1.0 DESCRIPTION OF SERVICES

The Contractor shall provide all management, tools, equipment, and labor necessary to complete the safe temporary relocation of approximatley 2,900 cubic feet of musuem collections, archival collections, and library materials that are currently located within the basement of the Hawaiʻi Volcanoes National Park Kīlauea Visitor Center (KVC) otherwise referred to as building 41 or B41. All of the collections will be moved from the KVC basement,with most collections temporarily stored within the ʻŌhiʻa Wing (OW) building basement that is located within HAVO directly across the street from the KVC building (see Appendix D, figure 31 map), storing the non-rare library books and any less sensitive items that will fit in the Quarters 15 garage, and additional less-sensitive items in contractor furnished retrofitted 20 foot high cube worthy containers staged in the Magma House parking lot (See Appendix D, figure 32 map). Once construction is completed all items, with the exception of the archives from Room 11 and Room 9, the library, and the items listed in Appendix B, will be returned to the KVC basement in the exact configuration they were originally stored in.

The Contractor shall conduct and complete 100% inventory of the collections prior to the move, conduct and complete 100% inventory again upon moving the collections into the OW building, Quarters 15 garage, and 20 foot container(s), and conduct and complete 100% inventory again upon moving the items back into the KVC basement. The Contractor shall accomplish the required services prior to the start of construction and and return the collections to the KVC within 120 days upon the completion of construction.

The archives and the majority of the museum collections shall be stored in deep storage in the OW basement and will not be required to be accessible by the park during construction. Museum collections that are listed in Appendix B labeled B41 will need to be accessible by the park and stored in an NPS designated area within the downstairs of the OW. The items listed in Appendix B will remain in the OW and not returned to the KVC building however, the storage locations for the items will need to be reinstated in the KVC basement so they can be returned to their original location in B41 the future. The Contractor shall move the archives from Room 11 and the map cases and 6 fire kings from Room 9 of the basement of the KVC into an NPS designated room of the OW basement and the Room 11 archives and Room 9 map cases and the 6 fire kings shall be set up so they are accessible and useable by the park staff and researchers. The archives, map cases and fire kings will permanently remain in the OW basement and not returned to the KVC basement upon completion of the project. The OW basement for all collections storage shall be set up so it meets all museum standards as outlined in the work statement (environmental controls and integrated pest management). Any items that cannot fit into the OW building shall be calculated by the Contractor and shall be stored in the Q15 garage (preferably the non-rare library books and less sensitive/lower valued items) and Contractor furnished sea worthy high cube 20 foot container(s) that are placed in the HAVO Magma House parking lot and retrofited with electricity to provide lights, run dehumidifers and maintain museum standard climate control within the container(s). Off-site storage can also be an option. The preference of items placed and stored within the 20 foot container(s) container will be less sensitive items. Furniture and any shelving not utilized from the KVC basement does not need to be stored in a facility that meets museum standards however will need to be stored in climate controlled/air conditioned space. Depending on the location of the furniture storage, it may be required to fumigate the furniture prior to it being returned to the KVC basement. This will be reviewed and approved by the NPS prior to the return of the furniture. Refer to the furniture list provided in the RFI Attachment E for a comprehensive list and measurements. The container(s) shall be turned over to the park upon close of the contract.

1.1 BACKGROUND

The historic Kīlauea Visitor Center (KVC) is located within Hawaiʻi Volcanoes Nationa Park (HAVO) and was built in 1941. It was the last large construction project undertaken by the Civilan Conservation Corps at HAVO before the program dissolved upon the onset of World War II. Originally built as the Observatory and Naturalist building for Thomas Jaggarʻs Hawaiian Volcano Observatory and briefly occupied by the Army under martial law during WWII, the building was eventually turned over to the National Park Service in 1948 to serve as the park’s primary visitor center. The facility was built in the Rustic Style of architecture and is a contributing structure to the Kīlauea Administration and Employee Housing Historic District. It is a sole remaining visitor center in the park of which there were previously three.

