STATEMENT OF WORK

FOR

Theodore Roosevelt National Park

Furnace Replacement and Air Conditioner Install in Park Housing

DIVISION 1 SHORT FORM GENERAL REQUIREMENTS

PART 1 – GENERAL

ITEM 1 - DESCRIPTION OF WORK

1.1 Background: The current furnaces systems in the park’s housing units are considerably old and outdated and, as such, has begun to experience recurrent maintenance issues which have require repairs out of the normal maintenance and care. By replacing components with energy efficient models, the buildings will maintain heating conditions in a highly cost-effective manner. The systems are difficult to troubleshoot and buy repair parts due to its age and most of the components have exceeded their normal life cycles in the early 2000’s. The systems have surpassed their life expectancy over 5 years ago. This project will provide a safe and comfortable environment for the residents.

1.2 Work Covered by the Contract Documents:

A. Project Location: Theodore Roosevelt National Park 315 2nd Ave Medora, ND 58645

1. Work consists of: This project will consist of furnishing all personnel, equipment, tools, materials, supervision, and other items and services necessary to decommission, dispose of, and replace fourteen (14) furnaces and installing five (5) central air conditioning units. These furnaces and central air units will be installed in the following quarters units:

a. 105 (1x furnace / 1x A/C) South Unit

b. 106 (1x furnace / 1x A/C) South Unit

c. 110 (1x furnace / 1x A/C) South Unit

d. 112 (1x furnace / 1x A/C) South Unit

e. 111 (1 x furnace) South Unit

f. 119 (5 x furnaces) South Unit

g. 138 (1 x furnace) South Unit

h. 201(1x furnace / 1x A/C) North Unit

i. 202 (1 x furnace) North Unit

j. 239 (1 x furnace) North Unit

2. All work required by the project documents shall be accomplished by the contractor even though minor items required may not be specifically mentioned. The systems shall be designed to maintain appropriate temperatures within the buildings when called upon.

Follow technical specifications prescribed in Division 01 and Section 235416.13 or this document. The existing unit in quarters #111 HVAC system has an air conditioning cooling plenum and coil that are to remain functional and be retrofitted to the new furnace. Release of refrigerant or cooling agent to the atmosphere must not occur.

B. All work will be performed under a single contract.

C. Period of performance: Work shall be completed within 112 calendar days of contract award. 40 days for shop drawings and material delivery and 65 days on site to substantial completion (POP is inclusive of 3 weather days), 7 days for final completion.

ITEM 2 - EXISTING UTILITIES

2.1 Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.

2.3 Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:

2.3.1 Notify Contracting Officer not less than two days in advance of proposed utility interruptions.

2.3.2 Hours for Utility Shutdowns: Shutdowns shall not exceed 2 to 3 hours. Temporary provisions will be needed by the Contractor for periods longer than stated allowance.

ITEM 3 - CONTRACTOR’S USE OF PREMISES

3.1 Conduct of Operations: At all times the contractor shall conduct his operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent. A. No signs or advertisements (except those specified herein) shall be displayed on the construction site or within the park unless approved by the Contracting Officer.

B. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.

C. Public Use of Site: Contractor shall at all times conduct operations to ensure the least inconvenience to the public.

3.2 On-site work hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.

A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the Contracting Officer. Submit requests for work outside of the stated normal business hours to the Contracting Officer for approval at least 48 hours in advance of the work.

3.3 Contractor Use of Site:

A. General: Contractor shall have limited use of the site for construction operations. Limit use of premises to employee entrances, mechanical rooms where furnaces are located, and routes leading to the mechanical rooms. Do not disturb portions of Project site beyond areas in which the Work is indicated.

B. Driveways and Entrances: Parking is limited at each location. The contractor will have two vehicle lengths parking space on the street adjacent to each quarters unit. to park vehicles near the mechanical rooms.

C. Security and Protection facilities installation:

a. Environmental Protection: Provide protection, operate temporary facilities, and conduct construction in ways and by methods that comply with environmental regulations and that minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects.

b. Pest Control: Follow NPS requirements and practices to minimize attraction and harboring of rodents, roaches, and other pests and to perform extermination and control procedures at regular intervals so Project will be free of pests and their residues at Substantial Completion. Perform control operations lawfully, using environmentally safe materials.

