Polyurethane Foam Purchase for
Abandoned Mineral Land Closures

The information developed under this Contract is the property of the U.S. government and shall be kept in strict confidence.
Introduction
The National Park Service (NPS) Geological Resources Division will mitigate Abandoned
Mineral Land (AML) features at Isle Royale National Park (ISRO) over the course of the next several years. Due to the Park’s designated wilderness status and remoteness of several AML features, the preferred mitigation option is to plug hazardous AML with backpackable/equipment less Polyurethane Foam.
Scope
Fabrication, and delivery of up to:
- One hundred forty (130) cubic yards of Polyurethane Foam (PUF).
The contractor shall read and understand all notes and requirements from this SOW provided by
ISRO prior to production.
As part of the response to the request for quotes, the contractor must:
- Provide a copy of the MSDS for the PUF.
- Provide a copy of the technical specification of products to be supplied.
Technical Specifications
PUF fabricated by the contractor must have a consistent density at all elevations, must be inert
(only effected by exposure to UV light), must be non-shrinking in dry and/or wet environments, and meet or exceed the following specifications. These specifications are based off of the
Equipment-less Foam Sealant (EFS) brand and will be a brand name or equal requirement.
- The PUF must be a 100 percent water blown system that contains no Hydrofluorocarbons
(HFCs), Chlorofluorocarbons (CFCs), or Hydrochlorofluorocarbons (HCFCs) and have a
Global Warming Potential (GWP) rating no higher than 1.
- The technical specifications are based off the Equipment-less Foam Sealant (EFS) brand.
The typical physical properties of the brand (or equal) include: Core Density (ASTM D-
1622) of 2.6 pcf.; Compressive Strength (ASTM D-1621) of 35 psi.; Tensile Strength
(ASTM D-1623) of 45 psi.; and Shear Strength (ASTM C-273) of 43 psi.
- PUF can be placed directly on standing water.
- Product does not bioaccumulate.
- Product must remain stable provided that it is not exposed to UV light and is stored in a dry environment while shipping/staging.
- Foam must be pourable in 16- to 18-inch-thick layers (i.e., lifts) and not create excessive amounts of heat that would jeopardize the integrity of the PUF plug.
- Product has a melting point/freezing point of 3 degrees C., boiling point/boiling range >
300 degrees C., and a flash point of > 250 degrees C.
- Product has a vapor pressure < 0.00016 mmHG.
Packaging and Shipping Requirements
The contractor must follow the listed packaging and shipping requirements when delivering PUF to ISRO:
- PUF must be backpackable and packaged in self-contained two-part bags that average 1/3 of a cubic yard of foam and weigh between 24 - 27 pounds per bag.
- Bags should be made of thick polyethylene, double sealed, and packed in a protective shipping bag. The product should then be placed in a shipping carton with a 265-to-285-pound crush strength rating that meets or exceeds National Motor Freight Corporation
(NMFC) regulations.
- PUF must be mixable within the bag and pourable from the bag once it is opened.
- Pallet bundles must be covered with plastic wrap to protect cardboard boxes from inclement weather.
Acceptance Criteria
ISRO shall inspect all incoming PUF shipments for proper packaging and signs of damage.
ISRO shall not accept product improperly packaged or damaged.
Project Schedule
The project schedule and deadlines for this contract are provided below (Table 1). Alternative schedules or deadlines will not be accepted. All deliveries will be made to the following address during normal business hours. The phrase “AML Project” must be included on all shipping labels/containers.
