end of each row to avoid removing an en re shelving row. The rows are made up of 5 shelving columns. These columns are removeable (see photo below, circled in red that depicts the shortest shelving column). Removing the shortest shelving column on the end versus the en re row will reduce the loss of storage space. The reconfigura on may require the purchase of addi onal parts for the compact storage from Datum Storage Solu ons, Inc. New floor tracks will also be required to mount the compact storage flush with the floor. The NPS prefers the unit to be flushed with the floor and not built up on a false floor as it currently exists in Room 9 of the Kīlauea Visitor Center. To make up for the loss of storage space the NPS would like the contractor to add an addi onal shelf on top of each compact storage row. The NPS prefers for this addi onal shelf to have the same height as the exis ng shelves to accomodate for the 11.5 inch archival size boxes. The addi on of the shelf must meet current building and fire codes.

The NPS would like the library compact storage from Room 6 in the Kīlauea Visitor Center to be installed in Room 3 of the ʻŌhiʻa Wing basement (see As‐Built drawing below). Removing one row of the compact storate unit is acceptable in order to meet the ADA accessiblity requirements however, the locked case rows will need to remain. To make up for the loss of storage space from removing the row the NPS would like to add an additonal shelf to the top of each compact storage row that is consistent with the exis ng shelves to the extent possible. The addi on of the shelves must meet current building and fire codes.

The reconfigura on may require the purchase of addi onal parts for the compact storage from Space

Saver. New floor tracks will also be required to mount the compact storage flush with the floor.

A: The Q15 garage will have drywall, flooring, humidity controls and environmental monitors to meet the requirements in the SOW. The garage will not have HVAC but the environmental controls that will within the Q15 garage will obtain the same levels as an HVAC system therefore will meet the requirement.
