About this file
This document contains Questions and Answers for Solicitation No. 140P8125B0002 for a road repaving project at Willow Beach Road in Lake Mead National Recreation Area. The solicitation is set aside for a Total Small Business with annual earnings less than $45 Million, and any subcontractors must also be similarly classified. The project involves full depth road reclamation, including pulverizing existing asphalt, adding 4 inches of aggregate base, and placing 3 inches of new asphalt pavement, with the road profile potentially raised up to 7 inches.
Key specifications include maintaining one lane of traffic during construction, traffic not being stopped longer than 15 minutes, and a 190-day performance period with an anticipated contract award in September 2025. Testing must be performed by a licensed testing firm in Nevada or Arizona, and water will be drawn from the Colorado River. The contractor will need to submit various plans for review, including traffic control, pavement design, and proposed staging areas, with Jumbo Wash Area 4 suggested as an ideal location. The project does not require a Stormwater Pollution Prevention Plan (SWPPP), and the Superintendent, SSHO, and QC Manager can be the same individual.

Questions and Answers Solicitation No. 140P8125B0002
Repave Willow Beach Road June 9, 2025 (Solicitation Amendment 0003)
1. The work area consists of two 11’ wide lanes for a total width of 22’, plus a 7’ wide clear zone on each side of the road. Will we be the allowed to have established turn-around areas to accommodate the turn-around for our flagger cars, water trucks and dump trucks?
The contractor can submit proposed locations to the NPS for review, consideration and approval during the construction submittal phase once contract is awarded.
The area around proposed station 253+00 LT would be an ideal location to consider the construction of a turnaround area. The area could be graded for operations. The disturbed area would need to be graded to existing conditions with the tracks and disturbances removed.
2. Referring to the contract bid schedule - Site Conditions (Item Number 40), surveying is noted. Please clarify surveying scope of work.
The reference was an example of potential items that would be included under the general site conditions section. The NPS has no expectations of the level of surveying required for this project. The amount of surveying to be performed is the level that the individual contractor would need to perform their own work.
3. Referring to project sheet G3 (Typical Sections), new asphalt pavement section is called out as “3-inch AC pavement placed in two lifts”. Please confirm if it is acceptable to place the AC pavement in a single lift?
With the provided information from the bidders, a single lift of asphalt pavement will be approved.
Asphalt pavement designs will still need to be submitted as part of the submittal process once the project is awarded.
4. (Item 50 – Full Depth Reclamation) Due to how bad the condition of the existing roadway is, once pulverized there will be remaining asphalt pieces larger than the specified gradation. Can the tolerance for the gradations of the pulverizer material that will be allowed to be left in place be increased from 1.5” or smaller?
Yes, the tolerance can be increased to 1.5 inches.
See Revised Specifications 1110 Sec 1.3 Item E Item 9.
5. (Item 70 – Asphalt Surface) The plans are calling for the 3” AC section to be placed in 2 – 1.5” Lifts.
Clark County standard allows for up to 1 – 4” Lift and NDOT allows for 1 – 3” lift. It is also industry standard that the minimum lift thickness be 3 times the aggregate size, since this is a ¾” Fine mix, that would be 2.25” minimum. Also, with this being an anticipated fall pave, there could be concerns with compaction of a 1.5” lift as temperatures start to decrease. Can it be revised to show the asphalt being placed in a single 3” Lift for this project?
With the provided information from the bidders, a single lift of asphalt pavement will be approved.
6. On Sheet G3 of the Road Plans document, the Proposed Section indicates reclaiming the existing asphalt plus subgrade to a 6" depth and importing 4" of Aggregate Base. Then we are to place 3" of new Asphalt.
The Proposed Section, though, indicates "Match Existing" for the final grade. It then says in the Project Specifications document, Section 01110 Summary of Work, paragraph 1.3 Scope of Work E 6. "The profile may be raised 3 to 5 inches in elevation to accommodate the use of a full depth reclamation base and a new asphalt surface layer."
To accommodate the 4 inches of added aggregate base and 3 inches of asphalt, we would need to raise the elevation 7 inches. Will we be permitted to raise the elevation 7 inches?
Yes, adjustment of the road profile to accommodate the proposed addition of material is accepted.
7. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
No. They do not have to be separate individuals.
8. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
The period of performance may be extended after Contracting Officer conducts fact-finding to determine whether the delay is considered excusable or inexcusable. Excusable delay terms/clauses are covered in the contract. The question asked does not address if there are specific supply-chain delays that may impact the solicitation's stated period of performance of 190 days.
