About this file
This document is an Amendment (0001) to Solicitation 140P8125B0008 for the Great Basin National Park Lower Lehman Campground project. The amendment addresses contractor questions, clarifies project scope, and provides bid opening details. Key clarifications include: site preparation for vault toilets will be included in CLIN #1 Base Bid Pricing, the entire road loop will be repaved with 3" Hot Mixed Asphalt (HMA), and spoils will be used on-site. The project requires full depth milling of existing asphalt and road base, with excess materials to be used in a new campground addition.
The Period of Performance (PoP) is from July 1 to October 31, 2025, with work expected to be completed before weather conditions become prohibitive. Contractors are not permitted to camp onsite and must provide their own housing, with potential lodging options in nearby towns. No onsite water is available for construction, and contractors will need to source water locally. The bid is due on June 10, 2025, at 2 PM PDT, with a bid opening via Microsoft Teams on June 11, 2025, at 2 PM PDT. The project is being managed by the National Park Service Pacific West Region.

140P8125B0008 Amendment 0001
The purpose of this amendment is to answer contractor questions, publish site visit attendance and provide the bid opening meeting information.
A. Contractor questions and answers are provided as follows:
Question 1: The drawings reference “Bid Option B – Trailhead Wall” and “Bid Option C – Vault Toilet” as CLIN #3 and CLIN #4, but these are not listed in the contract documents or bid schedule. Are these elements included in CLIN #1 Base Bid pricing? Please clarify.
Answer 1: There won’t be any added pricing in CLIN #1 Base Bid Pricing for this item. Also, the “Vault Toilets” will not be included in the CLIN #1 Base Bid Pricing except for digging and prepping for the placement of both the Concrete Vault Toilet, and the 1,000-gallon septic tank vault. (See Section 1.3, Work Under Other Contracts, Concurrent Work, C&D).
Question 2: Is the CTR to provide site prep, slab, and access measures for the vault toilets? If so, is it to be included in CLIN #1 Base Bid Pricing? Please advise.
Answer 2: CTR is to provide site prep, slab, and access measures for the vault toilet, and 1,000-gallon septic tank vault. Price to be included in CLIN #1 Base Bid Pricing.
Question 3: Does the Government intend to collect spoils from the site work? If so, is there a preferred off-haul site? Please clarify.
Answer 3: Government Does Not intend to collect spoils from the site work. All spoils are to be used on-site to fill where needed.
Question 4: Please clarify whether the entire existing loop is to be fully repaved with 3" HMA, or if surface treatment (e.g., patching or slurry) is intended.
Answer 4: The entire road loop will be completely repaved with Hot Mixed Asphalt (HMA) in lieu of patching and slurry sealing. (See 1.2, Work Covered by Contract Documents, B). Price is part of CLIN #1, Base Bid Pricing.
Question 5: If milling is required, what depth and method is required?
Answer 5: Milling is required as a Class IV (Full Depth Milling). Contractor is to mill and recycle the entire thickness of existing asphalt, along with some of the road base beneath it, and use this mix for the road sub-base in place. Any excess milling shall be removed and placed on the new S-curve road in the new campground addition as sub-base road material where needed.
Question 6: The SF 1442 notes a 60-day Government acceptance period and the CLIN notes a
PoP of July to October. If the Government exercises the full 60-day acceptance period will the
Pop be negotiable?
Answer 6: The Period of Performance (PoP) has a performance period of July 1 to October 31, 2025. The work needs to be completed this season before the weather turns to make the work impossible to complete. It is anticipated award will be made prior to the July 1.
140P8125B0008 Amendment 0001
Question 7: If seasonal weather conditions limit the working conditions onsite, will the PoP be negotiable?
Answer 7: The site work must be completed by this season. It is anticipated that the weather will turn at the end of October. If there are unforeseen conditions, they will be addressed at that point.
Question 8: Are contractors permitted to camp onsite?
Answer 8: Contractors are not permitted to camp onsite and will be required to provide their own housing outside of the park during the work. There may be lodging available in Baker, Nevada, in Ely, Nevada, and at the Border Inn Casino in Baker. There may also be camping outside of the park.
Question 9: Is there onsite water available for use for construction activities?
Answer 9: No, there is no onsite water available for use for construction activities. The contractor will need to provide their own water for all construction activities. There may be water available locally from the Baker Ranches, Inc. They are located just outside of the park, approximately 7-8 miles from the Lower Lehman Campground project.
