About this file
This document is a Justification and Approval for Other Than Full and Open Competition for a simplified acquisition.
The justification covers additional out-of-scope repairs to a Lake Mead National Recreation Area fire boat undergoing restoration for fire-related damage. The repairs, proposed by Lake Assault Boats at a cost of $183,009.50, address deficiencies discovered during disassembly at their Portsmouth, Virginia service facility. Required work includes extensive electrical system failure remediation involving removal and ABYC-compliant rewiring; installation of a Fireboy-Ximtex fixed fire suppression system in the mechanical space; replacement of a water-damaged Westerbeke 5.0 MCB generator; replacement of damaged electronics including radar, MFDs, sonar, and navigation sensors; hull oxidation restoration and graphic replacement; and replacement of UV-damaged steering and fuel lines. The contracting officer certified that only one responsible source exists and that urgent and compelling circumstances apply, as Lake Assault Boats currently possesses the fully disassembled vessel with unique technical access and insight into the damage. Awarding work to another vendor would result in significant cost, delay, and risk due to the need for vessel reassembly, transport, and duplication of diagnostics and analysis already completed. The anticipated price will be determined fair and reasonable using FAR Part 13.106-3(a) pricing analysis techniques. The justification was dated 04/15/2026 (PR Number 0044042292) and last updated 06/02/2016, with approvals from the Requirement Developer, Contracting Officer, and Chief of Contracting Office West.