See Revised Specifications 1110 Sec 1.6.
9. Please provide bidding quantities for the deteriorated base course.
The NPS does not have specific quantities for materials. This is a firm-fixed price contract award.
10. Please provide the site visit registration information.
The site visit participants log was made available in solicitation Amendment 0002.
11. Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in close proximity?
No. See Specifications 1110 Sec 1.3 Item K.
Item 3: Hydrants may not be used to supply water.
Item 4: Contractor to provide their own equipment to draw water from the Colorado River.
12. Does this project require phasing?
See Specifications 1110 Sec 1.3 Item J. Traffic control plan shall be submitted for review and approval. Contractor shall propose the phasing.
13. Field office location? Is power available nearby?
No locations have been identified. The contractor shall submit a request with a location to be reviewed and approved. An example of an ideal location would be in Jumbo Wash around Area 4 in Figure 5. No power is available in those locations.
14. Please provide lay down/staging area for construction.
An example of an ideal location would be in Jumbo Wash around Area 4 in Figure 5. The contractor shall submit a request with a location to be reviewed and approved.
15. Can we shut down roadway access or do we need to maintain one lane for travel?
No. See Specifications 1110 Sec 1.3 Item D.
Yes. The road shall remain open to the public during construction.
16. What are the limitations for construction intervals (for proposed road work)?
See Specifications 1110 Sec 1.3 Item J, Item 4. Traffic shall not be stopped longer than 15 minutes.
17. Is there an anticipated start date?
Anticipated contract award is September 2025 or earlier. Onsite work will begin after Contracting Officer issues the Notice to Proceed (NTP #2).
Reference revised solicitation Clause 52.211-10 (Commencement, Prosecution, and Completion of Work) and the revised Project Specifications, SECTION 01110 SUMMARY OF WORK, Item 1.6 PERFORMANCE PERIOD. Both documents posted with Amendment 0003.
18. Are testing/inspections to be provided by a third party?
Yes, Testing shall be performed a licensed testing firm in the state of NV or AZ. Name and qualifications of the firm shall be submitted during submittal.
19. Is an SWPPP required?
No. No SWPPP should be required.
20. Do we need to account for silt fencing on both sides of the road? If so, will wooden stakes suffice for the framing?
No. See Specifications 1110 Sec 1.3 Item H.
21. Asphalt mix: What mix is going to be put down, is it going to be an ADOT mix, MAG mix, PAG mix.
Lake Mead is in both Nevada and Arizona. Products from both states may be accepted. No specific product will be identified. Contractor shall submit pavement design for review and approval.
The contractor can submit proposed product/mix design to the NPS for review, consideration and approval during the construction submittal phase once contract is awarded.
22. Asphalt mix: Are we supposed to use ½” mix or ¾” mix? Per ADOT spec, in order to install 2, 1.5” lifts we would be required to run ½” mix. However in the pre bid meeting it was hinted at wanting to use ¾” mix as it will hold up to traffic better, in order to use ¾” mix we would need to install a single 3” lift. (no lift should be less than 3x the aggregate size, ½” can be a 1 1/2” lift, ¾” mix can be a minimum of 2 ¼” lift.)
Lake Mead is located in both Nevada and Arizona. Products from both states may be accepted.
No specific product will be identified. Contractor shall submit pavement design for review and approval.
With the provided information from the bidders, a single lift of asphalt pavement will be approved.
23. ABC Specs: what class of ABC are you looking to get? Are we going to be installing ADOT spec ABC, MAG spec ABC, PAG spec ABC, or is Recycled ABC satisfactory? We need this information for pricing purposes.
Lake Mead is located in both Nevada and Arizona. Products from both states will be accepted.
No specific product will be identified. Contractor shall submit material selection for review and approval.
See Specifications 1110 1.3 E 16 for base material grading.
24. QC: Are we needing tests on pulverized subgrade, ABC, and AC mix? Please clarify what testing we will need to supply.
Insert the following to the specifications:
See revised Specifications 1110 1.3 N for addition of the following testing requirements.
1. Density testing of the aggregate base course material and the asphalt pavement layer shall be performed.
2. Density testing of the aggregate base course and asphalt layer shall be performed at intervals to not exceed 2000 linear feet along the length of the road.
3. Testing results shall be submitted to the CO/COR within 2 business days of receipt of the test results.
4. Full depth reclamation material and layer shall be tested and witnessed by the NPS inspector or COR by proof rolling representative sample sections of the road.
a. A loaded truck or equipment shall be used.
b. Visual inspection of the surface for any sign of deformation, rutting or pumping shall be performed.
c. If issues are found, the area shall be reworked before proceeding to the next layer of the work.