3.4 Storage - Staging Areas:

A. Confine Storage of materials and equipment to the project area Limited parking spots will be available for contractor use to store a vehicle and enclosed trailer. Storage of equipment and material are subject to Contracting Officer’s approval. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

3.5 Housekeeping:

A. Keep project neat, orderly, and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard. Immediately remove all hazardous rubbish. Do not allow rubbish to accumulate. Provide onsite containers for collection of rubbish and dispose of it at frequent intervals during progress of work.

B. Dispose of waste materials legally off NPS property.

C. Recycle materials to the greatest extent possible.

3.6 Occupancy Requirements for Buildings:

A. Existing Buildings:

1. Full Government Occupancy: Government will occupy buildings that will be under construction during the entire contract period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with Government's day-to-day operations. Maintain existing exits, unless otherwise indicated.

a. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from the CO.

b. Maintain existing building in a weather tight condition throughout construction period.

Repair damage caused by construction operations. Protect building and its occupants during construction period.

3.9 Photo Documentation:

Contractor shall maintain photo documentation that includes images of existing conditions of the site prior to start, during, and after completion of work.

3.10 Fire and Life Safety:

As a minimum, conduct one weekly 15-minute "toolbox" safety meetings. These meetings shall be conducted by a foreman or supervisor and attended by all construction personnel at the worksite. Topics need to coincide with work scheduled for the following week. Document and submit meeting minutes to the Contracting Officer within one day after the meeting.

A. Comply with the requirements of NFPA 241 (Standard for Safeguarding Construction, Alteration, and Demolition Operations).

B. Store and handle hazardous materials in accordance with manufacturer’s and OSHA 29CFR1926 Subpart D requirements. Maintain readily available, on site, MSDS/Safety Data Sheets (SDS) for each chemical.

i. Immediately report all spills of hazardous materials to the park.

ii. Maintain a spill emergency response kit.

iii. Train employees how to respond to a spill and use the emergency response kit.

ITEM 4 - COMMENCEMENT, PROSECUTION, AND COMPLETION

4.1 The Contractor shall commence work in accordance with the terms and conditions of the contract.

(Block 11 of the SF 1442 or relevant section of the award document)

ITEM 5 - EXAMINATION OF THE SITE

5.1 All bidders are urged to visit the job site and examine existing conditions before submitting bids. All bidders will be held to have the same knowledge concerning the site and the on-ground conditions as if they had inspected the job site. No change orders will be approved for work obvious during a site visit.

Please see FAR 52.236-27 - Site Visit (Construction).

ITEM 6 - ABBREVIATIONS

6.1 The list of abbreviations, which may be used in the Construction Specifications or Special Provisions, refer to the organizations and specifications of the organizations may be found at the below https://www.nps.gov/orgs/1671/do-business-with-us.htm

ITEM 7 - ACCIDENT PREVENTION

7.1 Description: The work of this section consists of establishing and implementing an effective accident prevention program and providing a safe environment for all personnel and visitors.

A. It is the Contractor's responsibility to require all those working on or visiting the site to wear hard hats and other necessary personal protective equipment in good repair at all times. As a minimum, maintain four hard hats and all other APP required equipment.

7.2 Submittals:

A. Accident Prevention Program: At the preconstruction conference submit for approval a site specific accident prevention program. The Plan shall be written to comply with OSHA and project requirements (a generic plan is not acceptable) including but not limited to the following:

1. Name and qualifications of responsible supervisor to carry out the program

2. First aid and rescue procedures. Provide current certification for first aid/CPR of designated individual.

3. Training, both initial and continuing.

4. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to provide for property protection and safety of the public, National Park Service personnel, and Contractor's employees. Identify the work included under each phase, with a Job Hazard Analysis (JHA)/Job Safety Analysis (JSA), etc.