With only one Visitor Center left for visitor contact, the current configuration of the interior and exterior square footage of the KVC building and attached lanai does not accomodate the current visitation numbers and the facility is often overcrowded. To enable the space to function well for the amount of visitation, the building will undergo alterations to the interior and exterior spaces as well as the basement. The basement of the KVC houses a large portion of the HAVO Museum collections and the construction work will require the space to be vacated to accomodate for the installation of a fire supression system, waterproofing to fix water leaking issues, and the reconfiguration of the stairwell. This will require all of the museum collections, archives and library materials located within the approximatley 2,400 square foot basement to be removed and temporarily stored in an alternative museum standard locations (ʻŌhiʻa Wing building- OW, Quarterʻs 15 garage, potentially an off site storage space, and 20 foot storage containers in the Magma House parking lot as needed) until the construction is complete and the items can be returned.

The ʻŌhiʻa Wing building is located directly across the street from the KVC and was built in 1932. It is a 3,384 square-foot, wood frame building stands on a site that slopes down from south to north so that the front, south elevation is a single story with a stepped lava stone foundation (with black mortar) and the rear elevation is a full two stories. The top floor consists of 1,692 square feet and the basement consists of 1,692 square feet. The building is a modified rectangular plan with a slight projection at the side, east elevation. The 1932 master plan drawing of the area indicates it as the completed Administration Building.

Beginning in 1936, the master Kīlauea Administration and Employee Housing Historic District Hawaii Volcanoes National Park Cultural Landscape Inventory Page 32 plan drawings labeled it as “Park Headquarters.” The building was turned over to the Volcano House Hotel in 1949. At this time the concessionaire renamed the building to the ʻŌhiʻa Wing and converted the interior to guestrooms with private baths. The rustic style of the building contributes to the cohesive aesthetic of the park village. The building was turned back over to the park in 2010 and starting in 2021 it underwent an extensive rehabilitation project to prepare it to house the future park Cultural Museum which will display 130 artifacts, objects and paintings from the parks museum collections. There is a security system, fire supression and it is located within a few minutes of emergency repsonse. Currently climate control is achieved through the use of standing dehumidifers. The artifacts listed in Appendix B will be displayed in the future exhibit, These items from the basement of KVC (B41) will need to be accessible and stored in the downstairs of the ʻŌhiʻa Wing building and will remain in the OW.

Quarters 15 is located across the street from the ʻŌhiʻa Wing. In the back of Quarters 15 is an approximately 400 square feet garage that can be utilized to store non-sensitive items (i.e. non-rare library books and less sensitive/valuable items) (see Appendix D, figure 38). The garage is accessed by a driveway that wraps around the west side of the back of the building. The garage will be undergoing rehabilitation to enclose it, install drywall and create an office space that can be climate controlled. There will be a standard 36” door that will be the access for the space.

The Magma House building and parking lot is located approximatley 1 mile from the KVC building in the HAVO Resources Mangement complex. The parking lot consists of 18 stalls and is 95 feet X 50 feet.

Any storage containers staged in the parking lot shall be oriented to take up the least amount of parking stalls as possible (see Appendix D figure 32 for location). The parking lot is accessible via paved roads.

1.2 SCOPE

The Contractor shall be responsible for providing all labor, materials, supplies, equipment, fuel, transportation to inventory, pack, and transport the entirety of the museum collections, archives and library currently in the KVC basement to the OW building located directly across the street from the KVC, into the Q15 garage, and in and excess items can be stored in contractor supplied 20 foot sea worthy high cube container(s) that can be staged in the parking lot of the Magma House as well as potential off site storage. The Contractor shall be responsible to transport and return the entirety of the museum collections, from the temporary storage facilities to the KVC basement in the exact configuration that everything is currently stored in with the exception of objects listed in Appendix B which will remain in the OW (although their original KVC storage locations shall be reinstated so they can be returned to the KVC basement in the future when the need arises), the archives from Room 11 and Room 9, and the library. It shall be required to set up the library with compact storage in the OW basement upon the completion of the temporary storage and return of the items.

All actions and items used for the inventory, packing, moving, and storing collections shall follow the National Park Service (NPS) Museum Handbook (found at this link: National Park Service – Museum Management Program (nps.gov) (also found in Appendix G). The majority of the museum collections shall be stored in deep storage in the OW basement and will not be required to be accessible by the park.

