About this file
This is a clarifications document for the GRPO - Mile Creek Stone Trail Bridge construction project, issued by the Department of the Interior National Park Service Midwest Region under Solicitation Number 140P6026B0005.
The document addresses two contractor inquiries regarding specification requirements. First, it clarifies the native soil requirement for surface restoration, specifying that all imported topsoil must be certified archaeologically clean and free of invasive species, with physical and chemical properties matching the existing landscape. Contractors must identify the geographic source of topsoil and provide a signed letter of no-contamination and no imported artifacts from the supplier, along with test results verifying texture, organic matter, pH, and nutrient profile—either from the supplier's documentation or from a certified laboratory, the University of Minnesota Soil Testing Laboratory, or per MnDOT specification 3877.3. The clarification also amends the Submittal List to include these documentation requirements. Second, the document addresses a contractor concern regarding asphalt installation logistics, noting that the nearest asphalt plant is located 3 hours away in Duluth, Minnesota. The Park confirmed it is aware of this distance and maintains its requirement that the asphalt mix be installed as specified in the construction documents, regardless of potential weather-related challenges in maintaining adequate temperature during transport and installation.

1. Can you clarify the Native Soil requirement?
As a matter of clarification, Surface Restoration Note #5 on plan sheet C2.1 shall be revised as follows:
All imported topsoil shall be certified archaeologically clean and free of invasive species. Imported soil must physically and chemically match the existing landscape. Contractor must identify the geographic location of where the topsoil was excavated and provide a signed letter of no-contamination and no imported artifacts from the supplier as well as supplier's test results. If supplier does not have test result documentation, contractor must provide test results from a certified laboratory, University of Minnesota Soil Testing Laboratory or per MnDOT specification 3877.3, testing for texture, organic matter, pH, and nutrient profile.
As a matter of clarification, the Submittal List shall be amended to include the following items shown below:
2. The closest plant for asphalt is 3 hours away in Duluth, MN. I am not sure if the Park is aware of that, and yet it wants us to meet MNDOT specs, which could be a little difficult if the weather is cooler up there at the time when the work is being done with that far of a distance to try to hold the heat for that mix. Please clarify.
The park is aware of its distance in proximity to the nearest asphalt plants and the asphalt mix noted within the construction documents is to be installed as specified.
