Upholstered Seat Cushions Replacement Lincoln Home National Historic Site

Springfield, Illinois

PART 1 – REQUIREMENTS

A. Project Description

1. Lincoln Home National Historic Site Visitor Center has two theaters known as Theater 1 and

Theater 2 in which visitors watch movies about Abraham Lincoln. Each theater has wooden benches that are mounted in place, and are covered with fabric seat cushions. This project involves the detachment, removal, disposal, and reclamation of the existing 83 worn-out upholstered seat cushions from the wooden bench seats, and the fabrication, installation and attachment of 83 new in-kind fabric-covered seat cushions onto the wooden bench seats in Theater 1 and Theater 2. Additionally, about 5 inches of additional fabric has been sewn to the seat cushions and stapled to the bottom of the wooden bench seats. During demolition this extra fabric will be removed and disposed of; and during installation new fabric sewn/attached to the wooden bench seats. So the Theaters can remain open and available to Park visitors, demolition of the existing cushions will not occur until the new seat cushions are ready to be installed.

2. The Contractor shall provide all skilled and qualified labor and supervision, materials, supplies, tools, equipment, off-site facility(ies), installation products and accessories, and incidental services to provide and complete the above fabrication, demolition and installation. Fabrication of the seat cushions is to occur off site of Lincoln Home National Historic Site; however, installation will occur at the Lincoln Home National Historic Site, Visitor Center Theaters, 426 S. 7th St, Springfield Illinois 62701.

Theater 1 – (See Photos found at Attachment 2) The eight rows of wooden bench seats in Theater 1 have the below number of individual fabric covered seat cushions.

• Eighth row has 4 seat cushions o See Attachment 2, Theater 1, Photo 3 of 12, Back Row Benches

The size of these cushions varies from row to row. The benches that need to be covered with seat cushions have an estimated width of 18” and an estimated total linear feet of 267 feet.

Theater 2 – (See Photos found at Attachment 2) The five rows of wooden bench seats in Theater 2 have the below number of individual fabric covered seat cushions.

The sizes of these cushions vary from row to row. The benches that need to be covered with seat cushions have an estimated width of 18” and an estimated total linear feet of 103 feet.

2. The Contractor shall provide the fabric, cushions, and all materials to custom-fabricate about 83 new seat cushions that vary in size from approximately 30” wide x 18” deep x 6.5” high (height includes 2.5” thick seat cushion plus 5” of additional material sewn to cushion and stapled to bottom of bench seat) to 7’ wide x 20” deep x 6.5” high (height includes 2.5” thick seat cushion plus 5” of additional material sewn to cushion and stapled to bottom of bench seat).

3. The Contractor shall also provide extra (and the same fabric) for the Park to reupholster two of the cushions at a later time due to excessive wear or accidental damage by visitors. The amount of fabric to be provided shall be adequate to reupholster two seat cushions in the Theaters having the largest dimensions. The dimensions should also include the additional material that is needed to sew cushion and staple to bottom of bench as described in the preceding paragraph 2.

4. The Contractor shall schedule with the Lincoln Home National Historic Site staff the times and dates to remove worn-out seat cushions and install new seat cushions.

5. The Lincoln Home staff will remove and then re-install the wooden backing and metal backing on the bench seats before and after the contractor, respectively, has removed the old seat cushions and installed the new seat cushions.

6. One of the theaters will remain open to the public at all times during the daily Visitor Center hours of 8:30 a.m. - 5:00 p.m. local time. The demolition and installation of the theater cushions shall be done one theater at a time; the starting of the demolition and installation of the seat cushions in the second theater should not occur until the demolition and installation of the seat cushions in the first theater have been completed by Contractor and accepted by the Contracting Officer. To minimize the length of time each Theater is closed, it is expected that Contractor will, with the exception of weekends and federal holidays, be on site performing each day.

7. There shall be a workmanship warranty of a minimum of one year and an unlimited materials warranty for at least 3 years, excluding material abuse and/or damage.

