Project Summary River Mountain Loop Trail – Phase 2 Resurface
Lake Mead NRA
STATEMENT OF NEED:
This project will repair the River Mountain Loop Trail in Lake Mead National Recreation Area. Due to the high temperatures of the environment, the asphalt has cracked to relieve shrinking. These stretches of the trail not only reduce accessibility, but also creates the possibility of injuries as the wide cracks (some up to 8 inches wide) are hazardous to bikers, pedestrians, and equestrians. This repair is critical to reduce maintenance costs, ensure a long life of the trail, and improve visitor impressions and usage of the trail.
Maintenance work to the River Mountain Loop Trail was previously purchased in 2016, where minor pavement edge repair and crack seal was performed in a few locations, the entire seventeen miles of the trail within Lake Mead NRA, including the trailhead off Lake Mead drive, was applied with a slurry seal, and centerline striping was painted in original locations. In addition, this type of service has been purchased before, to complete Phase 1 of Repairing the River Mountain Loop Trail in September 2022, and the contract included crack seal and slurry seal work. Crack seal work was also previously purchased for the stretch of trail between Mile Marker 11.5 to 13.5 in September 2021. This work was not performed adequately, and the cracks and hazards associated with them remain. This proposed project would aid in redoing the improvement to the trail that was originally intended.
PROJECT LOCATION:
This project is located at River Mountain Loop Trail within NPS Boundary from approximately Mile Marker 11.5 to 13.5 and 19 to 27.5. The River Mountain Loop Trail, Clark Country, NV (located within the Lake Mead National Recreation Area) is a multi-use path heavily used by the local communities of Boulder City, Henderson, Las Vegas, and North Las Vegas.
EXISTING CONDITIONS:
The existing trail in the scope of this contract is broken into two sections. The first section is from approximately Mile Marker 11.5 (at the northern NPS Boundary line) to Mile Marker 13.5, which is to re-do the crack seal work which was previously completed in 2021 and has since failed due to continued pavement movement. The second section is from Mile Marker 19 to approximately 27.5 (at the southern NPS Boundary Line), which includes both crack seal, seal coat, and paint striping work. Along the length of the trail there are concrete sections of trail acting as low water crossings as well as vehicular asphalt roads that intersect with the trail, that will NOT be resurfaced. The trail wraps around the Historic Railroad Tunnel Trail Parking lot, which will not be resurfaced as well as the concrete section of the trail that crosses under Lakeshore Road. Along short stretches of trail, a 4” yellow paint centerline is placed on the trail.
WORK REQUIREMENTS:
1. Contractor will submit schedule, work plan, safety plan and product proposed to be used;
all for approval by CO.
2. Conduct preconstruction meeting and site visit to coordinate work areas and logistics of traffic plan.
3. Prepare site for bike and pedestrian traffic with signage and barricades.
4. Submit Hot Permit to the contracting officer’s representative for approval by the NPS.
5. Prepare cracks and remove cold mix and plant material for cracks being filled one day prior of work. Cracks shall not be left open without caution signage. Cracks shall not be left open for more than one day.
6. Vegetation Clearing: The trail has vegetation growing over the edge of the pavement edge in various sections of the trail. A best effort shall be made to retain the existing plants along the trail. If needed and agreed upon by the COR, plant materials, brush, and debris may be trimmed back from the trail edge to facilitate safe product application and equipment access. All removed vegetation debris shall be collected and disposed of offsite.
7. Fill/repair transverse cracks from North NPS Boundary Line (approx. MM 11.5) to 13.5, including trail head spur which extends from the parking lot and intersects the trail at approximately MP 12, and MM 19 to NPS Boundary line (approx. MM 27.5).
i. Cracks 1”-3” wide shall be filled with mastic. See Section 32 01 17 for product specifications.
ii. Cracks greater than 3” wide shall be filled with mastic patch. See Section 32 01 17 for product specifications.
8. Perform full depth pavement repairs for buckling/upheaval areas where concrete low water crossings intersect with asphalt pavement. See appendix for further details.
i. Sawcut and remove failed asphalt, prepare subgrade for proper drainage, and apply mastic patch between asphalt edge and concrete edge.
9. Prepare trail surface for seal coat application and complete required test sections for acceptance by the Contracting Officer’s Representative.
10. Survey existing pavement marking types, widths, and locations. See Section 32 17 23 for product details. Grind off existing markings as needed. Replace pavement marking in kind after application of the seal coat and proper curing time.
11. Apply seal coat and resurface from MM 19 to South NPS Boundary Line (approx. MM 27.5) on asphalt sections (excl. concrete sections and vehicular asphalt road intersections).
12. Remove and dispose of all debris in an approved land fill.
13. Clean site.
