Lincoln Memorial Reflecting Pool Cleaning Service – NAMA

1. The removal debris, since it is non‐hazard debris can we take it to a disclose place of our own or is there a specific place that the debris have to be placed?
Disposal must be in accordance with all local, state and Federal regulations. Contractor will be required to fill out the NPS waste management tracking sheet. ate and federal laws.
2. When was the last date the Lincoln Pool was cleaned?
Pool was cleaned March 2023
3. Who cleaned it?
Past contractor information will not be shared.
4. Who takes possession of coins and other trinkets recovered in the pool?
Trinkets and coins must be disposed of with the waste during removal, contractors are not allowed to be in the pool removing these items before cleaning.
5. Who pays the disposal fees?
Contractor with the winning bid will pay all dumping fees
6. Is the pool detrius considered hazardous?
The pool contains bird feces, algae and other bacteria. Contractor will be required to fill out the NPS waste management tracking sheet.
Contractor would need appropriate PPE when in the pool.
7. What is the security requirements for access?
Drivers and operators of vehicles must have a valid state drivers license from the state they operate out of.
8. Do we need to fence off the area or do signs and caution tape suffice?
Warning signs placed around the perimeter of the pool is required, at minimum 4 on each corner notifying the public of work in the area, the sidewalks leading up to the pool must have signs warning the public of work vehicles in the area.
9. Can we stage dumpsters adjacent to the pool?
There is no reason a dumpster will needed to be staged.
10. Do we need to place matting to protect the sidewalks and lawns?
Matting will be required in the section of turf leading from the sidewalk to the reflecting pool sidewalk, its probably 75 foot long and needs to be as wide as the vehicles travelling on it.
11. Is it possible that the Park Service could provide "on‐site disposal authority?"
This would involve the Service designating a specific manhole along Ohio Drive (on their property) that is a "Combination Sewer." Our trucks would then discharge into that manhole and manifest all waste accordingly ‐ the Service would be encouraged to witness all discharges.
Contractor must apply for a dumping permit through DC Govt.
NPS will not authorize dumping of any kind on NPS properties.
Contractor will be required to fill out the NPS waste management tracking sheet.
12. Is it within the Park Service's jurisdiction to seek a waiver of disposal charges from DC Water at the Blue Plains location?
Contractor must apply and seek advice for dumping regulations through DC Govt, contractor must dispose of waste per local, state, and federal regulations. Contractor will be required to fill out the NPS waste management tracking sheet.
