About this file
This is a Questions and Answers (Q&A) document for federal contract solicitation 140P5426R0004 regarding rehabilitation of Daniel Beard Center interiors, dated April 6, 2026.
The document addresses 16 questions organized into two sections: General Questions and Section C Description/Specifications. Key contractual requirements clarified include: structural engineers must verify all load-bearing conditions for wall openings and shoring; contractors must provide shop drawings for exterior screened porches; raised access flooring removal in the Server/IT room is included in scope; and resilient base shall be used with all new LVT flooring installations. Masonry and stonework must conform to applicable local, state, and national codes, as well as standards established by the Brick Institute of America, Concrete Masonry Association, and Building Stone Institute. Concrete slabs on grade require a minimum 4-inch thickness, welded wire fabric reinforcement, and a 6-mil polyethylene moisture barrier over 4 inches of compacted gravel. Division 21 (Fire Suppression) and Division 28 (Electronic Safety Systems) are not required. Testing and balancing of all systems must follow local and international building codes, standards, and manufacturer recommendations. Thermostats shall be replaced with no Building Automation System (BAS) integration. New ductwork diffusers and returns shall be located as indicated in drawings or as required by code, connecting to existing main trunk lines. Contractors must submit specifications for tankless water heaters meeting fixture loading requirements for NPS review. Dust containment requires temporary plastic barriers with negative pressure fans exhausting to the exterior with adequate dust collection devices. Slab removal for plumbing has no limit except where structural systems would be compromised, requiring coordination with structural engineering.

ATTACHMENT 0004 – QUESTIONS & ANSWERS (Q&A)
Solicitation No.: 140P5426R0004 Project Title: Rehab Daniel Beard Center Interiors Date: 04/06/2026
Instructions: Offerors shall submit questions in writing. Responses will be provided by the Government. The COR shall respond in the space below each question.
SECTION A – GENERAL QUESTIONS
Q1. Confirm inclusion of structural engineer for load-bearing wall openings, shoring, and re-support.
A1 (COR Response):
Yes. The contractor shall be responsible for having a structural engineer verify all load-bearing conditions.
Q2. Confirm requirements for final design/engineering of exterior screen enclosures.
A2 (COR Response):
Yes. The contractor shall provide shop drawings of the design and engineering of the newly screened porches.
Q3. Confirm raised access flooring removal in Server/IT room is included in scope.
A3 (COR Response):
Yes. Raised access flooring in the Server/IT Room is included in the scope.
SECTION B – SECTION C: DESCRIPTION / SPECIFICATIONS
Q4. Provide specification for Division 4 – Masonry.
A4 (COR Response):
Masonry and stonework shall conform to all applicable local, state and national codes and standards, as well as those established by the Brick Institute of America, Concrete Masonry Association, and the Building Stone Institute as described in their current publications.
Q5. Confirm underslab vapor barrier not required.
A5 (COR Response):
Unless otherwise indicated, concrete slabs on grade shall be a minimum of 4" thick and shall be reinforced with welded wire fabric and poured on a 6 mils thick polyethylene moisture barrier over 4 inches minimum of compacted gravel set on undisturbed earth or structural fill. Provide construction, isolation, expansion and control joints as required to maintain strength and appearance, to avoid cracking, and to stabilize differential settlement. Provide trowel finish to interior monolithic slab surfaces that are exposed to view. Consolidate concrete surfaces by finish-troweling, free of trowel marks, uniform in texture and appearance.
Q6. Confirm no resilient base with LVT.
A6 (COR Response):
Resilient base shall be used with the installation of all new LVT.
Q7. Confirm Division 21 is not required.
A7 (COR Response):
Division 21 – Fire Suppression not required.
Q8. Confirm Division 28 is not required.
A8 (COR Response):
Division 28 – Electronic Safety Systems not required.
Q9. Confirm testing and balancing requirements.
A9 (COR Response):
Testing and balancing of all systems shall be performed and follow all local and international building codes and standards and manufacturer recommendations.
Q10. Provide restroom/shower exhaust rates.
A10 (COR Response):
Restroom/shower exhaust rates shall follow all local and international building codes and standards and manufacturer recommendations.
Q11. Confirm thermostat reuse and no BAS integration.
A11 (COR Response):
Thermostats shall be replaced. There is no BAS in the building.
Q12. Provide ductwork relocation details.
A12 (COR Response):
New diffusers/return locations shall be as indicated in the drawings or as required by code.
New ductwork shall connect to existing main trunk lines at the locations shown.
Q13. Provide tankless water heater specs.
A13 (COR Response):
Contractor shall provide a submittal for tankless water heater that meets the loading for the number of fixtures shown. NPS shall review submittal at that time.
Q14. Provide slab cutting/joint control requirements.
A14 (COR Response):
Cutting/joint control shall conform to all applicable local, state and national codes and standards. The products and materials used shall be approved by the American Society for Testing Materials as the most applicable to the work described and the conditions encountered.
CUTTING AND PATCHING GENERAL:
Where required to cut into existing construction to provide for the installation or performance of other work and subsequent fitting and patching, all work shall restore surfaces to their original condition or to the adjoining new surface. Except as otherwise indicated, or as directed by the contracting officer, use materials for cutting and patching that are identical to existing materials. If identical materials are not available, or cannot be used, use materials that fully match existing adjacent surfaces possible regarding visual effects. Use materials for cutting and patching that will result in equal-or-better performance characteristics. Patch with seams which are durable and as invisible as possible. Comply with specified tolerances for the work. Restore exposed finishes of patched areas and where necessary extend restoration into retained adjoining work in a manner which will eliminate evidence of patching and refinishing.
CUTTING AND PATCHING PRECAUTIONS:
Do not cut and patch structural work in a manner that would result in a reduction of load-carrying capacity or of load-deflection ratio. Do not cut and patch operational or safety related components in a manner that would result in a reduction of their capacity to perform in the manner intended.
Q15. Confirm dust containment requirements.
A15 (COR Response):
Temporary walls shall be constructed with plastic barriers to isolate work areas. Negative pressure fans/devices shall be added to workspaces to exhaust dust to the exterior, with adequate dust collection devices on at the exterior to prevent excessive dust from escaping the construction area.
Q16. Provide slab removal limits for plumbing.
A16 (COR Response):
No limit except for where removal would compromise structural systems. Coordinate with structural engineering.