8. The contractor shall execute this project in a neat, orderly, and timely manner so as to complete the entire work under this contract within ninety (90) calendar days after receipt of the award and within the combined number of *business days for removal and installation as quoted by Contractor in

Attachment 3, Quoter’s Price Schedule. The removal and installation time is not in addition to the ninety (90) calendar days; rather, it is included as part of the ninety (90) calendar days.

*Business days are Monday through Friday, excluding federal holidays.

9. To ensure the interests of the Park are best served, the Contracting Officer shall appoint a key individual from the Park as Project Inspector for this project.

B. Qualifications. Provide the following information when submitting quote:

1. The Contractor shall submit to the Contracting Officer the name(s) and resume(s) of the individual or individuals who shall be the Contractor’s Project Manager(s) to oversee and have authority over the different phases of this project; those are, Phase 1 - product recommendation and fabrication, and Phase 2 - demolition and installation. The individual designated as the Project Manager for the demolition and installation phase shall be onsite at Lincoln Home while the demo and installation is being performed and shall have authority over the personnel performing the work.

2. The Contractor shall submit with his/her quote, references for at least two (2) comparable projects completed within the past two (2) years by Contractor (or Contractor’s subcontractor who will be performing the work), that have been similar in size and scope of that described in this solicitation.

For each completed project the contractor shall provide the name of the company/individual for whom the work was completed, along with a contact name, phone number, e-mail address, project description, and if possible, photos of completed project.

3. The planning, calculations, layout, installation and attachment of the seat cushions shall be performed by an individual (or individuals) who are experienced fabric installers, have knowledge of the fabric textile industry, and each have a minimum of five years of continuous experience in performing planning, calculations, layout and installation in the commerce of fabric and upholstery trade.

Contractor is to provide resumes of the individual(s) entrusted with these tasks in performance of the contract.

4. The individuals named and submitted by Contractor, shall be the same individuals performing the work as specified. Changes shall not be made without written approval by the Contracting Officer.

C. Conditions. Contractors are encouraged to schedule a site visit, to inspect the site and to satisfy themselves regarding the conditions that may affect the cost of the products and performance. A site walk-through may be arranged by contacting the Contracting Officer or the Park’s Project Inspector. The Contractor shall be responsible for the verification of all work details, materials, measurements, and other factors prior to submission of a quote. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

D. Material. All materials and products for this seat cushion replacement project shall be new and current products of manufacturers who regularly engage in production of such products and materials.

PART 2 – JOB CONDITIONS

A. Structures. The fabrication of the cushions shall be done at Contractor’s facilities or that of its subcontractor(s). The demolition and installation phase of the project will be done in the Lincoln Home Visitor Center, Theaters 1 and 2, located at 426 S. 7th St, Springfield IL 62701.

B. Public Use Areas. Since the Visitor Center is open to the public, extreme care shall be used when entering, leaving, and operating on park grounds. Theater 1 and Theater 2 work areas shall be roped off or barricaded by the Contractor in order to prevent public ingress and egress to the work areas.

C. Site Features. The Contractor shall use extreme care to protect site features from damage. Any damage resulting from the Contractor’s operation shall be repaired and/or replaced with like-in-kind material to their original condition and/or configuration at no additional expense to the government.

The repair/replacement shall be approved by the Contracting Officer.

D. Hours of Work. One theater at a time will be made available to the Contractor for removal and installation of the seat cushions between 8:00 a.m. and 4:30 p.m. local time, Monday through Friday.

No work shall be performed on Saturdays, Sundays, or federal holidays, unless requested by the Contractor and approved in advance by the Contracting Officer; if work on these days is approved it is at the expense of the contractor.

E. Security. The Contractor shall be solely responsible for the security of the job site, and for all project work and materials until receipt from the contracting officer of the written notification of final acceptance of the contracted work.