Museum collections that are listed in Appendix B labeled B41 will need to be accessible by the park and stored in an NPS designated area within the downstairs space of the OW building. The items listed in Appendix B will remain in the OW and not returned to the KVC building, however, the spaces they came from in the KVC basement will need to be reinstated as originally oriented prior to the move when the collections listed in Appendix B need to be moved back into the KVC basement at a later date. The Contractor shall move the archives from Room 11 and Room 9 of the basement of the KVC into an NPS designated room of the OW basement and the archives, fire kings, and map cases shall be set up so they are accessible and useable by the park staff and researchers. Collections that cannot fit into the OW basement can be stored in the Q15 garage, in contractor supplied 20-foot seaworthy high cube container(s) staged in the Magma House parking lot, and potentially off site (furniture is not required to stay on site or in museum standard storage, it is only required to be stored in climate controlled air conditioned storage.

Depending on the storage location it may be required to fumigate furniture prior to returning it to the KVC basement). Preferably, non-sensitive or less sensitive materials will be stored in Q15 garage (non-rare library books) and in the 20-foot containers (preferably compact storage shelving, non-rare library books, modern furniture). All temporary collections storage spaces shall be set up so it meets the NPS Museum Handbook standards (refer to Appendix G, Museum Handbook) as outlined in the work statement (climate control and integrated pest management utlizing government furnished dehumidifiers and dataloggers) with the exception of the furniture in RFI Attachment 5.

The Contractor shall be responsible for the safe-handling and transportation of the museum collections and library to the OW building and other temporary storage locations in or out of the park prior to the start of the construction which is planned to occur around October or November of 2024. The Contractor shall ensure that the OW facility is set up to meet the minimum requirements for humidity control using functioning government supplied dehumidifiers, implement government supplied integrated pest management, and deploy government furnished dataloggers. These task shall follow the guidelines in the Appendic G. NPS Museum Handbook (reference Storage Facility Requirements in CLIN 00020 description under “Specific Tasks” section below).

The Contractor must coordinate with the National Park Service and/or current contractor for collection and workspace access, conduct a 100% inventory, and pack and/or crate the collection from the current storage location in the KVC basement and relocate all items into the OW, Q15, 20-foot containers or off site storage to be unpacked and complete a 100% inventory once relocated to the temporary storage facilities. Once construction is complete the contractor will move the collections back into the KVC with the exception of the items listed in Appendix B as well as the archives, map cases and library, and complete a 100% inventory once the items are placed back into the KVC basement. Any items that cannot fit into the OW building shall be calculated and measured by the Contractor and shall be stored in the Q15 garage, Contractor furnished sea worthy high cube 20 foot container(s) that are placed in the HAVO Magma House parking lot and retrofited with electricity to provide lights, run dehumidifers and maintain museum standard climate control within the container(s), or off site. The preference of items to be placed and stored within the Q15 garage (non-rare library books), the 20 foot container(s) and potentially off site (furniture) will be less sensitive items. The container(s) shall be turned over to the park upon close out of the contract.

The basements of the KVC and OW buildings and Q15 garage are all constructed of either concrete or drywall and sturdy flooring that does not require special shoes or clothes for entering. Refer to Appendix A for existing floor plan of the KVC basesment, room measurements and current collections storage layout configurations. Refer to the RFI Attachment 3 for sketch drawings of the Q15 garage and OW basement. The volume of the collection in storage in the KVC basement is estimated to be approximately 2,900 cubic feet of materials (refer to Appendix C- volumetrics, or RFI Attachment 2 for updated spreadsheet with room numbers) and is currently occupying approximately 1,696 square feet of space (refer to Appendix A for KVC collections storage space orientation and Appendix D photographs).

