About this file

This file contains contractor questions and NPS responses regarding a septic pumping services solicitation for St. Croix National Scenic Riverway. The Q&A clarifies several operational requirements: contractors must follow local/state regulations for septic waste handling in Wisconsin and Minnesota; NPS personnel will always escort contractors; emergency services (with 5-day response time) may be required during flooding events, occurring approximately once every 3 years at specific locations (Osceola Landing and Somerset Landing).

Key details include confirmation that all tanks have accessible 2-foot round manhole covers, contain only septage waste, and contractors must account for seasonal road weight limits during spring thaw. While there are no specific equipment requirements, contractors must ensure their equipment can access all locations, particularly noting the unimproved, steep road with tight turns at Eagles Nest Campground. This is identified as a new requirement with no incumbent contractor. The frequency of pumping and tank sizes are specified in the scope of work (not included in this Q&A document).

Contractor’s Questions – NPS Response

1. Are there any specific certification requirements for septic waste disposal in Wisconsin and Minnesota that contractors must possess?

A: Contractors must follow all local, county, and state requirements and regulations for pumping, transportation, and disposal of septic waste for the states of Wisconsin and Minnesota.

2. What is the estimated annual volume of waste to be pumped from each location?

A: The estimated tank sizes, and estimated frequency of pumping for each location is outlined in the scope of work.

3. Can you provide more details about the emergency service conditions - specifically what constitutes an emergency requiring 5-day response?

A: Some of the locations within the scope of work experience flooding, due to river high water levels. Before or after flooding events occur, the NPS may request emergency pumping, in an effort to contain waste and protect river water quality and / or return tanks to normal operating conditions.

4. Are there any seasonal access restrictions to the facilities beyond frozen conditions?

A: No, however, contractors will need to follow local road weight limits or road bans during spring thaw conditions.

5. Will the government provide keys/access codes for secured facilities, or will NPS personnel always escort?

A: NPS personnel will always escort

6. What is the historical frequency of emergency calls?

A: Estimated once every 3 years at the following locations: Two septic tanks and Osceola Landing, Two vault toilets at Osceola Landing, and one vault toilet at Somerset Landing.

7. Are there any specific requirements for the type of equipment that must be used at each location?

A: No, however, it is the contractor's responsibility to ensure equipment can access each of the locations for pumping and waste removal. The scope of work notes that the road to Eagles Nest Campground is unimproved and steep with tight turns.

8. Is there a current incumbent for these services? If so, what was the TCV? - A: No, this is a new requirement.

9. Is it all septage that is going into the tanks?

A: Yes

10. Do you have 2' round manhole covers that are accessible for all of the tanks?

A: Yes

11. The RFQ mentions that emergency services may be required due to rising water levels of the river. Could you confirm if there are specific conditions or thresholds (e.g., river height, weather conditions) that would trigger an emergency callout, or if it is at the discretion of the contracting agency?

A: If the NPS is aware that rising waters / adverse weather conditions may flood vault toilets, we will request the service. We understand that pumping before a flood may not always be possible, pending the severity of the incident, however, we try and give our best effort.