F. Clean-up and hauling protection. All debris shall be removed from the site daily. Disposal of debris on government property shall not be permitted. Contractor is required to furnish all permits required for the hauling and disposal of all debris and to comply with all local and state regulations.

G. Inspection. During installation, the Park’s Project Inspector and/or Contracting Officer shall periodically conduct interim inspections.

PART 3 – SUBMITTALS

A. Material Submittals – Contractor is to furnish to the Contracting Officer for approval:

1. For verification of texture and color, provide for approval an 18” x 18” sample of the selected fabric for the seat cushions and the additional trim fabric that will be sewn to the seat cushion and stapled to the bottom of the bench seats.

2. Provide for approval an 18” x 18” sample of the foam that will be used for the seat cushions.

3. Provide for approval a sample of the 10” x 10” fiber filling for the seat cushions.

4. Provide for approval a sample upholstered seat cushion with ¾”piping and attached trim fabric according to the specifications of this contract.

5. Provide a MSDS sheet for all adhesives used for this project.

6. Provide cut sheets/specifications of each of the materials identified above.

7. Provide certificate of reclamation for reclaimed seat cushions and for scraps, products, fabric and accessories used for the demolition and installation of the new seat cushions.

B. Quality Assurance

1. The work of this project shall conform to the latest edition, at the time of the quote, of each of the following codes and standards:

a. American National Standards Institute (ANSI) A117.1

b. American with Disabilities Act

c. Rehabilitation Act of 1973

d. ASTM International Textile Standards

e. Illinois State Building Codes

f. Textile Products Identification and Labeling Act

g. Uniform Building Code current edition

h. Uniform Fire Code current edition

2. The individuals named and submitted by Contractor in Contractor’s quote, shall be the same individuals performing the work as specified. Changes shall not be made without written approval by the Contracting Officer.

3. The Contractor shall be responsible for obtaining all required city or state work-related permits.

PART 4 – MATERIALS

A. Seat Cushion Fabric and Extra fabric sewed to cushions and attached to bottom of benches

1. Must use new, durable fabric that will withstand high daily traffic (about 300,000 annual visitors sit on the seat cushions to watch 25-minute movies that play every 30 minutes, from 9am-5pm, daily).

Fabric should pass the 100,000 double rubs Wyzenbeek test method.

2. Fabric should be of a neutral color and have a pattern and texture that hides dirt easily.

3. Fabric should be stain resistant; staff should be able to use environmentally friendly cleaners to spot clean the fabric.

4. Fabric should be flame resistant and meet test criteria for UFAC Class I and NFPA 260A.

5. Fabric should pass the OEKO-TEX ® Standard 100 test criteria.

6. Fabric should be water resistant.

7. Fabric should be cut into a rectangular shape with rounded edges to cover the variety of seat cushion sizes.

B. Additional seat cushion trim fabric will be sewn to the seat cushions and attached to the bottom of wooden benches. Must use the same new, durable, high traffic fabric that is used for the upholstery on the seat cushions.

C. Foam for seat cushions

1. Rectangular, rounded seat cushions vary in size from approximately 30” wide x 18” deep x 2.5” thick to 7’ wide x 20” deep x 2.5” thick.

2. The foam for the new seat cushions should be the same width, depth, and thickness of the foam used for the old seat cushions.

3. Must use new, durable firm foam (not polystyrene) that will withstand high daily traffic (about 300,000 annual visitors sit on the seat cushions to watch 25-minute movies that play daily, every 30 minutes, from 9am-5pm). Foam should be durable enough to last 15 years. Foam must be comparable to high quality HD36 foam or high quality lux foam.

4. Seat cushions should retain their shape, regardless of whether a 25 lb child or 300 lb adult sits on them.

D. Staples or other material to attach seat cushions to benches. Must use new staples or other product that is industry appropriate for material used and the purpose of attaching the fabric to the wooden bench. Product should be sturdy enough to keep fabric attached to benches for 15 years.