5. Planning for possible emergency situations

6. Contractor to identify nearest location of medical facility for emergencies

7. Recognition that work will be performed in remote areas with limited communication or cell phone coverage.

8. Supplemental hazard specific plans may be required IAW 29 CFR 1926 or 1910.

B. Meeting and Inspection Reports: Safety Meetings: As a minimum, conduct 15 minute

"toolbox" safety meetings. These meetings shall be conducted by a foreman and attended by https://www.nps.gov/orgs/1671/do-business-with-us.htm all construction personnel at the worksite. Submit a report of safety meetings and inspections.

The Contractor shall document the “toolbox” meetings through the daily logs.

7.3 Qualification of Employees:

A. Ensure that employees are physically qualified to perform their assigned duties in a safe manner to include operators of vehicles and equipment. Provide operating instructions for all equipment.

B. Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.

7.4 Accident Reporting: The Contractor shall report all accidents to the Contracting Officer or designee as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.

7.5 First Aid Facilities: Provide adequate facilities for the number of employees and appropriate to the hazards associated with the types of ongoing construction work at the site.

7.6 Emergency Instructions: Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.

7.7 Personal Protective Equipment (PPE): It is the Contractor's responsibility to require all those working on or visiting the site to wear necessary protective equipment at all times.

7.8 Hazardous Materials: It shall be the responsibility of all operators and contractors, functioning within the park to properly cleanup, mitigate and remediate if necessary, all unauthorized discharges of hazardous materials or non-hazardous chemical and biological products released from fleet and/or other support vehicles or stationary sources. Response shall be consistent with guidelines established by federal, state and local regulations, and as outlined within the operator's Safety or Hazardous Materials Business Plan.

A. If a spill, leak or other release occurs, the operator shall as soon as possible, without impeding cleanup, notify the National Park Service Emergency Dispatch.

ITEM 8 - PRECONSTRUCTION CONFERENCE: See FAR 52.236-26

ITEM 9 - SUBMITTALS

9.1 General Submittal Procedures:

A. General: Prepare and submit submittals required by individual Specification Sections. Types of submittals are indicated in individual specific sections.

1. CM-16 Transmittal Form: All submittals shall be transmitted via electronic email using National Park Service form CM-16 form. The form will be provided by the Contracting Officer. No action will be taken on a submittal item unless accompanied by the CM-16 transmittal form. Provide submittals to the Contracting Officer.

B. Submittal List: A submittal list has been attached to the end of this document. The intent is to provide an overall summary of submittal requirements and not a comprehensive list. The requirements of the individual Specification Sections, terms and conditions of the Contract still apply regardless of what is shown on the submittal list.

C. Preconstruction Conference Submittal: The following items shall be submitted a minimum of one week prior to the Preconstruction Conference. If all of these documents have not been received one week prior to the scheduled Pre-Construction Conference date, the conference will be cancelled, Notice to Proceed will not be issued, and the Contracting Officer will consider other contractual remedies. Work shall not commence until written Notice to Proceed has been issued. Contracting Officer will notify Contractor of tentative date for the Pre- Construction Conference:

1. Letter designating Project Superintendent.

2. Construction Schedule.

3. A comprehensive breakdown of the Schedule of Values.

4. Accident Prevention Plan (see section 7 of this document).

5. A list of Subcontractors for this project.

6. Written statements from subcontractors certifying compliance with applicable labor standard clauses (SF1413).

7. Satisfactory evidence of liability insurance coverage and workman’s compensation for the Contactor and all subcontractors.

9.2 Shop Drawings, Product Data, and Samples: Contracting Officer will provide sample cover sheet.

A. Shop Drawings: Gas Fired Furnace and Air Conditioning Unit Specifications

1. Submit Shop Drawings according to Part 9.1 of this section to include one digital file

(.PDF) to the COR

B. For submittals specified above, forward submittals to Contracting Officer at least 15 days before need for approval (depends on length of project).

C. After approving submittals, Contracting Officer will return one copy to the Contractor. If submittals are not approved, Contracting Officer will return all copies to Contractor with reasons for rejection. Resubmit, identifying changes. Any work done before approval shall be at Contractor's own risk.

