About this file
This is a Contractor Questions and Answers (Q&A) document containing 27 questions and National Park Service (NPS) responses regarding the Nicodemus National Historic Site tuckpoint masonry and painting project (Solicitation 140P6026Q0003). The document clarifies technical specifications and site-specific requirements for the contract work.
Key clarifications include: mortar and paint analysis are not required; window glazing has tested positive for asbestos (15% Chrysotile type, nonfriable), requiring NESHAP compliance for removal except for 16 soft-glazed windows replaced in 2023; lead-based paint testing from 2002 indicated no lead on prepared surfaces; metal frames require bare metal preparation only if incompatible primers are present; wood trim painting requires only light scraping of loose paint; tuckpointing beyond 375 square feet requires modification and cost adjustment; power washing is limited to 100 PSI without Contracting Officer Representative (COR) approval; both interior and exterior window surfaces require cleaning, reglazing, priming, and painting; stone repair is preferred over replacement to maintain historic materials; holes from light/sign attachments should be filled, but historic quarrying holes should remain unfilled unless they penetrate entirely through the stone or show water damage; broken stone under the lintel may be repaired with COR-approved samples; and the contractor must conduct asbestos testing and remediation for glazing removal and replacement. Water and electrical services are available on-site without metering charges. The estimated masonry cleaning area is 3,747 square feet, with the chimney included for tuckpointing where mortar is loose and cracked.

Contractor’s Questions – NPS Response – Rev. 2 NICO - Nicodemus NHS - Tuckpoint Masonry & Painting - 140P6026Q0003
1. Will a mortar analysis be required?
No, analysis required. Instructions for mixing on page 2 and 3 of scope of work (SOW).
2. Will a paint analysis be required?
No. Refer to SECTION 099113 EXTERIOR PAINTING Part 1 & 2 for acceptable products to use and ensure paint color match.
3. Has glazing on windows been tested for asbestos?
Yes. Positive. 15%. Chrysotile type. Nonfriable
4. Does all window glazing need to be treated as Category 1 ACM?
Around 16 lights with their glazing were replaced in 2023 by NPS staff on the west facing windows. This is a soft glazing and COR Tyler Blind can help identify if needed, he’s the one who put them in. All other glazing must follow NESHAP regulations for removing the identified asbestos type.
5. Are storm windows inside removable?
Yes, they’re removable. They’re screwed into their own form, separate from the windows to be worked on and disconnect from their frames.
6. Are wood trim areas expected to be painted at windows?
Yes, painting for exterior wood is for all exterior wood.
7. If wood is to be painted has existing been tested for lead?
From the hazardous materials report in 2002. Lead-Based Paint, none of the prepared surf aces tested were determined to contain lead-based paint.
8. has paint on metal windows been tested for lead?
From the hazardous materials report in 2002. Lead-Based Paint, none of the prepared surf aces tested were determined to contain lead-based paint.
9. Can pictures be supplied of a sample window in its entirety?
Refer to part 3.2 in specification section 099113 addressing preparation of surfaces. Part 3.2 E, removal of rust, loose mill scale, shop primer, as well as Part 3.2 C. cleaning substates of materials which impair the bond, which includes incompatible paints and encapsulants. If this is conducted and existing coating is not incompatible with new primer and paint system, then existing paint system can remain.
10. Are metal frames expected to be cleaned down to bare metal before repainting?
Bare metal frames are only needed if incompatible primers are present. Reprime substrate with compatible primers or apply tie coat as required to produce paint systems indicated
11. Expectations to protect the ground while using lifts?
Use mats or other materials to protect the grounds from lifts wheels, scaffolding wheels, or other equipment.
12. Any replacement of broken or missing stone or filling in stones with holes?
Yes, COR to deem where necessary.
13. How much paint to remove from wood trim during painting?
Only loose paint materials. A light scraping is all that is required. Any scraping that removes wood is too aggressive of scraping.
