About this file

This is a Questions and Answers document for the FOSM Exterior Fire Staircase Replacement federal contract opportunity. The document addresses 11 clarifying questions submitted by potential offerors regarding project scope, bonding requirements, experience criteria, and technical specifications.

Key contract requirements include: demonstration of recent and relevant experience within the last three years performing selective demolition and metal work (not pavement work as originally stated—this was a typographical error); submission of a Payment Bond or Irrevocable Letter of Credit equal to 100% of contract value due within 10 calendar days after award; and no bid bond requirement. Regarding handrails and guardrails, the government's preference is to reuse existing components; however, contractors may exercise discretion provided no additional pricing or scope adjustments are required. The government will extend the solicitation due date through April 15, 2026. Technical clarifications confirm the exterior features solid brick construction with CMU backup, second floor landing anchors are epoxy-anchored through brick into the concrete floor, and the project goal is in-kind replacement without footprint expansion. Contractors are required to field verify existing staircase measurements and are encouraged to use existing mounting points. The NPS will remove and reinstall the Knox Company Life Safety System box before and after construction. As-built drawings are unavailable from the government; Mainer Iron Works (the original installer) may possess copies. The drawings provided by the government were preliminary and based on third-party estimates rather than precise field measurements.

FOSM Exterior Fire Staircase Replacement Questions and Answers listed below:

QUESTIONS:

Question # Question Answer/Response

1. How does the NPS want offerors to price the option of reusing the option of reusing the existing handrails and guardrails?

“option of reusing the existing handrails and guardrails” language is just allowing you to reuse the option of reusing the existing handrails and guardrails as you see fit.” There is no need to price the option of them being used.

2. Will the NPS clarify if a bid bond is required?

The only required bonding for this action is aPayment Bond OR Irrevocable Letter of Credit (100% of the contract value) due within 10 calendar days after Award.

3. “Prior Experience” on the Checklist for Quote Submittal indicates that the “Offeror shall demonstrate recent and relevant experience (within the last three

(3) years) performing mill and overlay repair work for flexible pavement. Will the government confirm that this is the experience they are looking for offerors to provide for this requirement?

That is a typo and should read: “Prior Experience” on the Checklist for Quote Submittal indicates that the “Offeror shall demonstrate recent and relevant experience (within the last three (3) years) performing selective demolition and metal work.

4. Will the NPS extend the due date for pre-bid RFI’s through April 15, 2026, to allow for a thorough review of the solicitation documents?

Yes. An amendment will be executed to extend the solicitation quote due date.

5. 1. During the site visit, The National Parks Service POC stated that they are wanting the existing handrails and guardrails to be reused on this project. In a previously submitted RFI, the response to Question 1 about reusing the existing handrails and guardrails stated, “option of reusing the existing handrails and guardrails” language is just allowing you to reuse the option of reusing the existing handrails and guardrails as you see fit.”

There is no need to price the option of them being used.”

Please confirm whether the Government is directing the

The government’s preference is to reuse existing handrails and guard rails;

however, contractors may “reuse as you see fit” or “at the Contractor’s discretion” provided there is no additional pricing or scope adjustments required.

Contractor to reuse the existing handrails and guardrails as part of the base scope of work, or if reuse remains at the Contractor’s discretion with no additional pricing or scope adjustment required.

6. Will the Government confirm if CMU is behind the brick on the exterior of the building?

See interior photos showing interior “half block” CMU construction with solid brick veneer on the outside below. Alos photos can be provided by request.

7. Will the Government confirm if the brick is brick veneer or solid brick?

Solid Brick (exterior)

8. Page 23 of the Attachment 01 Specifications depicts the second floor landing and its connection to the building. Please confirm how the second floor landing is anchored to the building structure. Specifically, are the anchors installed into the CMU wall, or are the bolts attached to an interior structural element of the building?

Existing conditions reveal a concrete floor separating the 1st and 2nd floors of the building. The existing mounting bolts are anchored through the exterior brick and into the concrete floor of the 2nd floor office space using an Epoxy anchoring product.

9. Appendix C Project Drawings of the Attachment 01 Specifications includes a note requiring the Contractor to field verify all dimensions. During the site visit, it was observed that when using the provided dimension of 192 1/8 inches, the entry location of the stairs would be located within a few feet of the existing curb shown in the photo below. Please confirm whether the Government will provide updated drawings or shop drawings with revised and more accurate measurements that align with the existing staircase conditions.

The drawings provided were produced by a third-party company to obtain an idea of size and dimensions. The goal of the project is to replace in-kind and style and reuse existing concrete anchor points. The government does not desire to expand the staircase footprint. Contractors are requested to field verify existing staircase measurements and site conditions and encouraged to use existing mounting points

10. Will the Government provide the as-builts for the existing staircase?

The Government does not hold a copy of the As-Built drawings. The original installer Mainer Iron Works may have a copy.

Mainer Iron Works, 1001 S. P Street, Fort Smith, AR. (479) 785-2577 (Mark Mainer, Owner)

11. The existing staircase includes a Knox Company Life Safety System box, as shown in the photo below. Please confirm whether the Government requires this box to be removed from the existing staircase and reinstalled on the new staircase. If removal and reinstallation are required, please identify the Government point of contact responsible for coordinating access to open the box for this work.

NPS will remove the Knox box prior to the start of the project and reinstall after project completion.

Also, as FYI, the drawings submitted call for the top landing to be “even” with the floor level at the top of the staircase. MWR Authority Having Jurisdiction just recently confirmed. We are permitted to have a “step-down” from the interior office space leading to the exterior landing of the staircase. Because we are “replacing an existing structure in-kind” we are permitted to have the step-down as currently exist.
