About this file
This is a Questions and Answers document for Solicitation #140P6426Q0094, Amendment #0001, regarding the procurement of Septic Pump Trailers under a Small Local Business Enterprise (SLBE) set-aside.
The solicitation addresses five key clarifications relevant to the septic pump trailer requirements. The unit is designated for septic use only and must be a trailer-mounted system rather than truck-mounted due to space constraints at the delivery location. The applicable NAICS code is 336999 (Miscellaneous Transportation Equipment Manufacturing) with a corrected small business size standard of 1,250 employees, as reflected in the updated clause package included with this amendment. Regarding physical specifications, a deck height of 37 inches is acceptable provided the overall trailer height remains below 7.5 feet to meet existing clearance requirements. Material flexibility has been granted to allow aluminum tanks in place of steel to address weight concerns. The dry weight maximum has been increased from the originally suggested 3,600 pounds to a maximum of 5,000 pounds, accommodating the specific end-use requirement of transporting the unit via landing craft to an island with weight restrictions.

Solicitation #: 140P6426Q0094
Amendment #: 0001
Septic Pump Trailers – SLBE
Questions and Answers listed below:
QUESTIONS:
Question # Question Answer/Response
1. What will this unit be used for? Septic, Dry material, Volatile fluids?
Septic.
2. What chassis would you like the unit mounted too?
Peterbilt, Kenworth Freightliner? ( We only build truck mount units).
This must be a trailer mount system as even a standard-sized truck will not fit in the area we take the pumper.
3. Block 10 of the SF 1449 identifies the applicable NAICS code as 333996 with a size standard of 1,250 employees. However, Section I (Description) of the solicitation states that the associated NAICS code is 336999 with a small business size standard of 1,000 employees. Please confirm the correct NAICS code and corresponding size standard governing this acquisition for purposes of small business eligibility.
The correct size standard for NAICS code 336999 is 1,250 employees. The clause package has been corrected, and an updated version has been attached to this Amendment show the correct size standard.
4. Would a deck height of 37" be acceptable or is it too much? This should easily meet the 12” minimum clearance requirement.
A deck height of 37” would be acceptable, however the trailer would need to remain under the 7.5’ height restriction.
5. The suggested product is steel. Would aluminum be acceptable for the tank? We have concerns that with steel for the tank and trailer the dry weight of our quote will exceed 3,600 lbs.
Additionally, is there flexibility on the dry weight and if so, what would the maximum acceptable dry weight be?
Aluminum would be acceptable.
The dry weight may increase to no greater than 5,000 lbs as it needs to be transported on a landing craft to an island with a weight limit.