The collection consists of an estimated 170,4300 cataloged and uncatologed objects and items. This number includes all of the papers within the archives therefore is very high (refer to Appendix C volumetrics for item types and measurements). Collections include rare books, archives (paper), archeology, ethnology, historical, fine art (83 paintings), furniture, maps, museum files, historic photos, slides, rolled maps. The material types include paper, metal, wood, feathers, leather, textiles, stone, tree bark, glass, ceramic, hair, shell and bone. Approximately 80% of the archives and rare books are currently housed in archival quality boxes. The items already in archival quality boxes will not need to be re-housed for moving and can be boxed up or palletized as is. The remaining 20% of archives and rare books will need to be boxed up by the contractor. There are 83 paintings that will either need to be crated prior to moving or re-set up in the OW basement with the compact storage racks they are currently stored on (see Appendix E for painting list and dimensions). If the Contractor chooses to crate the paintings, the materials used for crating will need to be fumigated off site prior to building the crates to ensure there are no insects within the wood. All of the non-rare library books will need to be boxed up (see Appendix D, figure 21). The majority of the archeological collections are housed within banker’s boxes or archival boxes (see Appendix D, figures 5-9). These do not need to be re-housed however, additional archival quality packing material may need to be added within the existing boxes to secure objects for moving (refer to RFI Attachment 1 for photograph examples of archeology collection storage boxes). Library books are currently not in boxes and will need to be packaged, palletized or crated for storage. Reference Storage Facility Requirements in CLIN 00020 description under “Specific Tasks” section below.

When excercising CLIN 00070: Upon completion of the KVC rehabilitation, the Government will notify the Contractor that the construction is complete. The Contractor may arrange for a site visit to KVC basement to return objects by contacting the NPS Project Manager at least 10 business days in advance. Within 14 calendar days of the KVC completion, the Contractor shall provide the return move schedule to the park for review and approval. The collections can be returned to the basement and, after a 15-30-day period allowing temperature and relative humidity to equilibrate to KVC basement conditions, the Contractor will unpack and relocate items to the areas inside the KVC basement in the exact locations they were removed with the exception of the items that will not be returned. Within 120 calendar days, the Contractor shall complete the move and have all items (with the exception of those listed in Appendix B, the archives from Room 11 and Room 9, and the library) relocated to the specified areas, unpacked, and returned in their original location as directed by the NPS curator or technician. Upon completion of all unpacking and relocation the Contractor shall conduct and complete a final 100% inventory of the collections.

In addition, the Contractor will create a move inventory and park staff will verify the inventory accuracy for all the items that are inventoried prior to being moved for each of the moves. The inventory will be utilized to account for all the items being relocated from the KVC basement, all items stored at the temporary facilities and upon return to the park site. The move inventory will be compatible with Microsoft Excel. For the archives inventory, accounting for the boxes is sufficient, it is not neccessary to account for each folder or paper within the box. Condition photographs shall be taken of items during the inventories, overview photos of items that are stored within boxes is sufficient. Refer to Appendix G for an example of the NPS inventory.

POST AWARD REQUIREMENTS

Upon award of the contract, the Contractor and Government personnel shall attend a kick-off meeting onsite to inspect the OW and the Contractor furnished retrofitted seaworthy storage containers. The Prime Contractor will attend the site visit and will bring key personnel to ensure a thorough understanding of the project.

a. The Government will provide the agenda for the kick-off meeting and the Prime Contractor shall take the meeting minutes, including list the attendees, findings, recommendations, and photos, if beneficial.

b. During the kick-off meeting, the Contractor shall confirm all logistical and curatorial aspects of the project.

c. The order of inventory, re-packing and removal of objects will be determined during the kick-off meeting.

It is anticipated that the kick-off meeting will require 2 days onsite at HAVO. Weekly meetings shall not be necessary once all of the items are securly stored and will be held as needed.

1.2.1 Task 1: Relocation and Collections Inventory Plan

The Contractor shall create and submit a comprehensive relocation plan for NPS review and approval.

The relocation plan will include how the collections will be packed, moved and arranged and stored in the OW basement, the Q15 garage and in the 20-foot containers, and off site location, if utilized. The relocation plan for the OW basement shall take into account that three computer workstations will need to be set up in the space (see RFI, Attachment 3 for workstation configuration in OW garage). Prior to completing an inventory, the contractor shall create an inventory plan. The inventory plan shall be submitted to the park for approval. Contractor weekly meetings shall be held to update the park on project progress during the packing and relocation efforts.

