About this file

This is a Solicitation Amendment document for the DELTA-01 Access Road & Parking Area Mill & Overlay project at Minuteman Missile Historic Site. Amendment 1 modifies specification section 321216 (Asphalt Paving) to establish enhanced quality control and testing requirements that contractors must implement throughout the project.

The amendment mandates that contractors engage an independent testing agency accredited according to ASTM D 3666 and ASTM E 329 standards, or by the South Dakota Department of Transportation, with qualifications subject to government approval. Contractors must submit all asphalt density, air void, and thickness test results to the contracting officer within 48 hours of completion. Testing frequency is established at one test per 500 tons or 1,000 feet of asphalt placed, whichever occurs first, with additional mandatory testing at the beginning of each paving day, upon mix design changes, equipment changes, visible mat appearance changes, and when areas of concern are identified by the contractor, Contracting Officer's Representative (COR), or testing agency. Asphalt smoothness testing must be conducted in the COR's presence for acceptance purposes as outlined in paragraph 3.10, or if the COR cannot attend, the testing agency shall submit pass/fail certification to the government within 48 hours of test completion.