9.3 Approved Equals: Refer to FAR 52.211-6 - If an item in this solicitation is identified as “brand name or equal” or lists more than 3 manufacturers, the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation or relevant specification.

A. For each item proposed as an “approved equal,” submit supporting data, including:

1. Drawings and samples as appropriate.

2. Comparison of the characteristics of the proposed item with that specified.

3. Changes required in other elements of the work because of the substitution.

4. Name, address, and telephone number of vendor.

5. Manufacturer’s literature regarding installation, operation, and maintenance, including schematics for electrical and hydraulic systems, lubrication requirements, and parts lists.

Describe availability of maintenance service, and state source of replacement materials.

B. A request for approval constitutes a representation that Contractor:

1. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.

2. Will provide the same warranties for the proposed item as for the item specified.

3. Has determined that the proposed item is compatible with interfacing items.

4. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.

5. Waives all claims for additional expenses that may be incurred as a result of the substitution.

C. Approved Equals will be evaluated and approved/disapproved during the submittal process.

9.4 Progress Schedules: As soon as possible after Notice of Award and before beginning any work, submit Progress Schedule. Contracting Officer will review the Progress Schedule for format and content.

Submit four copies of Progress Schedule (normally in bar chart form) showing estimated starting and completion dates for each part of the work. The first progress payment will not be issued until an acceptable progress schedule is submitted. The following information must accompany submission of progress schedules prior to processing any pay application:

A. Daily/weekly progress reports during construction as part of the administration process.

B. Schedule of Values: Breakdown each lump-sum item into component work activities used in the schedule, for which progress payments may be requested. The Schedule of Values will form the basis for payment. The work activities broken out within the schedule of values shall be integrated into and made a logical part of the construction baseline schedule submitted under this specification. The total costs for the component work activities shall equal the contract price for that lump-sum item. The Contracting Officer may request data to verify accuracy of dollar values.

A sample Schedule of Values will be provided by the Contracting Officer.

ITEM 10 – TEMPORARY SERVICES

10.1 Fire Prevention and Protection:

A. Hazard Control: Take all necessary precautions to prevent fire during construction. Provide adequate ventilation during use of volatile or noxious substances.

ITEM 11 - PROJECT CLOSEOUT

11.1 Description: The work of this section consists of final cleanup, closeout submittals, final inspection procedures, and safety precautions.

11.2 Cleaning: Remove all tools, equipment, surplus materials, and rubbish. At time of final inspection, project shall be thoroughly clean and ready for use.

11.3 Substantial Completion and Final Inspection: Submit written certification that project is substantially complete, and a final inspection must be requested to the Contracting Officer in writing. The Contracting Officer or designee will make an inspection within 10 days of receipt of request or at a mutually agreeable time.

A. If the work is determined to be substantially complete, following the final inspection, the.

Contracting Officer will prepare a Punch List and issue a Letter of Substantial Completion.

B. If the work is not determined to be substantially complete following the final inspection, the

Contracting Officer will notify Contractor in writing. Contractor shall request a new final inspection after completing the work. Re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction contract clause.

C. Contractor shall complete the Punch List within 30 calendar days, documented weather permitting.

D. If Contracting Officer determines that the work is not substantially complete; he will immediately notify Contractor in writing, stating reasons. After completing work, Contractor shall resubmit certification and request a new final inspection. Re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction contract clause.

E. If Contractor completes all items of work on the Punch List and all contractually required items, Contracting Officer will issue Letter of final acceptance of work.

F. If the Contractor fails to complete the work within the time frame, the Contracting Officer may correct the work with an appropriate reduction in contract price or charge for re-inspection costs in accordance with the Inspection of Construction contract clause.

G. Disposition of any permits and warranties required by the specifications in this section.

11.4 Acceptance of the Work: After all deficiencies have been corrected, a Letter of Acceptance will be issued. A Release of Claims document must be executed and submitted to the Contracting Officer before final payment can occur.

11.5 Warranties

A. Construction Warranty shall be based on date of Substantial Completion.

B. Provide All Warranty information of products installed organized by Division. All contact information, extents and conditions shall be clearly noted as well as date of overall project Substantial Completion.