1.2.2 Task 2: Move and Store KVC basement museum collections, archives and library

The Contractor shall pack (with approved archival safe materials following Appendix G, NPS Museum Handbook) all museum collections, archives, and library material in the KVC basement and move all items to the OW, Q15 garage and the Contractor-furnished retrofitted 20 foot storage containers that meet the NPS Museum Standards as outlined in Appendix G, (also a potential use off site storage location- if for collections storage it will be required to meet NPS Museum Standards, if only for furniture as listed in Attachment 5 of the RFI response NPS Museum Standards do not need to be met- only climate control/air conditioning is necessary). Once the construction at the KVC is complete all items will be moved back into the KVC basement in the exact locations that they were previously located with the exception of the archives from Room 11 and 9, the library, and the items listed in Appendix B however, the original storage locations for the items shall be reinstated in the basement of the KVC as they will need to be stored there in the future. All guidelines listed below must be followed.

LOGISTICS FOR MOVING COLLECTIONS OUT AND RETURNING COLLECTIONS TO THE

KVC BASEMENT

a. There is no loading dock or elevator at the KVC basement. Movement of items in or out will require the use of an interior and exterior stairway and standard doorways (entries/exits) (see Appendix D, figures 1-3, 37).

b. Contractor is responsible to protect doors and walls of the historic buildings against any impact and abrasion.

c. Water and electricity service will be available to the Contractor onsite.

d. Restroom facilities will be available for the Contractor/Vendor staff.

e. Use of power saws and sanders or creation of dust and debris from other similar activities will not be permitted inside the historic structures.

f. All doors to the buildings shall remain closed and locked unless trucks are being loaded. The

Contractor shall monitor the truck(s) and doors for security. At no time shall objects be left unattended.

g. Heavy equipment such as a forklift (if necessary) and pallet jack will not be allowed within the building interiors. They can only be used outside on the ground. Any such equipment, if needed, shall be Contractor furnished.

h. There is limited space on site allotted for storage of Contractor disposal containers for used packing supplies. The Contractor must limit the amount of disposal containers placed inside park facilities. The volume and combustibility can create hazards for the structure and shall be avoided. The Contractor will be responsible to dispose of trash off site and out of the park that is generated by the project.

i. The ʻŌhiʻa Wing building has an approximatley 30 foot X 30 foot driveway and large double doors that access the basement (see Appendix D, figure 35). The upstairs is accessed either by an exterior ramp that enters into double doors (see Appendix D, figure 34) or accessed from the downstairs by an interior stairwell (see Appendix D, figure 36). All of these entries can be accessed by the Contractor if needed.

j. The Quarters 15 garage is accessed by an asphalt driveway and the garage will be enclosed and access to the interior will be through a standard size door (approximately 36” wide by 84” tall).

k. The Magma House parking lot is accessed by paved roads.

CONTRACTOR STAFF

a. All work shall be performed in a safe and professional manner. Work areas inside the site and within the assigned staging area shall be kept neat and tidy as determined by the Government at its sole discretion.

b. All Contractor staff shall wear Contractor-furnished identification badges and sign in and out at the beginning and end of each day with the park staff.

c. No smoking, food or beverage consumption is allowed inside the site buildings, or in the Contractor-supplied storage facility.

REQUIREMENTS FOR THE CONTRACTOR MOVING VEHICLES

a. The Contractor shall provide trucks with air-ride suspension, climate control, rear lift gate, and constant communication ability with their main office through GPS tracking or other secure method.

b. The Contractor shall complete each move to/from the storage facility by truck transport within one workday. The museum collection, or any part thereof, shall, at no time, be stored in vehicles overnight.

c. Contractor trucks used to transport collection objects shall be hard sided and clean with no residue of foodstuffs, chemicals, hazardous materials, stains from previous use.

d. Contractor vehicles shall not leak and there shall be no possibility that water can get inside the truck during inclement weather.

e. Each Contractor vehicle shall have dual drivers with knowledge and experience with specialized museum object handling experience.

f. The Contractor vehicles that will transport the museum collections shall carry fire suppression (fire extinguishers) equipment and staff trained in its use to be immediately available in case of emergencies.

g. The collection shall be secured in the Contractor trucks with appropriate Contractor-provided locks and security seals for the cargo area during transport. At any time if the collection, or any part thereof, is loaded in a truck, and doors of the vehicle are not locked, at least one member of the Contractor staff shall be present to monitor all access to the vehicle.

h. The Contractor staff shall seal each box upon completion of any packing and are not authorized to open any box unless requested by the CO, or designee.

i. Other than for compliance with transportation regulations, fueling or comfort breaks, vehicles shall not make stops during the park to storage facility transport.

j. Objects shall be transported by the Contractor directly to/from the storage facility with no interruption of climate or security protection.

