About this file

This is a Questions and Answers document for Solicitation #140P6426Q0036, Amendment #P00001, for Livestock Wrangling Services at Valle de los Fuegos (VALL), issued by the National Park Service. The document does not address specific products, services, pricing, or award information, but rather clarifies operational policies and contract terms for potential bidders.

Key clarifications provided address firearms authorization, alcohol consumption, insurance and bonding requirements, and pricing terminology. Firearms are authorized at campsites in accordance with New Mexico State Firearm Laws, though federal law prohibits them in government buildings such as visitor centers and office buildings. Alcohol is authorized in the park and at campsites, subject to all federal and state laws governing consumption and intoxication. Regarding the Park Special Use Permit for camping at Banco Bonito, the Superintendent does not require liability insurance or a bond, as conditions #9 and #10 in the permit are marked "If Required." The pricing schedule uses "LS" (Lump Sum) based on biweekly trips of 2 days each, totaling 12 trips or 24 days during the performance period (May 15, 2026 through May 14, 2027). Will Call pricing is calculated at 1.5 times the biweekly amount (for example, if biweekly pricing is $2,000 for 2 days, a Will Call would be $3,000).

Questions and Answers listed below:

QUESTIONS:

Question # Question Answer/Response

1.4/20/26 Clarification needed on Firearms in the park – are they allowed at campsite?

Yes, firearms are authorized in accordance with New Mexico State

Firearm Laws. Federal law prohibits firearms in government buildings where employees are present. Ie.

Visitor Centers, Office Buildings, etc. If any public member enters a

NPS Visitor Center, they cannot enter with a firearm of any kind.

2.4/20/26 Clarification needed on alcohol – understood not at work, but is alcohol allowed at campsite?

Yes, alcohol is authorized in the park and at campsites. All federal and state laws apply related to alcohol consumption and intoxication. Handling of firearms, operating a motor vehicle, bicycle, and public intoxication – disorderly conduct, etc.

3.4/20/26 Camping regulations/permit state liability insurance and a bond required? Are these needed?

Park Special Use Permit for camping at Banco Bonito – The first 18 conditions are set by the Washington

D.C. Permit Office, and the park cannot edit or modify them.

Numbers #9 & #10 state “If

Required” and the Superintendent does not require Liability Insurance or a Bond for camping.

4.4/20/26 Price schedule clarification – What does the unit LS mean?

Base year period is 5/15/26-5/14/27, but actual period of performance is only May – Nov? Quoting then on 2 trips every other week for 6 months and each trip out for 2 days?

Lump Sum (LS) is based on bi-weekly trips, 2-days every other week, for a total of 12 trips during the performance period for a total of

24 days.

5.4/20/26 Will Call - is it understood that Will Call equals call out pricing? That is usually at 1.5 rate, correct?

Will Calls are based on Time and A

Half (1.5 rate) of bi-weekly amount.

Ie. $2,000.00 for 2-days, Will Call would be $3,000.00.