5. The aggregate base material shall be tested. Aggregate base course shall be compacted to
95% of proctor testing.
6. Asphalt layer shall be tested per the mix design to 91%-95% of optimal compaction.
7. Nuclear density testing is an approved method
25. Water Pump Location: When this was brought up in the pre bid meeting, it was stated that moving the pump location at “Location #4” down to the water was a reasonable request, I just want written clarification that we will be able to place a pump at the water rather than next to the tanks.
Pumps and generators may be placed near the river’s edge. The equipment shall not damage the soil or vegetation near the river. The soil material varies from rock, sand and muddy conditions.
The river elevation varies greatly due to dam releases, so the location and protection of the equipment is important and the responsibility of the contractor.
Water trucks should not travel to the waters edge near this equipment. There are water wells between the jumbo wash parking area and the river’s edge that supply water to all of Willow Beach. The underground piping for the wells needs to be protected from damage. Only delivery and maintenance of the pumps shall allow vehicles to travel past the wells to the river’s edge.
26. Pulverized AC: It was stated in the pre bid meeting that the spec for acceptable size of pulverized AC chunks would be opened up to 2”-3” as opposed to the original 1” due to the existing asphalt being in poor condition. Please state that this is accurate.
Question 4 requested the material size to be increased to 1.5 inches. That would be acceptable.
See Specifications 1110 Sec 1.3 Item E Item 9.
27. Paving limits: I had asked the question on whether or not we were to pave to the existing concrete through the turns in the canyon, it was clarified that if possible we would meet the concrete, however if the new paving section does not meet the existing then we would not need to tie into the existing concrete. Please state if this is correct.
The existing concrete edge is not in good condition. It looks like it was used more of a shoulder fill for a washout than a planned edge treatment. The proposed road does not need to tie to this piece of concrete.
28. There was not a soils report included in the files. Is there one available?
There is no specific soils report for the current alignment.
The soils information available is for a proposed realignment project of Willow Beach Road.
Excerpts of that report are:
Subsurface Information:
The current alignment generally follows the Willow Beach Wash and geologic mapping indicates that it is underlain predominantly by alluvial materials that are described as consisting of unconsolidated to partially consolidated deposits of silt, sand, and gravel. The realignment section is mapped as underlain by alluvial materials and undifferentiated Proterozoic rocks, primarily gneiss and schist with granitic pegmatites. The Lower Muddy Creek Formation is also mapped in the project vicinity and consists of sandstone and conglomerate with gypsum, limestone, siltstone, and mudstone. These descriptions appear to be consistent with visual reconnaissance performed during the 15% Site Review. However, based on the visual reconnaissance, portions of the realignment section are likely to be constructed on Muddy Creek Formation materials.
During the scoping site visit, three samples of stream bed material were collected for testing and input in the hydraulic design. The results of these tests indicate that the modern alluvium consists of sand and gravel with minor silt.
On-site soils expected to be encountered within the project limits (including the Muddy Creek Formation) generally consist of alluvial sands and gravels with varying amounts of silt. It is estimated that these soils will have a 10% shrink percentage, corresponding to a shrink/swell factor of 0.90. On-site rock expected to be encountered within the project limits generally consists of gneiss and schist.
29. Upon reviewing the plans I noticed that the match lines don't match up correctly on the PDF leaving out a significant amount of square footage. Is there a site plan that lays out the road in its entirety? Or, is there a CAD file that would be more accurate?
The plan sheets were created in AutoCAD. The base CAD files will be uploaded for reference.
30. Maricopa County's (MAG) spec detail #201 has different types of thickened edge requirements such type
A, type B and Safety edge. Can you confirm that the plans are calling out for the safety edge?
Lake Mead is located in both Nevada and Arizona. Specific details to one state or county will not be called out.
Plan sheet G3, Detail A shows a 30-degree pavement slope for the thickness of the asphalt layer.
31. The MAG detail 201 Safety Edge requires that the first lift of asphalt stops at the pavement edge with the second lift going past the pavement edge at a 30 degree angle. The plans however, show the safety edge lining up with the edge of pavement. Please confirm that you are requiring MAG 201 safety edge to be followed regardless of the plan.
Lake Mead is located in both Nevada and Arizona. Specific details to one state or county was not used.
