About this file
This document is a Questions and Answers (Q&A) file for a federal contract opportunity to replace the HVAC system in the Elevator Building at Wind Cave National Park. The Q&A addresses 12 specific contractor inquiries, covering critical project details such as facility access, site preparations, and performance expectations. Key points include: the contractor must provide their own fall protection and toilet facilities, can use adjacent parking spaces for equipment and material laydown, and is responsible for demolishing the existing housekeeping pad and completing dirt work. The National Park Service will provide seed mixture for reseeding disturbed areas. The contract has a 60-calendar-day performance period, contingent on Notice to Proceed, with flexibility for potential equipment delivery delays if formally documented and approved.

Question 12.
Current lead times on equipment show delivery past the period of performance of 60 calendar days. Contingent on issuance of Notice to Proceed. Will the park/contracting work with the contractor to accommodate those lead times?
Government Response:
The Government understands that current lead times on equipment may extend beyond the 60-calendar-day period of performance. The period of performance is contingent upon the issuance of the Notice to Proceed (NTP).
If the contractor provides documentation demonstrating unavoidable manufacturer or supply chain delays, the park/contracting is willing to work collaboratively to assess the situation.
Adjustments may be considered on a case-by-case basis, such as modifying the period of performance or issuing the NTP in alignment with delivery timelines.
However, any adjustments must be formally requested in writing, justified, and approved prior to issuance of the NTP.
