About this file
This document is a Contractor Questions and NPS Response file addressing clarifications for the PEVI - Perry's Victory and International Peace Memorial Generator Services contract (140P6026Q0012). The file addresses ferry logistics and site access, clarifying that contractors are responsible for all ferry costs and transportation of personnel, vehicles, and equipment to South Bass Island, Ohio, with Miller Ferry contact information provided for load-bearing specifications. The contract is for annual preventative maintenance of generators and transfer switches, with all inspections, certifications, preventive maintenance, and load bank testing scheduled to occur once annually in August in accordance with industry standard practices.
The response clarifies that this is a service contract focused on general maintenance with no on-call or emergency response capability requirement, though contractors should expect that generators must function properly after servicing and may be contacted if equipment fails due to improper maintenance. The Government does not provide coordination support for ferry access, and repair work beyond routine maintenance requires separate quotes and Government approval. The solicitation is a Total Small Business Set-Aside under NAICS Code 811310 with a $12.5 million size standard, covering a base year plus four option years. The document does not provide specific KW node information for individual Cummins generators or detailed pricing terms.

PEVI - Perry’s Victory and International Peace Memorial - Generator Services - 140P6026Q0012 Contractor Questions - NPS Response
Ferry / Site Access Logistics
· Are there any specific requirements, restrictions, or coordination procedures for transporting contractor personnel, vehicles, and equipment (including load bank equipment) via ferry to South Bass Island?
The Miller Ferry can give you specifics on what they will carry on the boats.
Email=mblinfo@millerferry.com Phone number=419-285-2421, 800-500-2421.
· Are ferry costs and logistics considered the contractor’s responsibility, or is there any coordination support provided by the Government?
Ferry costs are the contractor’s responsibility.
Emergency / Unscheduled Response Expectations
· While the scope outlines annual preventative maintenance, is there an expected response time for unscheduled repairs or generator failures?
This is a service contract for annual general maintenance. If there is a repair that is needed to any generator, the contractor shall contact the parks point of contact for further steps to take. Most likely a quote will be asked and needed and approval will need to be granted for any repair work needed.
· Should contractors plan for any level of on-call or emergency response capability, particularly during winter months when ferry access may be limited?
There is not an on-call needed level of response for this contract.
Expectations in the winter season.
· What if power shuts down will we be expected to try to go out there to fix? I know the ferry will probably have cancellations or delays that will prevent our team and trucks from getting access.
If the power to the island is out or lost, we would expect the generators to work properly. If the generators do not work properly due to not being serviced correctly then yes, the contractor would be expected to repair. The contractor may be the first information call the parks make if the generators do not work properly.
Can you please provide me with the “KW Node”, for each of the cummins generator associated with this solicitation?
Please specify for me the specific intervals/schedule per year that the inspections, annual certification, preventative maintenance, and load bank testing are to occur?
Once a year in August.