E. Fiber filling. Add fiber filling that fills out the edges of the fabric-covered seat cushion so there are no wrinkles in the seat cushion.

F. Adhesives. If used, adhesives for the upholstered seat cushions shall be a product approved by the seat cushion manufacturer.

G. Piping.

1. Cording that is made of durable material and is approximately ¾” in circumference should be used.

2. The same fabric that is used for the seat cushions should be used to create the single piping that will be sewn along the top and bottom edge of each seat cushion.

PART 5 - EXECUTION

A. Examination of Site. Contractor shall visit and carefully examine the site, and shall familiarize himself/herself with the conditions under which the work must be carried out.

B. Upholstery/Fabrication of seat cushions

1. Seat cushion foam will be covered on all sides with selected fabric. See Attachment 2 Photos

2. The same fabric used to cover the seat cushion foam should be used to sew a single piping all around the top and bottom edges of each seat cushion.

3. In most cases, about 5” of trim (extra) fabric should be sewn onto the front, back, and side(s) of each seat cushion and attached by staples or other method approved by the contracting officer to the bottom of each wooden bench seat. As a result, the wooden part of the seat should not be visible on its front, back or sides.

4. Seat cushions should be installed right next to one another and should touch each other in such a manner that the wood part of the seat bench is not visible except for those fabric seat cushions that are attached to the stand-alone seat benches in the theaters (See Attachment 2, Photo 10, Seat Cushions Side-by-Side View).

C. Installation and Removal Work

1. The Contractor shall remove the existing worn-out cushions, the fiber trim stapled to the wooden bench seats and any associated products or materials required to prepare for installation of the new seat cushions. The Contractor shall reclaim the seat cushions and their associated products.

2. The new seat cushions are required to be installed over a properly prepared surface that is suitable for the manufacturer’s specifications.

D. Cleaning. All tools, equipment, surplus materials and rubbish shall be removed from the site upon completion of the contract.

PART 6 – CONTRACT CLOSE-OUT

A. Final Acceptance. The contractor shall submit a written request to the Contracting Officer for a final inspection two (2) business days prior to Contractor’s completion of each of the Theaters. The Contracting Officer shall then schedule a final inspection with the Contractor no later than the third business day after the Contractor’s final inspection request has been received.

1. Deficiencies. Should the Project Inspector determine there are deficiencies that require correction, or work is not entirely complete, the Project Inspector will prepare a punch list of deficiencies that require correction or completion prior to the Government’s acceptance. Contractor shall then have three (3) business days to make the corrections/completion. Contractor shall notify the Contracting Officer in writing when the deficiencies have been corrected/completed and request a final re-inspection. The Contracting Officer shall then schedule the re-inspection with the Contractor no later than one business day after the Contractor’s re-inspection request has been received.

2. Acceptance of the Work

a. Because only one theater may be completed at a time (refer to Part 1, Paragraph A.6.)

upon final inspection of the first Theater, if products and installation are determined to be satisfactory by the Project Inspector, the Contracting Officer shall then make acceptance and issue a Partial Acceptance Letter to the Contractor.

b. Upon final inspection of the second Theater, if products and installation are determined to be satisfactory by the Project Inspector, the Contracting Officer shall then make acceptance and issue a Final Acceptance Letter to the Contractor.

3. Invoicing and Payment

a. Payment to the Contractor for the products and work provided under this contract shall be made upon the Government’s Final Acceptance of the products received and work performed.

b. Contractor is to submit their invoice electronically through the U.S. Treasury’s Invoice Processing Platform (IPP) System found at website http://www.ipp.gov. See the ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS Clause of this contract for additional IPP information and instructions.

c. Payment shall be made to Contractor by electronic funds transfer (EFT). Accelerated payment terms to small businesses apply; that is, payment is to be made to Contractor within fifteen

(15) calendar days from the date the invoice is entered into IPP by the Contractor, provided the Contracting Officer has issued the Final Acceptance Letter to the Contractor.
