SCOPE OF WORK
A. Overview
1. The NPS is seeking proposals to research and report on Mission 66 architecture with a special focus on examples built in the 1950s at Pipestone National Monument, Pipestone, Minnesota.
Historic architecture, ethnography, archeology, and landscape elements were described in NRHP forms (dated 1976), a determination of eligibility of a Mission 66 expanded historic context (dated 2003), and a revised NRHP form (dated 2016). The property covers the entirety of the 301-acre national monument. The purpose of the research is to assist park staff in creating educational programming that will satisfy mitigation measures developed for project compliance with Section 106 of the National Historic Preservation Act of 1966. The proposer will utilize the historic context study entitled “Mission 66 Visitor Centers: The History of a Building Type” (Sarah Allaback 2000) and “Mission 66: Modernism and the National Park Service Dilemma” (Ethan Carr 2007) in order to create the local historic context for Mission 66 development at Pipestone National Monument. The NPS will use the historic context, both national and local versions, to produce an educational online component to the PNM’s webpage or other educational program(s) or product(s) that emphasizes public education on Mission 66 architecture and the park or region’s role in its development nationwide. The NPS will use the historic context and other, applicable existing scholarship, including, but not limited to “Managing the Sacred and the Secular: An Administrative History of Pipestone National Monument” (Hal Rothman and Daniel Holder 1992), Historic American Building Survey (HABS) documentation, and 2003 update to the NRHP Nomination Form for Pipestone National Monument (Cannomo’ke), to produce general education products developed by NPS interpretative specialists with oversight, input and review by the PNM Interdisciplinary Cultural Resources Program Manager.”