In preparation for all moves, the National Park Service staff will:

a. Provide an inventory of the collection generated through the NPS museum collections catalog database. The inventory will include: NPS catalog number, object name, and measurements and intended object location as well as condition photo.

b. Provide daily COR or an onsite NPS staff point of contact during all phases of any move.

c. The Contracting Officer shall provide a list of all individuals, including NPS staff that are authorized to access the collection during storage. This list shall be updated as needed.

CLIN 00010 (Base): Move Collection from Current Storage location to Contractor’s Facility

The Contractor must coordinate with the National Park Service and/or the current prime contractor for collection and workspace access. This coordination also includes building access required to inventory and pack the collection in relocation from the current storage location in the KVC basement to the OW, Q15 garage and Contractor furnished container 20-foot temporary storage facilities.

Requirements for the Inventory and Labeling System:

a. The Contractor shall work with National Park Service staff to develop and provide a detailed packing and labeling and inventory approach for approval in advance to the CO.

b. When each object, box or crate is packed, it shall have an easily visible identification label that denotes the National Park Service’s museum catalog numbers (per the inventory provided by the NPS Project Manager upon contract award) and the original room in the KVC basement from which the object(s) were removed. This information shall correspond to the information on the Government supplied object spreadsheet(s). Labels shall be placed in at least two locations on the box or pallet, on the box/pallet top and side of box/pallet, with at least one identifiable label being clearly visible.

c. The labeling system shall provide Contractor and Government staff with the ability to know the new/ temporary locations of the objects and efficiently access or retrieve objects based on their recorded location and box or object labels.

d. The contractor shall provide the Contracting Officer (CO) with both electronic and hard copy versions of the Microsoft Excel™ or compatible spreadsheet(s) with the new storage location for each object in the temporary storage facilities within the park within 15 days of the final placement of the objects into temporary storage.

e. The Contractor inventory shall identify all stored objects and their specific locations in the storage facilities. If required, this system will facilitate the early return or access to specific objects.

f. All boxes, crates or soft packed objects going to the temporary storage facilities within the park shall include the designated labeling and have the locations updated on the Microsoft Excel™ or compatible spreadsheets.

Requirements for The Crating Services:

a. Prior to any crating of objects, the Contractor shall provide the CO a detailed Pack/Move

Approach for objects requiring crating. The CO must approve of this approach. The crates built for the items going into storage shall be solid wood crates with stainless steel hardware, or molded polyethylene crates, with compression closures or comparable with approval in advance by the CO. All external wood and materials used to build the crates shall be fumigated to ensure the crates are pest free prior to packing collections off site prior to bringing the materials into the park.

b. Some specialty slat crates may be used, with approval in advance by the CO, on an object- by-object basis. Such crates shall have chemically inert, durable plastic sheeting as an exterior, or interior lining for dust protection.

c. Screws or bolts with bolt plates/washers shall be used to close all crates. Very fragile objects may require hand-securing the screws or bolts on a crate to minimize the impact of the use of powered screw drivers.

d. All crating materials currently in place at the park should be retained, unless damaged. If replacement materials are used, wrapping, packing and labeling material in contact with the surface of any object (inner packing skin) shall be an archival quality material. For the purposes of this work, archival-quality/conservation-quality are defined as materials listed by the manufacturer as permanent, durable, chemically stable, and therefore, have a stronger resistance to adverse environmental conditions. All crating shall be done on site to provide easy access to objects allowing accuracy and flexibility in the crates’ construction. Archival or archival quality materials include but are not limited to polyethylene foam, acid-free and/or lignin- free paper products.

e. Any wood or materials not purchased from archival quality suppliers and that are used to construct custom crates or for any packing shall be fumigated for insects prior to bringing into the park.

