Amendment #: P00001

Ranger III Drydock – ISRO

Questions and Answers listed below:

QUESTIONS:

Question # Question Answer/Response

1.5/3/23 I was inquiring if this solicitation is geographically restricted to the Great Lakes, or if there is a distance factor I can use to apply if my company decides to bid on this contract.

This solicitation is restricted to shipyards on Lake Superior or Lake

Michigan – Great Lakes

2.5/8/23 Can you please provide Serial Numbers for the two Caterpillar 3508B main engines? Cannot obtain accurate quote from an authorized service agent for Specification Item 3,9 Top-End Overhaul without this information.

Caterpillar 3508B Serial Numbers:

1TW00240

1TW00241

3.5/9/23 The solicitation issued in 2018 for the last required mandatory drydocking of the RANGER III removed the Geographical Restriction to Lake Superior and

Lake Michigan. Can this restriction be excluded? The past restriction, which limited shipyards to facilities located on Lake Superior or Lake Michigan, we believe, was intended to limit the distance that the RANGER III would have to navigate to transit to the contractor’s shipyard. However, we found this reasoning to be erroneous, because the voyage distance from Isle Royal National Park to Cleveland, OH (on Lake Erie) is almost exactly the same as a voyage distance to Chicago, IL (on Lake Michigan).

The solicitation is restricted to shipyards on Lake Superior or Lake

Michigan – Great Lakes.

3.2. Potable Water Tank Repainting. How would you like

this quoted? We will not know how much of the existing coating has failed until the tank is surveyed. Would you like a quote assuming 100% of the coatings have failed? Or would we provide a quote after the tank has been surveyed and the extent of the failed coatings have been identified?

• 3.3. Bow Thruster Tunnel. Item (b) states that any defects are to be repaired. Would this item be quoted after survey and if defects are found a change order would be submitted?

• 3.5. Anchor Windlass and Stern Winches. Can you

3.2 - Quote this item assuming

100% of the coatings have failed.

Change order may be issued if coatings are found to be in better-than-anticipated condition.

CO and COR.

• 2.3.4. Rudder. Should this item be quoted assuming that it includes clearance measurements, pressure test, interior preservation, rudder post packing, and polishing/etching of the angle indicator plate? If it is found that any additional repairs are needed or that any bearings will need to be changed out that we would submit a change order?

• 2.3.3. Propeller Hub. Should this item be quoted assuming only inspection, blade clearance readings, center post readings, and new blade seals? And that anything else identified by the tech rep would be considered a change order?

3.7 Transducer is located between

frame 20 and 25, on the port side of the keel.

3.8 Bell trap repairs need only be

repaired from deck level to less than one foot below deck.

2.1 No more than 10 gallons of
