Refer to attached track authority policy.

3. What is a good contact for the railway organization?

Refer to attached track authority policy.

4. During the site walk, it was discussed that since this work was set aside for Small Business that a portion of the work may need to be subcontracted out by the winning small business bidder to another similarly situated small business contractor. We have not been able to locate language to this effect, the closest we have been able to locate is section 52.219‐14 (e) (3) on page 19 of 49 which stipulates the contractor may not subcontract more than 85% of the contract value. Please confirm if a qualified small business bidder is required to subcontract a portion of the work or not. If required, could you please provide the relevant language indicating how much.

A qualified Small Business is not required to subcontract any portion of the contract.

5. Regarding minority and female workforce requirements indicated in 52.222.‐23 (Page 34 of 49). Please confirm if each contractor & subcontractor will be required to meet, exceed or offer good faith efforts toward meeting the goals indicated or if the collective workforce just needs to meet the required goals.

Offer good faith efforts towards meeting the goals

6. Page 43 of the solicitation in section (C) (1) indicates that only mailed or hand delivered submissions will be accepted while on Page 44

Section (D)(1)(i) and (D)(2)(i) indicate that electronic copies are requested. Please verify if Hard Copy submission is required.

Hand delivered proposals, or mailed/FedEx/UPS hardcopies will only be accepted.

7. Pages C04 & C10 of the plan set includes “Optional” cross sections which differ significantly the other cross section design. Can NPS provide further information on which cross section design should be used as part of this bid.

The Cross Section and Optional Cross Section are both acceptable and the Contractor can bid and construct either one.

8. What is the proposed access for along the railroad?

Are we allowed to build an access road during the revetment phase?

The intent of the design drawings was for access along the rail, using rail-mounted equipment and vehicles. If a haul route is to be constructed it must be approved by the NPS to ensure compliance with NEPA / Section 106. Slope stability is the responsibility of the contractor during the period of performance.

9. What are the posts and devices installed at MP 60.9 and 57.8?

These devices are GeoKon tiltmeters used to record movement along the banks. The contractor will be responsible for ensuring the banks are stabilize throughout construction, and will need to remove and return the posts and devices to the NPS prior to building up the bank. Ensure the devices are in working condition and do not incur damage during removal or construction.

10. Will the train be operating during construction? The train is currently making limited equipment runs to Fitzwater Yard from Peninsula. Plan for train operation and follow the Track Authority Policy as required by Cuyahoga Valley Scenic Railroad and the NPS. The document is attached for reference.
