About this file
This document contains questions and answers related to solicitation number 140P6223B0004 to replace a failing roof system at a National Park Service facility in the Midwest Region. The solicitation seeks replacement of the entire roof system, including repair or replacement of all damaged soffits, fascia, gutters, and downspouts. Bidders must also be prepared to repair any affected landscaping or grass in lay-down areas. The questions and answers provide clarification that a roof venting system must be installed, and that structural repairs to the decking may require evaluation by an engineer given additions to the original building. Repairs must also ensure the new metal roofing does not oil can.

QUESTIONS & ANSWERS
140P6223B0004 – PERI VC ROOF REPLACEMENT
1. Will the contractor be required to install a roof venting system to avoid moisture and heat build-up in the attic?
A. Pg. 17 (1.2)
2. SPF voids manufacturer warranty due to ventilation issues. There is a possibility of installing 2x4 lathes and new decking (on top of the existing) to create an air space. We are not sure if this is acceptable AND a structural engineer would need to verify the existing structure would hold this additional weight. We assume not as much sagging/bowing in the current decking.
A. Pg. 13 (9.3), Pg.16 (11.5), Pg.17 (1.2), Pg.20 (1.9), Pgs. 21&22 (2.2), Pg. 24 (D), Pg. 25 (E), Pg. 30 (4),
3. The plans mention it is the contractor’s obligation to repair framing in a way that the metal does not oil can. Again, a structural engineer and possible architect should design the repairs needed. This building has been added onto multiple times and fixing the deck/trusses might not be possible in a way that keeps the metal from oil canning.
A. Pg. 17 (1.2) Pg.23 (G)
4. Does the Government wish to replace all soffits and fascia, or only the damaged portions?
A. Yes Pg. 4 (B), Pg. 17 (1.2) Pg. 22 (E), Pg. 23 (L) Pg. 28 (3)
5. Does the Government wish to replace all gutters and downspouts, or only the damaged sections?
A. Yes Pg. 4 (B), Pg.17 (1.2), Pg. 23, Pg. 28 (3)
6. In the event that the lay-down area or the surroundings of the building are disturbed, will we be responsible for repairing any affected grass or landscaping?
A. Yes Pg. 8, (3.5), Pg. 9 (B), Pg. 10 (5.1)
