About this file
This is a Questions and Answers document from a site visit related to the AGFO HVAC Replacement solicitation (140P6026Q0030) issued by the Department of the Interior National Park Service Midwest Region. The document clarifies project specifications and requirements for contractors bidding on furnace and air conditioning replacement work.
The project requires replacement of both a 2014 model furnace and air conditioning unit at an AGFO facility. Key technical requirements include installation of a new refrigerant line set (25-40 feet in length) routed through the attic and out the soffit to the exterior condensing unit, rather than through existing concealed wall pathways. Park staff has approved this alternate routing to avoid extensive drywall demolition and patching. Contractors must include all wall and ceiling finish repairs necessary to access the existing line set, gas line, and intake/combustion air piping in their base pricing. The solicitation applies Department of Labor Wage Determinations. Small businesses with active SAM.gov registrations and appropriate NAICS codes may bid as prime contractors. The document does not specify response dates, award dates, or pricing terms.

Project title: AGFO-replace furnace and condenser
1. Can new line set route through attic then out soffit to condenser?
A: Park staff is okay with new line set routed up through drywall ceiling in mechanical room, through attic and out soffit to avoid drywall demolition and patching.
2. Does the furnace (2014 model) replace as well as the AC?
A: Yes, park expects furnace to be replaced with the AC
3. Does this project require a new line set, or will a line set flush be acceptable?
A: Park prefers a new line set for this project, rather than a flush of the existing line set.
4. If our company has a SAMS.gov # can we bid as prime contractor?
A: Yes, as long as you have an active SAM registration and are a small business under the NAICS code associated with this solicitation.
5. During the site walkthrough, our local representative observed that the existing refrigerant line set appears to be buried/concealed within the wall. Based on their assessment, removing the existing line set and installing the new line set through the same path may require opening/tearing into the wall.
The specifications state that the contractor shall provide a new refrigerant line set, approximately 25–40 feet depending on routing. To ensure our proposal is accurate and compliant, could you please clarify?
A: Contractor should install a new refrigerant line set using an alternate route, ie. through the attic and out the soffit down to the exterior condensing unit.
6. Are DOL Wage Determinations included/incorporated?
A: Yes.
7. Please confirm if any wall/finish repair required to access the existing concealed line set should be included in the contractor’s base pricing.
A: Yes, wall and ceiling finish and repair required to access the line set, gas line, or intake and combustion air piping should be included in contracts based on pricing.