Requirements for The Soft-Pack Collection Objects:

All soft packaging currently in use should be retained where possible. If repacking and/or replacement of materials are necessary, the following are required:

a. All objects shall have three layers of protection when boxed. These include the archival-quality layer that is against the object, the cushioning layer that absorbs shock and vibration, and the outer shell which is designed to protect the inner layers and object.

b. The archival-quality inner layer shall include soft, archival-quality material. The archival-quality inner layer shall include soft, non-abrasive, archival-quality material. Acceptable materials for the archival-quality inner layer include chemically stable, unbuffered, acid-free materials such as acid-free tissue, polyethylene foam sheeting such as Volara®, closed-cell polyethylene foam planks such as Ethafoam®, acid-free tissue, high-density polyethylene fiber sheeting such as Tyvek®, de- sized muslin, rip-stop nylon, or approved equal.

c. The cushioning layer can include large and small bubble-wrap, corrugated materials, paper wadding or peanuts if they are contained in plastic bags. None of these materials may come into direct contact with the museum objects.

d. The outer protective shell can consist of dual-wall or tri-wall cardboard, object handling frames, wooden crates, cardboard boxes, MDO board, marine–grade plywood, polyethylene crates, and metal boxes.

e. Other soft packing materials can include masking and strapping tape, low tack glass tape, stretch wrap, cotton twill tape and archival-quality hot melt adhesive.

f. In advance of the move, the Contractor shall submit to the CO for approval a list of all proposed wrap and packing materials and their specific proposed application.

g. Collection objects which will remain unboxed (i.e., saddles, tables, and similar furniture) shall receive protection during transport. These items shall have padding of moving blankets or other appropriate protective covering and be secured to pallets as needed for ease of transport and storage. Blankets can be removed during storage.

h. All of the objects within the collection are historically significant and shall receive careful packing and handling during the move. Some pieces may require extra careful attention because of current known weakness and vulnerability and these items will either be identified by the NPS in the object inventory sheet or by NPS staff on site during the move.

i. Shelves in bookcases and other furniture that are not fixed to/secured within the furniture shall be removed during packing and transit, adequately identified regarding the particular object from which they came and its location, and then returned to their original location once construction is complete.

Requirements for the Moving of Collection to Storage:

a. The Contractor shall unload all transported items at the park storage facilities, and efficiently arrange the items in the storage spaces on museum storage equipment to minimize the amount of storage space needed, while allowing for physical access to specified items (Room 11 and Room 9 archives and Appendix B, B41 items will need to remain accessible, the rest can be put in deep storage). The shelving that the items are currently stored on can be utlized and the Contractor shall calculate what additional storage shelving and furniture will be needed for the temporary storage, and the additional storage furniture shall be furnished by the Contractor. Two additional metal shelves will be placed in Q15 for use, one measures 6’ tall X 9’ wide X 18” deep and the other 6’ tall X 3 ‘ wide X 18” deep (refer to the RFI, Attachment 7, shelf photos).

b. Unpacking or uncrating services are not required at the storage facility with the exception of the archival collections from Room 11 and Room 9 that will need to be unpacked and set up for park access in NPS designated space within the OW basement. The items from B41 basement that will go into the OW museum will need to be clearly labeled and accessible but do not need to be unpacked. The collections storage must be arranged in all of the storag facilities according to the approved Relocation Plan.

CLIN 00020 (Base): Full Collection Storage (~1,704,300 items)

Temporary Storage Facility Requirements:

a. Storage of all boxed, crated, or soft-packed materials will be on shelving, pallets, or in cabinets that are raised off the floor at a height of least four inches, preferably six inches, to prevent any damage from unexpected water infiltration.

b. NPS-provided dataloggers shall be installed in the storage facilities by the Contractor. NPS staff shall monitor temperature and relative humidity during storage by. The vendor shall also install NPS-furnished Integrated Pest Management Program protocols and the pests will be monitored by NPS staff for the duration of the storage.

c. The storage facilities shall meet all of the standards identified in the NPS Museum Handbook (Appendix G). Any exceptions may only be granted in writing by the NPS Project Manager or COR and CO.

d. All necessary locks for the Contractor furnished container(s) shall be Contractor-supplied/provided. The keys shall be given to NPS Museum staff during the temporary storage.

