The following are Questions and Answers that have been received:
Question: For the Fordyce building which downspout is the NPS wanting the contractor to extend?
Answer: The downspout on the Southeast corner of the building.
Question: For stucco repairs that are non-structural in nature is the NPS wanting the contractor to patch the cracked areas with caulk or completely strip the entire area and repair it?
Answer: For minor hairline cracks, caulk and paint are sufficient. But for larger areas of damage or cracks wider than 1/4-inch, the stucco should be removed and replaced completely. Only the loose stucco should be removed and repaired
Question: Is the NPS wanting the contractor to provide a full-time OSHA 30 on-site superintendent or can subcontractor act as their own superintendent?
Answer: There is not a specific requirement for the superintendent to hold an OSHA 30 card. Per
FAR: 52.236-6 Superintendence by the Contractor
(APR 1984), At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor.
Question: Will the contractor be able to use lift machinery, i.e. scissor lift if proper measures are taken to protect the grounds from damage
(i.e. layout plywood around the building)?
Answer: Yes, contractor may use lift machinery as necessary. Coordinate with COR on areas of protection for landscaping repair and restoration. Contractor is responsible for any damages resulting from lift use during work.

Answer: See previous answer, only minor wood repairs will be done.
Question: Shall the contractor only budget to repair the linear feet of glazing and caulking as depicted in the SOW?
Answer: Yes, use the linear feet that is mentioned in the SOW.
Question: (reference previous question) What if the requirement to glaze more than XXX feet is necessary?
Answer: That will be considered and if needed would be considered a change. Provide a bid on the amount as stated in the SOW.
Question: Will the NPS please allot the contractors separate NTE budgets that contractors should account for in their price for window glazing and window wood repair?
Answer: Include only the amount as stated in the
SOW. Any needed repairs beyond the stated amount would be considered a change an will be handled accordingly.
Question: The south wall of the Maurice bathhouse is in extremely bad shape. The sand finished stucco has been repeatedly patched over for the last 25 years and has too many uneven surfaces to patch it and make it look right. Does the NPS want this area completely torn off and replaced or does the NPS want the contractor to caulk and fill the hairline cracks and paint it?
Answer: Fill the hairline cracks and paint it.
Question: On the admin building, about 80% of the stucco chamfered edge around the perimeter base of the building has separated from the foundation and is ready to break off. The entire chamfered edge needs to be repaired to preserve the integrity of the building. Will the NPS instruct the contractors to strip the stucco around this edge and repair it or will the NPS want to avoid this and lightly clean and paint it?
Answer: The repairs are not included in this project, only do what is included in the SOW.

Answer: The compliance has already been accomplished by the government.

Answer: Yes, the government does have the paint colors.
Question: The specs state to paint all of the exterior metals (which includes handrails) with an oil-based paint, however, we think that it is best to use an epoxy based paint. Epoxy will last longer and won¿t chip or fail. Will the NPS consider replacing this oil-based requirement with an epoxy system?
Answer: Remain with oil-based paint and metal primer for exterior metal handrails.
Question: Please refer to Attachment 1, Specification section 01 10 00 ¿ 5 para 1.2D ¿

Question: Will the Contracting Officer please increase the Pop to 150 days from NTP? This work will be performed during the winter months and timing for good painting weather and the holidays will become an issue.
Answer: The requested performance period was considered and due to the timing, an extra 30 days has been added to the performance period.
The total performance period has been changed at the beginning of this amendment.
Question: Will the NPS issue a sales tax exemption certificate for this job?

Question: The requirement at the Fordyce
Bathhouse calls for 12,000 square feet of tuckpointing but it only specifically calls out for a few places. This leaves a lot of uncertainty. The pictures below show several shots of the building where the mortar has discolored. Are these the places where the tuckpointing should occur?
Answer: 12,000 sf covers all the brick except the white glazed brick on the building. Does not include the white tiles on the front of the building.
Question: Is it the entire building excluding the white glazed brick?
Answer: 12,000 sf covers all the brick except the white glazed brick on the building. Does not include the white tiles on the front of the building.
Question: What about the large white tiles?
Answer: 12,000 sf covers all the brick except the white glazed brick on the building. Does not include the white tiles on the front of the building.
Question: The white tiles on the front of the building (under the patio) have a lot of missing, loose, or cracked mortar. Does the NPS want these areas tuckpointed as well?
Answer: 12,000 sf covers all the brick except the white glazed brick on the building. Does not include the white tiles on the front of the building.
