INTRODUCTION
The Na onal Park Service (NPS) is contrac ng an interpre ve strategic plan for Brown v. Board of
Educa on Na onal Historical Park (BRVB) in Topeka, Kansas. The park is comple ng a revised founda on document that includes revised interpre ve themes. The contractor will use the last Long‐Range
Interpre ve Plan and the revised Founda on Document as a star ng point for developing a new
Interpre ve Strategic Plan. Project ac vi es include focus group mee ngs with park staff and park stakeholders in Topeka, Kansas; Farmville, Virginia; Wilmington, Delaware; Washington, DC; and
Summerton, SC.
This strategic plan for interpreta on will:
Priori ze and allocate staff and funding
Inform finer decisions on interpre ve programming
Inform decisions on park opera ons that affect interpre ve programming
Communicate the park management’s priori es and vision to staff, higher level management, partners, and stakeholders
Jus fy requests for staff, funding, and partnerships
The Interpre ve Strategic Plan will take into account strategic plans of the Midwest Region, the Na onal
Park Service, and the Department of the Interior, as they may be relevant to interpreta on, educa on, and visitor services. Since the park already has a long‐range interpre ve plan, this Interpre ve Strategic
Plan will not have all the features of a long‐range interpre ve plan. It will refer to and in some ways update the exis ng long‐range interpre ve plan. It will share with the long‐range interpre ve plan the goal to recommend the most effec ve, efficient, and prac cal way to implement the interpre ve themes in the founda on document.
BACKGROUND
Brown v. Board of Educa on Na onal Historical Park preserves 3.15 acres of land including the former
Monroe School at 1515 SE Monroe Street in Topeka, Kansas. The Monroe School was one of four segregated elementary schools in Topeka for Black children. The park commemorates the landmark 1954
United States Supreme Court decision in Oliver Brown et al. v. Board of Educa on, which unanimously ruled that segrega on of children in public schools by race was uncons tu onal. In 1992, President
George H.W. Bush signed legisla on crea ng Brown v. Board of Educa on Na onal Historic Site and in
2004, the park opened to the public on the 50th anniversary of the landmark ruling. In May 2022, President Joseph R. Biden signed the Brown v. Board of Educa on Na onal Historical Park Expansion and
Redesigna on Act, which renamed and expanded the park’s boundary in Topeka, KS; added a new park unit in Summerton, SC; and created five affiliated areas in Delaware, Virginia, and the District of
Columbia.
Addi onally, the park site in Topeka, Kansas, and the affiliated area in Farmville, Virginia, are two of thirteen sites included in a serial nomina on of US Civil Rights Sites for inscrip on on the World Heritage
List. The park’s Interpre ve Strategic Plan will include a sec on that addresses the interpreta on requirements for World Heritage Sites.
The revision to the park’s founda on document is in response to the expansion act and the new responsibili es of the park. Following the revised founda on document and the new version of the park, the Interpre ve Strategic Plan is necessary to reshape the park’s interpreta on, educa on, and visitor services programs to take into account the changes within the park as well as other changes since 2022 that affect park opera ons.
PROJECT METHODS
Park and regional staff do not have the capacity to complete the necessary ac vi es in the crea on of the Interpre ve Strategic Plan. Therefore, the contractor will provide the professional services and exper se necessary to bring the plan into being.
1) The important details will be accomplished through communica on with park staff and other stakeholders. A start‐up mee ng will be held through a conference call to review each item of the Scope of Work and any issues relevant to its successful execu on. An on‐site visit to the parks would also be very helpful in gaining a grasp of the park and its resources. Mee ngs or conference calls will also be u lized for updates on project progress and to discuss dra submi als.
2) The Contractor, in coordina on with the management en es of the five affiliated areas, park staff, and community stakeholders, will convene focus groups in each place to gather informa on that will inform the strategic plan so that it aligns with the interpre ve themes in the revised founda on document. As the park’s mission now includes the new unit in Summerton, SC (in process of being created) and the five affiliated areas, it is essen al that the interpre ve needs of these places be included in the park’s planning.
3) The Contractor will document the discussions in each focus group and provide summaries to the park management.
4) The Contractor will provide a dra plan to park management that will be shared with the stakeholders for comments. The Contractor will provide the final plan to the park for approval.