C. Information shall include operation and maintenance manuals for each warranted material.

Division 02

GAS-FIRED FURNACES WITH COOLING

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 01 Specification Sections, apply to this Section.

1.2 SCOPE OF WORK

A. Project Location: Theodore Roosevelt National Park 315 2nd Ave Medora, ND 58645

B. Building(s) Name/Identifier:

1. South Unit Quarters Units: 105, 106, 110, 112, 119, 111, 138

2. North Unit Quarters Units: 201, 202, 239

C. Section Includes:

1. Gas-fired, condensing furnaces and accessories complete with controls.

2. Air filters.

3. Condensing Units, Coils, and Refrigeration components.

D. Demolition Work Includes:

1. Removal of existing gas-fired furnaces, coil and condensing units.

2. Removal of natural gas or propane pipe back to the main point of connection. Valve and cap pipe if not reused.

3. Patch and repair of all wall, ceiling, and floor penetrations to match existing conditions.

4. Repair of existing ductwork and insulation at the point of connection for new equipment.

E. Additional work as described by the NPS Representative at a Pre-installation Conference conducted at the Project Location.

1.3 ACTION SUBMITTALS

A. Product Data: For each type of product.

1. Include rated capacities, operating characteristics, furnished specialties, and accessories.

B. Shop Drawings:

1. Include details of equipment assemblies. Indicate dimensions, weights, loads, required clearances, method of field assembly, components, and location and size of each field connection.

2. Include diagrams for power, signal, and control wiring.

1.4 INFORMATIONAL SUBMITTALS

A. Sample Warranty: For special warranty.

1.5 CLOSEOUT SUBMITTALS

A. Operation and Maintenance Data: For each furnace to include in emergency, operation, and maintenance manuals.

1. Include the following:

a. Furnace and accessories complete with controls.

b. Air filter.

c. Condensing Unit, Coil, and Refrigeration components.

1.6 MAINTENANCE MATERIAL SUBMITTALS

A. Furnish extra materials described below that match products installed and that are packaged with protective covering for storage and identified with labels describing contents.

1. Disposable Air Filters: Furnish two complete sets.

1.7 QUALITY ASSURANCE

A. ASHRAE Compliance: Applicable requirements in ASHRAE 62.1, Section 5 - "Systems and Equipment" and Section 7 - "Construction and Startup."

B. ASHRAE/IES 90.1 Compliance: Applicable requirements in ASHRAE/IES 90.1, Section 6 - "Heating, Ventilating, and Air-Conditioning."

C. Comply with NFPA 70.

1.8 WARRANTY

A. Special Warranty: Manufacturer agrees to repair or replace the following components of furnaces that fail in materials or workmanship within specified warranty period:

1. Warranty Period, Commencing on Date of Substantial Completion:

a. Furnace Heat Exchanger: 20 years.

b. Integrated Ignition and Blower Control Circuit Board: Five years.

c. Draft-Inducer Motor: Five years.

d. Refrigeration Compressors: 5 years.

e. Evaporator and Condenser Coils: Five years.

PART 2 - PRODUCTS

2.1 ASSEMBLY DESCRIPTION

A. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, Article 100, by a qualified testing agency, and marked for intended location and application.

2.2 GAS-FIRED FURNACES, CONDENSING

A. Manufacturers: Subject to compliance with requirements, provide products by one of the following or approved equal:

1. Bryant Heating & Cooling Systems; a unit of United Technologies Corp.

2. Carrier Corporation; a unit of United Technologies Corp.

3. Lennox Industries, Inc.; Lennox International.

4. Rheem Manufacturing Company; Heating and Cooling Products.

5. Ruud Air Conditioning Division.

6. Trane.

7. TempStar

8. Goodman.

9. Other Approved Equals.

B. Cabinet: Galvanized steel.

1. Cabinet interior around heat exchanger shall be factory-installed insulation.

2. Lift-out panels shall expose burners and all other items requiring access for maintenance.

3. Factory paint external cabinets in manufacturer's standard color.

4. Airstream Surfaces: Surfaces in contact with the airstream shall comply with requirements in ASHRAE 62.1.

C. Fan: Centrifugal, factory balanced, resilient mounted, direct drive.

1. Special Motor Features, ECM: Electronically controlled motor (ECM) controlled by integrated furnace/blower control.

Select fuel type.