14. Is there any tuck-pointing or cleaning of foundation stone? (Basement access area) No, this area is not included in the estimated 3747 sq ft of masonry to be cleaned.
15. Housing in the area?
Small motels in Hill City, Stockton. Hotel in Ellis. And camping at Lake Webster nearby.
16. Rental equipment for lifts?
United Rentals in Hays KS.
17. Nearest hardware store.
Do It Best in Hill City, KS. 15-minute drive straight west on highway 20.
18. Polyurethane on perimeter to be used?
SECTION 040140.62 STONE REPOINTING 3111127 3.2.E. For masonry pointing. Pointing with Sealant: NA
19. Chimney to be tuck-pointed?
Yes, Chimney is to be tuck-pointed where mortar is loose and cracked.
20. Will there be pay amendments if more than 375 sq ft of mortar is tuck-pointed?
Any tuck-pointing over 375 sq ft set amount would need to be agreed upon through a modification.
21. Can a power washer be used for cleaning the stone?
Start with least aggressive method, nylon bristle brush. No application of over PSI 100 can be used without COR approval.
22. Water or electrical access?
On site. 311127-Div-01 Clean-Tuckpoint_FPI Review 3.3.D.2 2-3. Water Service: Water from existing water system is available for use without metering and without payment of use charges. Provide connections and extensions of services as required for construction operations without any additional permit costs. Use resources wisely and minimize waste of water.
Electric Power Service: Electric power from existing system is available for use without metering and without payment of use charges. Provide connections and extensions of services as required for construction operations without any additional permit costs. Power may or may not meet your construction power tool requirements, provide generators if questionable. Use power in a resourceful manner and avoid excess power waste.
23. Windows - The solicitation states that both the inside and outside of the windows will need to be cleaned, reglazed, primed and painted. During the site visit, the COR, Tyler Blind, said that the inside of the windows does not need to be done. He said the staff at Nicodemus would be able to do that themselves. Please confirm whether the directions in the solicitation are correct – that both the inside and outside of the 16 windows are to be cleaned, reglazed, primed and painted.
COR was incorrect in the information he shared about the windows. Follow the solicitation directions on the work to be done to the windows. Both the inside and outside of the 16 windows are to be cleaned, reglazed, primed and painted.
24. Near Window on North Side of the Building – A corner of one of the stones under the lintel has been broken. It may be more effective to repair the existing stone as to produce a closer match in terms of color and texture. Would the government consider this as a viable option rather than replacing the stone?
Repairing the broken stone is a better approach to keep the historic materials enact. A sample of the stone matching would be required for approval by COR before attempting repair.
25. Area Above the Entrance Door – There are penetrations in the stone and mortar as a result of a light or sign being hung there in the past. Is it the government’s desire to fill or patch the holes in the stone? In addition, there are approximately 3 holes on the structure that appear to be left from the quarrying process and appear to be historically accurate and have probably been there since originally constructed. However, the government may want to consider patching/plugging the holes in an attempt to minimize water penetration/damage. Please advise.
Fill the holes where lights were attached. The quarrying holes are to stay to maintain original historic appearance. No filling these holes unless the holes exist through the entirety of the stone, or evidence of visible water damage, past/present is found inside or outside of structure.
26. Should we prepare a unit cost (per sq. foot or per linear foot) for what may be over and above what is outlined in the solicitation?
A pre-approved unit cost would be requested. Anything over would need to be approved by CO and COR prior to going over outlined solicitation amount of 375 sq ft.
27. Based on the attached governmental information, will the successful bidder need to conduct asbestos testing and or remediation on the inside of the building?
As clarification to the government furnished report, the glazing of the windows is located entirely on the interior of windows. Whether the reference to 'exterior glazing' testing positive for asbestos was intended to reference 'interior glazing', the visual characteristics of the interior glazing have a resemblance to non-friable asbestos. The Contractor shall provide testing to document results and conduct necessary process for portions of glazing required to be removed and reglazed.
