Statement of Work
Source and Deliver Sand/Rock/Road Base/Bulk Cold Mix to Joshua Tree National Park Part 1: Scope/Background/Objective
1.1 Scope of Work
The Contractor shall source and provide 1220 tons of bulk cold mix asphalt (CMA), 1,400 tons of 4 inch washed rock, 700 tons of virgin class II road base, 437 tons of Native Fill (Sand), and 10 tons of boulders in the 2-3 foot range. Contractor shall arrange delivery of each material to the locations listed in section 2.
All vehicles making deliveries will need to undergo a weed free inspection during the initial delivery into the park. The location and time of such inspections will be determined by the Roads Foreman in conjunction with the contractor.
This project may require intermittent deliveries based on other work that comes up in the park. If so, the Roads Foreman will work with the contractor to identify a date in which deliveries can resume.
1.2 Background
The park’s Maintenance program has been approved to carry out multiple maintenance projects that require multiple types of materials. This contract will provide those materials necessary for park maintenance to complete the projects.
1.2 Objective
The objective of this contract is to provide the required supply of materials that meet the objectives of the Maintenance Division, as well as requirements of NPS regulation and policy.
Part 2:
Contractor Tasks & Supplies
2.1 The contractor is to source and deliver 1220 tons of virgin cold mix asphalt containing no recycled asphalt. The contractor will guarantee delivery of the asphalt to the Black Rock Campground in Yucca Valley California 92284 and Indian Cove Campground located in Twentynine Palms CA, 92277. The material will be stockpiled in the Black Rock Horse Camp for later use at Black Rock Canyon and at the Indian Cove Group Campsite Road for the Twentynine Palms Location. 550 tons will be delivered to Black Rock Campground and 670 tons will be delivered to Indian Cove Group Campground in Twentynine Palms. The bulk cold mix will be delivered by dump truck and can be of any type of non-recycled slow cure cold mix asphalt. This material can be delivered by any type of dump truck except for belly dump. The cold mix must be bulk delivered by dump and not bagged.
2.2 The park will require 1,400 tons of 4 inch washed rock to be delivered to the Queen Valley Administration site. This site is located 13 miles into the park from the Twentynine Palms Entrance. This material will be stockpiled and can be delivered by any type of dump truck except belly dump.
2.3 The park will require 700 tons of virgin class II road base. This material will be delivered to the Queen Valley Administration site. This site is located 13 miles into the park from the Twentynine Palms Entrance. This material will be stockpiled and can be delivered in any type of dump truck except belly dump.
2.4 The park requires 437 tons of native fill (sand). This material will be delivered to Black Rock Campground in Yucca Valley California and be stockpiled for later use. The material can be delivered in any type of dump truck except belly dump.
2.5 The park requires 10 tons of granite boulders 2-3 foot in diameter. These boulders will be required to be hand picked after a supplying quarry is located. Upon awarding of the contract, the contractor will set up a time for the Trails Supervisor to meet at the rock quarry to identify the boulders that will make up the 10 tons that are required. This is due to the boulders being used in dry stone masonry and the shapes needing to be of a certain type due to specific rock cutting methods being used. After the 10 tons of boulders are identified the contractor will have the boulders delivered to Pinto Wye storage yard which is located 5 miles into the park from the North Entrance in Twentynine Palms.
2.6 Deliveries may only take place from Monday – Thursday of each week. Fridays, weekends, and federal holidays are non-workdays for maintenance and personnel are not authorized to work overtime to facilitate deliveries on these days. Any delivery attempt outside of these days will be rejected. Delivery will need to occur between 6:30am and 4:00pm and no deliveries outside of those times will be accepted.
Part 3:
Contract End Items After the inspection and acceptance of 1220 tons of cold mix asphalt, 1400 tons of 4 inch washed rock, 700 tons of virgin class II road base, 437 tons of native soil (sand), and 10 tons of 2-3 foot boulders to the designated locations the contract will be considered complete.
