About this file
This is a Questions and Answers document for federal contract solicitation 140P5426R0011, addressing HVAC system replacement at Canaveral National Seashore's Apollo District. Eight questions were received prior to the June 19, 2026 question deadline at 4:00 PM EST.
Key clarifications provided address equipment specifications and acceptable alternatives. The replacement system must include a variable-speed inverter compressor for humidity control, despite the existing single-stage configuration. For the Eldora Estate House, deteriorated underfloor sheet metal ductwork must be removed and replaced with pre-insulated phenolic duct systems; upstairs attic ductwork remains unchanged unless required to support HVAC replacement. For unavailable equipment, such as the 2-ton HP 16 SEER2 packaged variable-speed inverter heat pump specified for Schultz House, contractors may propose the closest commercially available equivalent meeting project intent, with product data submitted for government approval. Field-applied condenser coil coating is acceptable if applied per manufacturer recommendations, maintains warranty coverage, and provides equivalent corrosion protection. Acceptable manufacturers include Carrier, Trane, Lennox, and Daikin; Goodman equipment manufactured by Daikin and ICP (International Comfort Products) manufactured by Carrier are also acceptable provided they meet all performance, efficiency, coastal corrosion protection, and warranty requirements. For underfloor ductwork at Eldora State House, contractors must perform site visits to field-verify existing ductwork dimensions and provide direct replacement while maintaining required free area, as no mechanical drawings are available; only a schematic duct layout on page 5 of the Statement of Work is provided for reference.

QUESTIONS AND RESPONSES
CANAVERAL NATIONAL SEASHORE – REPLACE OF HVAC SYSTEMS AT APOLLO
DISTRICT – 140P5426R0011
Note: The following questions were received prior to the deadline for questions which was 06/19/2026 at 04:00PM EST as per the solicitation.
1. Under Primary HVAC components included: it states, "Single stage heat pump unit" which contradicts "Compressor: Variable-speed inverter for humidity control" under Equipment Replacement Specifications. Just need clarification on this as we do have a few concerns.
Reference link attached.
Response: The requirement for a "single-stage heat pump unit" under the Primary HVAC Components describes the existing system configuration. The replacement system shall comply with the Equipment Replacement Specifications, which require a variable-speed inverter compressor for improved humidity control. Contractors shall propose equipment meeting the replacement specifications.
2. Article 3.3 in reference to the Eldora Estate House: If underfloor sheet metal ductwork can be repaired vs replaced, is this an option? Secondly, will we be providing a proposal to replace the upstairs ductwork shown on page 6?
Response: No. The deteriorated underfloor sheet metal ductwork shall be removed and replaced with a pre-insulated phenolic duct system as specified. The upstairs attic ductwork is not identified for replacement under this contract and shall remain unless otherwise required to support the HVAC replacement.
3. Regarding the location of Schultz House, the required package unit is a 2-ton HP 16 SEER2 compressor inverter, but this unit does not exist. The alternative is a 2-ton HP 14.3 SEER2 rotary compressor. Can this unit be purchased instead?
Response: If a 2-ton packaged variable-speed inverter heat pump meeting the specified efficiency is not commercially available from the approved manufacturers, the Contractor may propose the closest commercially available equivalent that meets the project intent and is as close as practical to the specified ≥16 SEER2 requirement. Product data shall be submitted for Government review and approval prior to procurement.
4. Regarding the condenser coil coating on the 2-ton, 3-ton, and 4-ton condenser inverter units: they will need to be sprayed locally since they are not coated at the factory. Will this present a problem?
Response: Field-applied condenser coil coating is acceptable provided it is applied in accordance with the manufacturer's recommendations, does not void the manufacturer's warranty, and provides corrosion protection equivalent to the specified factory coating requirements.
Documentation shall be submitted with the equipment submittal package.
5. Would Goodman equipment be considered acceptable, as they are also 1,000hr salt spray tested, and a branch of the Daikin family?
Response: Yes. Goodman equipment manufactured by Daikin may be submitted for consideration provided it complies with all performance, efficiency, coastal corrosion protection, warranty, and other requirements identified in the Statement of Work. Final acceptance is subject to Government review and approval of the submitted product data.
6. And lastly, none of the "acceptable" brands to be quoted (Carrier, Trane, Lennox, or Daikin) manufacture a 2-ton variable-speed inverter heat pump packaged system as required in the specs for the downstairs portion of the Shultz House. So, should it be assumed that the next closest available option to 16 SEER2 efficiency would be accepted?
Response: Yes. Where a 2-ton packaged variable-speed inverter heat pump meeting the specified efficiency is not commercially available from the approved manufacturers, the Government will accept the closest commercially available equivalent that satisfies the project intent and is as close as practical to the specified ≥16 SEER2 efficiency. Submit manufacturer's literature with the proposal.
7. Are there any mechanical plans showing the measurements for the duct work that is being replaced under the house at Eldora State House?
Response: No mechanical drawings of the underfloor ductwork are available. The Statement of Work requires the Contractor to perform a site visit, field verify the existing ductwork dimensions, and provide a direct replacement while maintaining the required free area. A schematic duct layout is provided at the bottom of Page 5 of the Statement of Work for general reference only.
8. Can ICP (International Comfort Products) made by Carrier be used for the equipment?
Response: ICP (International Comfort Products), manufactured by Carrier, may be submitted provided the proposed equipment meets all requirements of the Statement of Work, including performance, efficiency, corrosion resistance, and warranty requirements. Final approval is subject to Government review of the submitted product data.
