140P8125B0013 Amendment 0002

The purpose of this amendment is to:

A. Answer Contractor Question:

Q1: Will the Government be providing the tribal monitor, or are we responsible for reaching out to the tribes listed in the Statement of Work?

A1: The contractor is responsible for providing a tribal monitoring from the Tribes listed in the SOW. That cost should be included in the bid.

Q2: Are there any liquidated damages?

A2: There are no liquidated damages.

Q3: Concrete Walking Pad. Will the concrete walking pad be located inside the greenhouse and on one side only? Please confirm dimensions.

A3: 40’x4’x4” inside the greenhouse, only one side.

Q4: Propane Heating – Gas Line. Item 1 of the SOW specifies propane heating. Will the contractor still be required to supply a gas line?

A4: No propane, heating to be done via natural gas. Contractor will need to tap into existing gas line and install with appropriate valves and fittings.

Q5: Electric and Gas Utilities (Item 2 of SOW). Are there any as-builts available indicating the locations of existing utilities? Alternatively, can photos of the utility locations be provided?

A5: No as-builts. Photos attached.

Q6: Environmental Control System (Part 2, Section 4.1). Can NPS provide more detail on the Environmental Control System requirements? Specifically, is the contractor expected to provide a full control system or just the components listed under 4.1.1, 4.1.2, and 4.1.3?

A6: Yes, contractor will tap to existing IT system from SRS building approximately 30 yards from proposed greenhouse and install ECS in existing greenhouse trailer/office.

Q7: Waterline – City of Twenty-Nine Palms. Per the solicitation photos (Overview of Project Area), the waterline (blue) will be handled by the City of Twenty-Nine Palms. Please confirm whether the City of Twenty-nine Palms will be providing a point of contact (POC) as noted.

A7: Water supply line to proposed greenhouse is part of this statement of work and awardee to install and provide. The “blue” line is a separate project, for the future.

Q8: Tribal Monitoring (SOW Part 3, Section 3.1). Will tribal monitoring and all associated costs be provided by NPS or should we include those cost in our bid?

A8: The contractor should include the tribal monitoring cost into their bid.

Q9: Tribal Monitoring Requirement. SOW, Section 3.1. During the July 29th site visit, it was discussed that Tribal monitoring may not be required. However, Section 3.1 of the SOW states that a Tribal monitor is required to be on-site full-time during trenching or ground-disturbing activities. Please confirm whether Tribal monitoring is still required for this project, and if so, whether the contract is responsible for providing and coordinating these services.

A9: The contractor is required to supply and coordinating a tribal monitor and should include the cost in their bid.

Q10: Utility Tie-In Locations. SOW Part 6 – Utilities. The SOW indicates that electric, gas and water lines are to be extended to the new greenhouse from existing lines in the nursery. Please identify the specific or approximate locations for the following utility tie-ins: Electrical, Gas, Water.

A10: The gas connection will be at gas main located approximately 30 yards from location of proposed greenhouse, adjacent to existing greenhouse perimeter fence. The water connection will be at water supply line located in adjacent greenhouse, approximately 10-15 yards from proposed greenhouse. For electrical, the SRS building approximately 30 yards away has room in their electrical panel and can tap into existing there.

Q11: Gas vs Propane Clarification SOW Sections 2 & 3. The SOW references propane heating equipment (e.g. stainless-steel propane heat exchanger), but at the site visit, general “gas” service was discussed. Please confirm whether the greenhouse will be supplied by propane (with tanks) or a natural gas utility line.

A11: There is no propane at the greenhouse. The greenhouse will be supplied by natural gas.

Q12: Fuel Source for Heating. The SOW specifies use of a propane heating unit for the greenhouse (3.1), but NPS has indicated the site may be connected to city natural gas. Please confirm whether the greenhouse heating system should be connected to city natural gas or if propane is still intended fuel source.

A12: There is no propane at the greenhouse. The greenhouse will be supplied by natural gas.

