EVALUATION CRITERIA
Oral History Project
Offers will be evaluated for technical approach, past performance, and price. The technical factors and past performance, when combined, are more important than cost or price. Award will be made on the basis of Best Value to the Government.
Award will be made to the Offeror whose offer conforms to the solicitation requirements and provides the Best Value to the Government in accordance with the items above and the process described in FAR
PART 13.106.
Quotes will receive a preliminary review to determine whether the quote contains sufficient information, as required by the solicitation, to allow the government to perform a meaningful evaluation. If the results of this preliminary review indicate that the quote lacks sufficient information to allow a meaningful evaluation to be conducted, the Contract Specialist/Contracting Officer may eliminate the quote from further evaluation and consideration for an award.
Oral History Project Evaluation Criteria:
1. Technical
a. Contractor’s ability to meet the technical specifications called for in the solicitation.
b. Contractor’s proposed schedule to complete the work as noted in the statement of work.
c. Contractor’s professional-level experience in setting up and operating a professional 4K ultra-high-definition camera system to record from 70 up to 90 interviews during as many shoots as necessary and r ecord synchronous audio to camera at all times.
d. Contractor’s ability to demonstrate sufficient knowledge of WWII and Korean War activities in the context of U.S. military history and to learn the biographies and accomplishments of each interviewee in order, to conduct in-depth interviews that elicit detailed, candid accounts of their personal experiences and reflections.
2. Past Performance
a. Past performance of the offeror and/or its proposed subcontractors on projects similar in scope and complexity to this project. This includes the offeror’s and/or its proposed subcontractors past performance in providing services of similar scope and complexity to this requirement. Offerors demonstrating a higher level of successful past performance in the evaluated areas will be more favorably rated. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will be evaluated neither favorably nor unfavorably.
Evaluation Submission Requirements:
1. Technical Questionnaire - Provide documentation and/or describe your company’s experience and ability to meet the technical specifications of the solicitation and scope of work including the factors listed below, but not limited to:
a. Describe in detail how you plan to complete this project while adhering to the statement of work and period of performance and keeping costs in line with the bid schedule pricing.
b. Completing setting up and operating a professional 4K ultra-high-definition camera system for in-person interviews and record synchronous audio to camera at all times during those interview shoots.
c. Examples of completed projects matching the Scope of Work, including producing written interview transcriptions.
d. Résumés of employees who will be working on the project.
2. Past Performance Questionnaire – Ensure all sections are completed, to include all of the owner’s contact information.