D. Type of Gas: Propane

E. Heat Exchanger:

1. Primary: Stainless steel.

F. Burner:

1. Gas Valve: 100 percent safety modulating main gas valve, main shutoff valve, pressure regulator, safety pilot with electronic flame sensor, limit control, transformer, and combination ignition/fan timer control board.

2. Ignition: Electric pilot ignition, with hot-surface igniter or electric spark ignition.

G. Gas-Burner Safety Controls:

2.3 THERMOSTATS

2.4 AIR FILTERS

2.5 REFRIGERATION COMPONENTS

A. General Refrigeration Component Requirements:

1. Refrigeration compressor, coils, and specialties shall be designed to operate with R-410A Refrigerant.

2. Refrigeration components and cooling system to be by the same manufacturer as the furnace with published cooling performance data as an assembly.

3. Energy Efficiency: Equal to or greater than prescribed by ASHRAE/IES 90.1.

B. Refrigerant Coil: Copper tubes mechanically expanded into aluminum fins. Comply with AHRI 210/240. Match size with furnace. Include condensate drain pan with accessible drain outlet complying with ASHRAE 62.1.

1. Refrigerant Coil Enclosure: Steel, matching furnace width with access panel and flanges for integral mounting on furnace cabinet and galvanized sheet metal drain pan coated with black asphaltic base paint.

C. Refrigerant Line Kits: Annealed-copper suction and liquid lines factory cleaned, dried, pressurized with nitrogen, sealed, and with suction line insulated. Provide in standard lengths for installation without joints, except at equipment connections.

1. Flexible Elastomeric: Closed-cell, sponge- or expanded-rubber materials. Comply with ASTM C534/C534M, Type I, 1 inch (25 mm) thick.

PART 3 - EXECUTION

3.1 EXAMINATION

A. Examine areas and conditions, with Installer present, for compliance with requirements for installation tolerances and other conditions affecting performance of the Work.

B. Examine factory-installed insulation before furnace installation. Reject units that are wet, moisture damaged, or mold damaged.

C. When routing gas and refrigerant piping the amount of outdoor, exposed refrigerant piping should be minimized for system performance and life of the refrigerant insulation.

D. Examine roughing-in for gas and refrigerant piping systems to verify actual locations of piping connections before equipment installation.

E. Proceed with installation only after unsatisfactory conditions have been corrected.

3.2 INSTALLATION

A. Install gas-fired furnaces and associated fuel and vent features and systems according to

NFPA 54.

B. Suspended Units: Suspend from structure using threaded rods, spring hangers, and building attachments. Secure rods to unit hanger attachments. Adjust hangers so unit is level and plumb.

C. Base-Mounted Units: Secure units to substrate. Provide optional bottom closure base if required by installation conditions.

D. Controls: Install thermostats and humidistats at mounting height of 60 inches (1500 mm) above floor.

E. Wiring Method: Utilize existing wiring at all locations

F. Install ground-mounted compressor-condenser components on polyethylene mounting base.

3.3 PIPING CONNECTIONS

A. Photos indicate general arrangement of piping, fittings, and specialties. Connect gas piping with union or flange, a drip leg, and appliance connector valve.

B. Install piping adjacent to equipment to allow service and maintenance.

C. Vent and Combustion-Air Connection, Condensing, Gas-Fired Furnaces: Connect plastic piping vent material to furnace connections and extend outdoors. Terminate vents outdoors with a cap and in an arrangement that will protect against entry of birds, insects, and dirt.