Q13: Utility Tie-in Points. The SOW mentions trenching for electric, gas, and water existing nursery lines (Section 6.1-6.3), but no detailed locations or trenching paths are specified. Please provide:

-Exact tie-in locations for electric, gas, and water connections

- Distance from greenhouse to each tie-in point

- Preferred trenching path, including any routing constraints or easements

A13: The gas connection will be at gas main located approximately 30 yards from location of proposed greenhouse, adjacent to existing greenhouse perimeter fence. The water connection will be at water supply line located in adjacent greenhouse, approximately 10-15 yards from proposed greenhouse. Contractor will need to evaluate means and methods to determine appropriate path.

Q14: Laydown Yard Location. There is no information in the SOW regarding location or use of a laydown/staging area for contractor materials and equipment. Please identify the designed contractor laydown area, including dimensions and any restrictions (e.g., access hours, surface conditions.)

A14: The laydown area is adjacent to location of the proposed greenhouse approximately 5 yards away.

Q15: Tribal Monitoring Clarification. Section 3.1 of the SOW specifies that a Tribal Monitor is required during all ground disturbance and that a monitoring report will be jointly prepared with NPS-JOTR archaeology staff. Please confirm whether NPS intends to provide the tribal monitor, or whether this responsibility lies with the contractor.

A15: The contractor is responsible for supplying a tribal monitor from one of the Tribes listed in the SOW. This cost should be included in the bid.

Q16: Concrete Pathways. The SOW (Section 2.15) specifies a single 4’ wide concrete walkway along one side of the greenhouse. Please clarify the interior and exterior areas that need concrete walkways along with their dimensions.

A16: 4’x40’x4” will be the dimensions and partner in communication with the national park staff to determine location inside the proposed greenhouse.

Q17: Hose Bib Locations and Quantities. The SOW does not address the number or locations of water bids inside or around the greenhouse. Please provide:

- Required number of hose bibs

- Their location inside/outside the greenhouse

- If any specialized hardware or frost-proofing is required

A17: 6 hose bibs, at the 4 corners of the proposed greenhouse and two at the midpoint of the structure, inside. A hook/rack for each hose. No specialized frost-proofing or hose bib hardware required.

Q18: Irrigation System Scope: The final irrigation system is not referenced in the SOW. Please confirm whether the installation of irrigation systems is within the scope of this contract or will be handled under a separate contract.

A18: Addition 2.18 Irrigation System in SOW:

2.18.1 Irrigation system will include automatic watering system with similar specifications as Riverside Monticello Universal Automatic Greenhouse watering system to include sprinkler heads to cover the three 34’ long grow benches (see 2.12).

This could include three 24’ kits and three 16’ kits, or three 24’ kits with modifications to add on additional sprinkler heads to each to cover the 34’ bench top area.

Q19: Concrete Foundation Details. Section 2.2.3 and 2.15.2 mention concrete foundations and path installation, but not specific depth and width requirements. Please confirm the foundation type and dimensions. Also, please confirm of a grading plan will be required for this project.

A19: 8" depth x 12" width typical continuous foundation with #4 rebar reinforcement with shop drawing detail as submittal to contracting officer for acceptance. Minimal grading is expected, limited to area for placement of greenhouse, with main excavation set for the continuous footing and excavation after footing is expected to be less and minimal.

Q20: Snake Screen on Fence. The SOW (Section 5.1) requires new fencing to match existing. The current fence reportedly includes a snake-proof mesh/screen along the bottom. Please clarify whether the new fence must include snake screening as part of its installation to match existing fence design. Snake fencing should be attached to the outside of the existing fence to provide an unclimbable survey for rattlesnakes and other harmless snake species.

A20: Fence must include snake screening. Must be 4” tall, 1/4 inch mesh openings. After award, contractor shall submit product for acceptance. Materials vary from galvanized hardware cloth to solid Animex Premium Snake Fencing. Both options prevent rattlesnakes from entering a property if properly installed. The bottom of the fence should be keyed into the ground at least 6 inches and backfilled to prevent rattlesnakes from gaining entry under the fence.

