About this file

This document contains responses to contractor questions regarding a National Park Service solicitation for exterior painting of buildings and ground features at FOLS. The scope of work involves preparing and painting the Barracks/Hospital, Officer's Row delineation handrail and fences. No lead abatement, glass repair or replacement is required. The flagpole, wooden walkways and boardwalk are excluded. Contractors may use the maintenance road for access and a water hydrant is available for washing equipment. Completed CPARS evaluations can substitute for past performance questionnaires. No page limits apply to the strategy plan, key personnel or previous experience sections. Offerors must complete the checklist, representations and certifications, and CLIN schedule provided.

Contractor’s Questions – NPS Response

1. The picture shown on page 4 of the statement of work indicates that only the Barracks/Hospital, Officer’s Row Delineation Handrail, and the Officer’s Row Fences are to be included in this contract. On page 7, paragraph 1.1 Background, the scope states that only the Barracks/Hospital and Officer’s Row Fences and delineation handrail is included in this scope. However, paragraph 4 on page 8, under Products, includes the fencings and flagpole to use PP520 paint. Additionally, in paragraph 1.2(A)(3), the third sentence states, “Roller applicators for the fences and flagpole…” Please confirm that the flagpole is NOT included in the scope of work.

Flagpole is not part of this scope. Please disregard flagpole.

2. Please confirm that NO lead paint abatement is included in this contract.

Most of the wood features are post 1978 rehabilitation project material as noted with the age of the structure assume that lead paint is present. Delineation handrail was constructed in 2019 no lead similar with the fence just 1990’s construction with pressure treated wood. This is not a lead paint abatement project it is simply prepare the surface and apply new paint coating

3. Within the Statement of Work, paragraph 1.2(A)(2), the second to last sentence in that paragraph states, “After priming fill all holes and imperfection in the finish surfaces with putty or plastic wood filler.” This is particularly concerning regarding the Officer’s Row Fencing. If there are significant holes and damage to the fence planks, the planks should be replaced by the Owner. Adding putty or plastic wood filler to a wood board to repair more than 10% of the board is not cost effective. Please confirm that if more than 10% of the board requires putty or plastic wood filler, that the Owner will replace the board prior to painting, as is stated in paragraph 1.2(A)(5)(c).

This section is in reference to the structure and delineation handrail item only

4. Within the Statement of Work, paragraph 1.2(A)(4) Products, the two Porter Paint color numbers do not exist anymore. In fact, Porter Paint does not exist anymore, as it was purchased by PPG. We can match the color and provide an accurate color match; however it may not be Porter Paint PP631 and PP520. Please advise on how to proceed.

Approved equals are acceptable

5. Please confirm that the glazing referenced in the Statement of Work pertains to glazing putty (i.e., Sarrco Multi-Glaze putty) and that no glass repair or replacement is included in this contract.

No glass is estimated to be replace as part of this work but if broken glass is noted in the performance of the work NPS will repair since we utilize restoration glass.

6. Are movable features that receive paint to be painted closed/shut or are they to be painted to ensure mobility and operability?

Operational

7. Under Item 5 – Submittals, in the Statement of Work document, paragraph 5.2 states, “See attached submittal list Contracting Officer will provide sample cover sheet.” We can not locate the submittal list. Can the GOV please provide the submittal list so Contractors are aware what submittals will be required post-award?

Production Schedule and schedule of values, paint samples or approved equal, putty and fillers or approved equals

8. Is this project tax exempt? If so, will the government provide a tax exempt form to the awarded contractor so that they may provide it to their subcontractors? If not, what is the appropriate tax to be applied to the project?

Yes and Yes

9. There appears to be a maintenance drive on the south side of the Fort, coming from 180th Avenue. Please confirm that Contractors can use this road instead of traversing over the visitor’s bridge, when mobilizing each day; we understand that only one vehicle can be within the Fort area during normal work hours.

Access to work site is via the service road

10. Please confirm that the wooden walkway in front of the Officer’s Row Delineation Handrail is NOT to be painted or included in any way in this contract. Similarly, please confirm that none of the wooden walkways leading to or under the porches of any of the painted or non-painted structures are included in this contract.

Boardwalk is not part of this work

11. The Contractor’s laydown yard is in front of the Fort’s maintenance yard across the street from the Fort. The Statement of Work indicates that water is available and free for use by the Contractor. Can the GOV please clarify if there is a location at this laydown yard or within the maintenance yard for Contractor to wash with water daily the brushes and rollers used?

Water hydrant is available in laydown area.

12. Will the GOV accept a completed, FINAL CPARS performance evaluation in lieu of the Past Performance Questionnaire? Our GOV clients are really busy and sometimes refuse to complete PPQs when there is a completed CPARS evaluation.

Yes, PPQ preferred.

17. The page, “Contractor Core Data” doesn’t appear to be required or included in the “Checklist for Quote Submittal”. Is the Contractor Core Data to be completed and included in Offeror’s proposal or can this information be provided in our Cover Letter?