The Contractor will not have keys during the temporary storage. Key copies to all storage spaces shall be provided to the Contractor prior to the return of the collections to the KVC basement.

e. The Contractor shall provide appropriate museum-quality storage equipment to minimize the amount of storage space needed. Equipment shall include, but not be limited to: pallets and dollies for oversized furniture; pallet racks for crated objects and oversized objects; and general-purpose steel shelving for smaller boxes and objects. For the purposes of this work, museum-quality storage equipment may include but not limited to high-quality steel storage racks with solvent-free powder-coatings and chemically-inert plastic pallets.

f. In advance of the move (CLIN 00010), the Contractor shall submit a list of all proposed storage furniture and their specific proposed application to the CO for approval.

g. The storage facility shall provide compliance with all of the Government’s minimum requirements set forth below.

1. The museum quality storage area provided shall be used solely for storage of HAVO museum objects and furniture from the KVC basement.

2. Flammable liquids and materials shall not be housed in or near the structure(s).

3. Storage facility shall be outside any areas designated as a 100-year flood zone or next to a body of water that could overflow its boundaries.

4. The area/space where the HAVO collection is stored shall have no windows, or the windows will need to be covered with UV film or coverings. The windows in the basement in the OW has UV film present. The Q15 garage, if windows are installed will require UV film to be installed. The Government shall be responsible to install the UV film on any windows present in the Q15 garage.

5. The museum storage space where HAVO collection is stored shall have a minimum number of doors to reinforce security and environmental controls.

6. The museum storage space where the HAVO collection is stored shall have only the water pipes that are part of the required fire suppression system in the interior of the space.

7. Any floor drainpipe in the museum storage space where the HAVO collection is stored shall have adequate functional back-flow valves in place.

8. The museum storage space where the HAVO collection is stored shall be free of water, gas, or electric meters, electrical panels, and utility valves that require monitoring and servicing.

9. The museum storage space layout where the HAVO collection is stored shall be sufficient for safe movement of objects in, out or between storage units without hindrances.

10. All open shelving shall be stabilized to prevent it from tipping or collapsing.

11. Dust covers of polyethylene plastic, Tyvek sheeting, cotton muslin, rip stop nylon or other approved material shall be used to cover any object not contained in a box, crate, or storage wrap.

12. There shall be no smoking, eating, or drinking in museum storage spaces.

13. The HAVO museum curatorial staff shall be provided access to storage spaces to conduct environmental monitoring and integrated pest management montioring.

14. The temporary storage facility shall be within a 10-minute response time of local police and fire departments.

15. The Contractor and NPS shall provide regular and recurring consultation with the local fire and police departments regarding access and proper response. Consultation shall occur prior to the move.

16. The storage facilities shall have an appropriate number and type of fire extinguishers in place and that are professionally inspected and tested to meet code requirements on a quarterly (or more frequent) basis. Contractor will consult with HAVO staff and NPS Museum Handbook Part I, Chapter 9 Museum Fire Protection, for acceptable fire extinguisher type. The Contractor shall supply all necessary fire extinguishers.

17. The OW storage facility shall be protected by an NPS furnished automatic fire suppression system. The Q15 garage and the 20-foot storage containers shall have fire suppression furnished by the Contractor, if not automated an equivalent level of safety that is installed, fully operational, and regularly inspected by the NPS.

18. The Contractor storage space shall be climate-controlled at all times. Temperature ranges are permissible between 50° F and 70° F and must not fluctuate more than ± 5° F in any 24-hour period. The permissible relative humidity range is between 30% RH and 50% RH and must not deviate more than 5% in any 24-hour period. Climate will be monitored by NPS staff.

19. The Contractor shall provide all lifting and access equipment for placing the objects in storage and to reduce unnecessary handling.

CLIN 00070: Return HAVO Collection to the KVC basement

a. The return of all objects to the KVC basement (with the exception of objects listed in Appendix B, the Room 11 and Room 9 archival material and the library) shall be accomplished in a phased approach at the convenience of the Government and may occur over the course of up to 120 days as approved by the CO. The library shall be be installed in the OW garage for permanent storage on the compact storage that it is currently stored in.

b. A minimum of two (2) business days must be allotted between delivery trips to allow Government staff to inventory and verify locations of the previous delivery.

c. Return delivery to the site shall be organized by room. The Government-provided spreadsheet(s), with updates by the Contractor and object labeling in storage, will facilitate the organization of the return move.

d. The COR, in partnership with the Contractor, will schedule in advance which room or rooms will be delivered with each return delivery trip.