1. Ream ends of pipes and tubes and remove burrs. Bevel plain ends of steel pipe.

2. Remove scale, slag, dirt, and debris from inside and outside of pipe and fittings before assembly.

3. Plastic Piping Solvent-Cement Joints: Clean and dry joining surfaces. Join pipe and fittings according to the following:

a. Comply with ASTM F402 for safe-handling practice of cleaners, primers, and solvent cements.

b. CPVC Piping: Join according to ASTM D2846/D2846M, Appendix.

c. PVC Pressure Piping: Join schedule number ASTM D1785 PVC pipe and PVC socket fittings according to ASTM D2672. Join other-than-schedule-number PVC pipe and socket fittings according to ASTM D2855.

4. Slope pipe vent back to furnace or to outside terminal.

5. Vent and Combustion piping shall be sized according to manufacturer’s recommendations.

D. Connect refrigerant tubing kits to refrigerant coil in furnace and to air-cooled compressor-condenser unit.

1. Brazed Joints: Construct joints according to AWS's "Brazing Handbook," "Pipe and Tube" Chapter, using copper-phosphorus brazing filler metal complying with AWS A5.8/A5.8M.

E. Comply with manufacturer’s sizing requirements for installation and joint construction of refrigerant piping.

F. Condensate Drain Connections

1. South Unit Quarters Units 105, 106, 110, & 112

a. Condensate drain lines will be connected to the washing machine’s wastewater drain that is located nearby (less than 10’)

2. South Unit Quarters Unit 111

a. Condensate line will run into the existing floor drain (line will be less than 10’ in length)

3. South Unit Quarters Units 119 (A, B, C, D, & laundry room) and Unit 138

a. Condensate drain lines will run down into the crawl space and be connected to the nearest wastewater line. Wastewater connection point must be approved by the COR prior to install.

4. North Unit Quarters Units 201, 202, & 239

a. Condensate drain lines will run down into the crawl space and be connected to the nearest wastewater line. Wastewater connection point must be approved by the COR prior to install.

3.4 DUCTWORK CONNECTIONS

A. Connect ducts to furnace with flexible connector.

3.5 ELECTRICAL CONNECTIONS

A. Install electrical devices furnished by manufacturer, but not factory mounted, according to NFPA 70 and NECA 1.

B. Install nameplate for each electrical connection, indicating electrical equipment designation and circuit number feeding connection.

1. Nameplate shall be laminated acrylic or melamine plastic signs with a black background and engraved white letters at least 1/2 inch (13 mm) high.

3.6 CONTROL CONNECTIONS

A. Install control and electrical power wiring to field-mounted control devices.

3.7 STARTUP SERVICE

A. Complete installation and startup checks according to manufacturer's written instructions and perform the following:

1. Inspect for physical damage to unit casings.

2. Verify that access doors move freely and are weather tight.

3. Clean units and inspect for construction debris.

4. Verify that all bolts and screws are tight.

5. Adjust vibration isolation and flexible connections.

6. Verify that controls are connected and operational.

B. Start unit according to manufacturer's written instructions and complete manufacturer's operational checklist.

C. Measure and record airflows.

D. Verify proper operation of capacity control device.

E. After startup and performance test, lubricate bearings.

3.8 ADJUSTING

A. Adjust initial temperature and humidity set points.

B. Set controls, burner, and other adjustments for optimum heating performance and efficiency.

Adjust heat-distribution features, including shutters, dampers, and relays, to provide optimum heating performance and system efficiency.

3.9 CLEANING

A. All ductwork associated with each quarter’s HVAC system must be cleaned.

B. After completing installation, clean furnaces internally according to manufacturer's written instructions.

3.10 FIELD QUALITY CONTROL

A. Perform the following tests and inspections:

1. Perform electrical test and visual and mechanical inspection.

2. Leak Test: After installation, charge systems with refrigerant and test for leaks. Repair leaks replace lost refrigerant, and retest until no leaks exist.

3. Operational Test: After electrical circuitry has been energized, start units to confirm proper operation, product capability, and compliance with requirements.

4. Verify that fan wheel is rotating in the correct direction and is not vibrating or binding.

5. Test and adjust controls and safeties. Replace damaged and malfunctioning controls and equipment.

B. Verify that vibration isolation and flexible connections properly dampen vibration transmission to structure.

3.11 DEMONSTRATION

A. Train Owner's maintenance personnel to adjust, operate, and maintain condensing units.
