About this file

This is Amendment #1 to a federal solicitation (140P8126Q0034) for Lake Elevator Maintenance services issued by the Department of the Interior, National Park Service, Power Resources Management at Lake Mabo, Boulder City, Nevada. The amendment was issued on June 29, 2026, with an effective date of June 29, 2026, and addresses eight vendor questions submitted during the solicitation process.

The solicitation is for elevator maintenance services covering a base year (09/01/2026 to 08/31/2027) with option years. Key clarifications provided in this amendment include: (1) Nevada State licensing requirements may be satisfied by a proposed subcontractor rather than the prime offeror; (2) no inspection reports or comprehensive deficiency lists are available for the ThyssenKrupp units; (3) Appendix C and the schedule clearly define when 1-year, 3-year, and 5-year inspections are required, with the base year including all three; (4) all parts and labor costs below the $150 material or 24-hour labor thresholds must be included in the firm-fixed-price monthly maintenance CLINs; (5) offerors must provide fully burdened hourly labor rates for service calls with a 16-hour cumulative annual limit; (6) all contractors have equal opportunity to participate in the mandatory site visit on July 1, 2026, with no additional surveys permitted; (7) prior contract information is available on sam.gov and usaspending.gov; and (8) there are no changes to the previous scope of work. The amendment does not specify pricing, contract vehicle type, or set-asides.

AMENDMENT #1 6-29-26

Amendment #1 addresses vendor questions. Answers are in RED, below.

1. Licensing Requirements (Factor 3): The solicitation states that "The Contractor shall be licensed by the State of Nevada" as a mandatory screen-out factor.

Please clarify if the Government will accept the Nevada State License of a proposed subcontractor who will be performing the technical work, or if the license must be held in the name of the Prime Offeror at the time of quotation. The government will accept a Nevada license of a proposed subcontractor.

2. Initial Troubleshooting Scope (CLIN 00030): SOW Section 6.0(a) identifies a known issue with a jack requiring a new packing kit but requires the contractor to "return system to normal operating conditions". To ensure an accurate firm-fixed-price quote, can the Government provide a recent inspection report or a comprehensive list of known deficiencies for the ThyssenKrupp units identified in Appendix A? None are available

3. Periodic Testing Schedule: SOW Section 5.0 and the Price Schedule refer to 1-year, 3-year, and 5-year testing and inspections. Could the Government clarify which specific periodic tests (3-year or 5-year) are due during the Base Year and each subsequent Option Year for the specific equipment listed? Appendix C in the SOW and the Schedule of supplies/services in the solicitation both clearly define the years when the 1-year, 3-year, and 5-year inspections/maintenance are required. Clin 00010 bade year includes 1, 3, and 5

4. Preventive Maintenance Parts Threshold: SOW Section 4.0 states that if material costs exceed $150 or labor exceeds 24 hours, a service call will be issued.

Please confirm that all parts and labor costs incurred below these thresholds are to be included in the Firm-Fixed-Price for the Monthly Maintenance CLINs (e.g., CLIN 00020) and will not be separately reimbursable. All parts and labor costs incurred below these thresholds are to be included in the Firm-Fixed-Price for the Monthly Maintenance.

5. Service Call CLIN Structure: CLIN 00040 (and subsequent option CLINs) is listed as "Service Call (NTE 16hrs)" with a quantity of "1 HR". Is the Offeror required to provide a fully burdened hourly labor rate for this item, and is the 16-hour limit applicable per individual call or as a cumulative total for the year? The Offeror is required to provide a fully burdened hourly labor rate for this item. The 16-hour limit is a cumulative total for the year.

6. Site Visit Access: The solicitation mentions a site visit on July 1, 2026. Given the "Comparative Evaluation" nature of this procurement, will the Government allow for additional site surveys if an Offeror identifies technical ambiguities after the initial visit but prior to the question deadline? No, all contractors are given an equal opportunity to visit the site on July 1st.

AMENDMENT #1 6-29-26

7. If there is an incumbent, could you please share the Purchase Order number and the total value associated with their contract? All prior contract information is available to the public on sam.gov and usaspending.gov.

8. Are there any changes in the previous scope to new one? No