Plan sheet G3, Detail A shows a 30-degree pavement slope for the thickness of the asphalt layer.
32. Please confirm that pulverized & compacted subgrade is an acceptable roadbed condition to allow vehicle traffic to use until the section can be paved.
See Specifications 1110 Sec 1.3 Item J, Item 7. Driving on temporary road surfaces is allowed.
Driving on the pulverized surface and the aggregate base course is permitted.
33. In relation to the pulverized subgrade usage, are they any limitation to duration in time or length of roadway that pulverized & compacted subgrade can be used for vehicle traffic usage.
No, there is no limitation. The work between the layers should proceed in a timely fashion.
There should not be an extended period of time between the work operations for the different stages of work.
34. Just wanted to confirm that this solicitation has been set aside for a Total Small Business with annual earnings of less than $45 Million. And that any subcontracting done by the prime, must be to another company that is similarly situated, meaning, that they too must be a Total Small business with earnings less than $45 million annually. Is this Correct?
Please see clause 52.219-14 Limitations on Subcontracting (OCT 2022) (DEVIATION OCT 2022) in the solicitation. The US Small Business Administration (SBA) offers guidance on its website to assist contractors with understanding subcontracting requirements related to this clause.
35. On the project specifications pages it calls out for a 6' full reclamation, 4" of aggregate base and 3" of asphalt. This will raise the road to 7" above existing. On the same specification it mentions the range of raising the road to 3 -5" above existing. Is an additional 2" above 5" acceptable?
Yes, adjustment of the road profile to accommodate the proposed addition of material is accepted.
7 inches of profile adjustment is acceptable.
36. Would a shift in the centerline of the road be acceptable to accommodate the 7' clear zone on each shoulder where necessary due to steep banks?
See Specifications 1110 Sec 1.3 Item E, Item 3 and 5. The road shall be placed in the same location and profile.
The 7’ is to indicate the construction limits. The use of this full 7’ width should not be used. The shoulder should tie from the proposed edge of asphalt pavement to the existing ground within the existing disturbed areas.
The rock walls and existing banks should not be disturbed. The shoulder slopes should tie to these locations.
37. Will we be required to proceed up the road in the stockpile area to a clear spot or will we be able to flatten the tops of the existing stockpile material to add additional loads of material?
For the stockpile location of material shown in Figure 6 in the specifications, additional materials shall be placed preferably uphill of the existing material. No grading of the existing materials shall be performed to create additional space.
38. Approximately 75% of the existing road is below existing elevations and creating a channel for flooding.
There are a few sections of the road that have existing swells to prevent water from crossing the road, will additional swells be anticipated at top of slope? How will this be addressed?
See Specifications 1110 Sec 1.3 Item E, Item 3 and 5. The road shall be placed in the same location and profile.
The NPS understands the location of the existing road. Due to other factors, the current project will only address the condition of the road. No additional work by the contractor shall be performed.
39. Through station numbers 266- 279 there is a large area that will not accommodate a 7' clear zone on either side? Is there an acceptable distance that can be achieved through hammering etc that would be specified for that area?
No, disturbances to existing embankments and rock structures should not occur. The goal is to minimize additional grading and disturbances.
See Revised Typical Section Sheet G3.
See Revised Specifications 1110 Sec 1.3 Item L.
N. The soil shoulder will be regraded and to match the proposed edge of pavement.
1. The intent of the shoulder grading is to cover the raised edge of the recently installed aggregate base course and asphalt pavement course.
2. Grading shall tie to the edge of the asphalt pavement layer.
3. See plan sheet G3. Note 3. Construct shoulder slope to 1:4. Contractor should grade to
1:4 to minimize additional disturbances.
4. Grading should tie down to existing ground to minimize disturbances to existing berms and rock outcroppings.
5. Extra material that may be needed for shoulder work can be used from the existing waste piles located on Jumbo Wash Road. See Figure 6 for location.
6. Grading should not go outside of existing disturbed limits.
40. Would it be possible to obtain water from the Jumbo Wash area?
See Specifications 1110 Sec 1.3 Item K, Item 3. Water will be drawn from the Colorado River.
Fire hydrants may not be used.
See Specifications 1110 Sec 1.3 Item K, Item 8. Area 4 is the preferred location. Area 4 is located in Jumbo Wash.
41. Where is the area designated for the staging area?
See Specifications 1110 Sec 1.3 Item F.
Jumbo Wash area, Figure 5, Area 4 is the ideal staging area for equipment and materials.
The contractor can submit proposed location to the NPS for review, consideration and approval
