Solicitation 140P6421R0011

Questions & Answers

And Additional Information

Question 1 – Will Little Sand Bay Marina be dredged so we can get barges inside of breakwalls?

Answer 1 - Little Sand Bay Marina was dredged on April 28th/29th. However, it is a dynamic sand environment that may require minimal dredging to navigate in and out of the marina depending on conditions and how much the contractor’s equipment drafts.

Question 2 – Work site hours are noted as 8am to 5pm – We would like to work 7am to 7pm Monday thru Friday and some Saturday’s – can that be arranged?

Answer 2 - Yes. 7 a.m. to 7 p.m. is acceptable, weekend work will require Contract Officer approval.

Question 3 – Do we salvage the manhole casting and re-set it in the new concrete?

Answer 3 - No, these can be discarded and will not be incorporated in the new concrete cap, unless the contractor recommends it as necessary.

Question 4 – Will there be room @ Little Sand Bay Dock to park a couple of small work boats over night while we are working on the Island?

Answer 4 - Yes. There will be room for two small boats in the Little Sand Bay Marina. The COR will designate these spaces with the contractor. (SEE ADDITIONAL INFORMATION BELOW).

Question 5 – Can the rock fill be 4” to 8” or 6” minus breaker rock instead of the 6” to 8” rock fill?

Answer 5 - Yes.

Question 6 – How are the contractors and the Park Service going to deal with the constant price increases on materials? No supplier will hold their prices – the last steel quote we received stated that the material was 60 to 90 days out and that they were only holding their price for 1 (one) DAY?

Answer 6 – Market uncertainty and pricing fluctuation as it relates to materials will need to be factored into the price of your proposal as you feel appropriate.

Question 7 – Period of Performance is noted as 90 Days from NTP – steel & wood are being quoted at 60 to 90 days lead time – will the POP be extended to accommodate these lead times?

Answer 7 – Pending Contracting Officer approval, it is sometimes possible for the Period of Performance to be extended due to extenuating circumstances.

Question 8 – Does the Past Performance Questionnaire need to be submitted by a specific date other than the bid due date or does that get submitted as part of the bid packet?

Answer 8 – Please submit the Past Performance Questionnaire as part of the bid packet.

Question 9 – Would the contractor have the ability to spud or tie up marine equipment (barge(s) and a tug boat(s)) potentially occupying 60x100 square feet within the protection of the Little Sandy Bay Marina during non-working hours, i.e. nightly and on weekends?

Answer 9 - Yes as long as it doesn’t hinder traffic coming in and out of the Marina, The Town of Russel dock, or the boat Launch. Contractor will coordinate with COR on mooring equipment. (SEE ADDITIONAL

INFORMATION BELOW).

Question 10 – What is the proposed top elevation of the dock thus determining length of sheeting required?

Answer 10 - Finished elevation to match existing elevation as much as feasible.

Additional Information related to Town of Russel…

• Contractor is to minimize impact of egress in and out of marina at all times.

• Docking fees will be charged to the contractor while moored on the Town of Russel Dock to load materials. The Town of Russel may be the most advantageous location to load material – the Town will charge a nominal docking fee for usage of the East dock at Little Sand Bay which belongs to the Town of Russel.

• Overnight/weekend mooring will be on Park Service docks, unless approved by Town of Russel and appropriate docking fees paid to Town by contractor.

• Contractor is to schedule loading of materials for off peak operational times, no weekend work is permitted.

• Material deliveries to be scheduled for off peak operational times and staged/stored on Park Service grounds.

• All grounds both Town of Russel and National Park Service will be rehabilitated should they be impacted by construction equipment prior to project closeout.
