About this file
This is Amendment 0001 to Solicitation 140P8126Q0028 issued by the National Park Service (NPS), Power Resources - Lake Mabo on August 4, 2026. The amendment clarifies the scope of work and provides answers to contractor questions regarding exterior painting services at Willow Beach Housing Units.
The requirement is to paint three (3) exterior housing units (#307, #308, and #310) located at North Willow Beach Road, Willow Beach, Arizona 86445. The original solicitation incorrectly referenced four housing units in the CLIN and price schedule descriptions. Key clarifications provided include: contractors must only paint surfaces that have been previously painted, excluding manufacturer pre-painted materials; wage determination AZ2015-5467 under the Service Contract Act applies; contractor licensing (Arizona or Nevada) is not required for government work; no specific Sherwin-Williams paint product is mandated, but contractors must recommend two exterior paint colors matching existing colors for government selection; asbestos testing is not required as the housing units were rebuilt in 2010 after a mid-2000s flood with no asbestos-containing products used; subcontractor prior experience may be submitted to satisfy past performance requirements if the prime contractor and subcontractor roles are clearly identified; and past performance should demonstrate three total project examples covering both prime contractor and any significant subcontractor experience. The site visit was conducted on July 30, 2026 at 9:00 AM Local Time at Willow Beach Marina, with nine participants from multiple companies documented on the attendance sign-in sheet.

Title: LAKE - PAINT THREE (3) EXTERIOR WILLOW
BEACH HOUSING UNITS
See Continuation Page
Amendment 0001
The purpose of this amendment is to provide clarification to the number of housing exteriors being painted, answer contractor questions, and publish the site visit attendance:
1. This requirement is to paint 3 housing exteriors. It was an error that the CLIN description and the
Price schedule description stated 4 housing exteriors. The specification is correct and identifies the three houses. The three housing units are #307, #308 and #310.
2. Answer Contractor Question:
Q1: The scope of work states that metal facia should be painted as needed, but at the site visit was told that the metal facia and some of the trim didn't need painted despite only having been primed, and the primer is worn and dirty
A1: Contractor is to only paint what has been already painted. Any manufactured material with paint pre-applied by the manufacturer is not to be painted over.
Q2: Wage Determination – The work appears to be construction (painting), which would typically fall under the Davis-Bacon Act, but the wage determination provided appears to be for the Service Contract Act. Could you please confirm which act applies?
A2: The wage determination AZ2015-5467 is the correct wage determination. There are painters identified under the SCA.
Q3: Contractor's License – One of our subcontractors is a Nevada-licensed painting contractor.
Can you confirm if an Arizona license is required for this project, or if a Nevada license is acceptable?
A3: Licensing is not required for this government work so either is acceptable.
Q4: Scope Change / Amendment – During the site visit, we were informed that only Buildings 307, 308, and 310 will be repainted (the other two are not included). Will an amendment be posted to reflect this change?
A4: Housing Units to be painted are Units 307, 308, and 310. Spec 1.1 states “Housing units #307-310 are a double townhouse unit and two single family housing units that were built in the 2000’s.”
Physical Address: 307 North Willow Beach Rd, Quarters #307, Willow Beach, AZ 86445
308 North Willow Beach Rd, Quarters #307, Willow Beach, AZ 86445 310 North Willow Beach Rd, Quarters #307, Willow Beach, AZ 86445
The confusion is the CLIN and price description of four (4) Willow Beach Housing Units. This was a mistake and there are only 3 housing units that are required to be painted.
Amendment 0001
Q5: Regarding the Past Performance evaluation criteria for Solicitation 140P8126Q0028 (Willow Beach Housing Paint), please confirm whether a Prime Contractor utilizing a major trade subcontractor may submit the subcontractor’s 3 completed relevant painting projects to satisfy the specialized trade experience requirement, while the Prime Contractor provides management/administrative past performance.
A5: Subcontractor previous experience can be submitted. Make sure to identify what work the prime and subcontractor will be completing.
Q6: Could you please clarify whether the project specifications identify a specific Sherwin- Williams paint product and coating system that is required for this project? If a specific product has not been designated, will the contractor be expected to recommend the paint system for Government review and approval?
A6: We do not identify a specific Sherwin-Williams paint product and coating system. The only designated specification is that it is an exterior paint that matches the existing color. Contractor is expected to recommend two exterior paint colors for the government to select from.
Q7: Given the age of the housing units to be exterior-painted, surface prep (scraping/sanding of old paint) may disturb suspect asbestos-containing materials. Could you confirm: (1) whether asbestos testing has already been performed on these units, and if not, (2) whether any testing or abatement triggered by suspect materials found during prep will be conducted at no cost to the contractor?
A7: The Willow Beach area had a catastrophic flood in the mid-2000s, and the entire area was rebuilt in 2010. There were no asbestos containing products used in the rebuild.
Q8: Are three (3) total project examples required, covering the offeror's overall relevant experience, or does the Government require separate examples demonstrating (1) prime contract administration experience and (2) hands-on experience performing the specific work type (exterior painting)?
A8: The prior experience should demonstrate the prime contractor and any significant subcontractor experience.