Q21: Drainage Requirements Inside Greenhouse. Ther is no mention of interior or perimeter drainage systems, despite greenhouse watering and cooling systems generating moisture.

Is the contractor required to:

- Install a subsurface drainage system (e.g., French drains)

- Grade the floor to a low point for runoff collection?

- Or is gravel-only flooring considered sufficient for drainage?

A21: Gravel-only flooring is considered sufficient for drainage.

Q22: Substitute Greenhouse Request – Conley’s 7500 Gable Series. The SOW references Agra- Tech’s “Solar Light” greenhouse (Section 1.3) as the specification basis but allows for substitutions that are equal or better.

Request: We respectfully request approval to substitute the greenhouse structure with a Conley’s 7500 Series Gable Greenhouse. This model meets or exceeds the technical and structural requirements stated in the SOW, including:

- Gable-style structure with comparable footprint (24' x 48' x 10')

- Heavy-duty galvanized steel frame and truss system

- Wind-resistant engineering suitable for desert environments

- Twin-wall polycarbonate panels with anti-drip coating and Class A fire rating

- Compatibility with required ventilation, heating, cooling, and shading systems

- Availability of engineered stamped drawings for structural compliance

Product specifications and submittals will be provided for review upon request. Please confirm whether this substitution is acceptable.

A22: This substitution is acceptable.

Q23: Water Service Line: The site plan provided states that the waterline will be Nursery Water Supply Line and the "Nursery Water Spur Line" in "blue" will be done by the City of Twentynine Palms. Please confirm if this is still the arrangement and confirm the location to where they will bring both, the water line and spur line on a site plan or map. If required scope by the GC, please provide the tie-in point to where we need to get the water from and the point to where it will need to terminate.

A23: The “blue” line is a separate project, future. Contractor to tap into existing water line approximately 10-15 yards on adjacent existing greenhouse water line with appropriate valves and fittings.

Q24: Electrical Service: Can you please confirm if there is adequate electrical power supply nearby to tie into, and if so, please provide location of tie-in.

A24: Tap into main electrical panel, a subpanel will likely be needed which is by administration building approximately 50 yards distance.

Q25: Propane or Natural Gas Heater: Please confirm if the 160,000 BTU heater will be fueled by propane gas or natural gas. If propane, please confirm the tank size and desired location. If natural gas, please provide the location of the tie-in point to where the natural gas line is to be connected to the incoming service line.

A25: No propane, heating to be done via natural gas. Contractor will need to tap into existing gas line and install with appropriate valves and fittings.

Q26: Tribal Monitoring: Is this a reimbursable cost and should it be broken out as an alt/alt in our bids? Considering this is a public sealed bid, one GC may have an unfair advantage if they are not basing their pricing on similar scope to other competing GC’s.

A26: Tribal monitoring is the responsibility of the contractor to provide. The monitoring cost should be included in the bid price. It is not a cost reimbursable item.

Q27: Can the end user confirm they have paid all fees to the AHJ (Authority having Jurisdiction) for the installation of the water meter?

A27: There is a water main meter already, for this SOW the contractor will tap into existing water supply line.

Q28: Is the Contractor or the AHJ (Authority having Jurisdiction) TwentyNine Palms Water District responsible for installing the waterline from the water meter to the point of use on the greenhouse?

A28: Water supply line to proposed greenhouse is part of this statement of work and awardee to install and provide. There is future project for water district to assist in installing new supply line – this is planned for future purposes;

Q29: Is the greenhouse required to have a separate electrical service meter or is the greenhouse electrical power going to be powered from an existing distribution panel onsite?

A29: Powered from existing panel, and likely a subpanel from the main will be needed and install by contractor.

Q30: Is the Contractor or End User responsible for fees and permits for installation of the gas utility.

A30: No permit needed as we are in federal land. Contractor will be tapping into existing gas line already metered.

Q31: Can the end user confirm if there is an existing gas service meter and if the contractor is tap into an existing gas line or if a new metered gas service line is required?

A31: Yes, there is existing gas service meter, contractor will tap into existing and will install gas line with proper valves and fittings. No new metered required.
