About this file

This is a Questions and Answers (Q&A) document for federal construction solicitation 140P5426R0004, "Rehab Daniel Beard Center Interiors," dated April 10, 2026. The document addresses clarifications on specifications, deliverables, contract administration, and project requirements submitted by prospective bidders to the Contracting Officer's Representative (COR).

The project requires comprehensive interior rehabilitation work with an anticipated start date of June 1, 2026. Key specifications include Division 4 masonry work for wall infills using concrete masonry units meeting ASTM C90 Grade N-1 with minimum compressive strength of 1500 psi and ASTM C270 Type M mortar, with horizontal joint reinforcement at 16-inch centers. The contractor must furnish and install restroom signage (Men's, Women's, and two Family Restrooms), a standard commercial 72-inch barn door for the Conference/Secure Storage Room, laundry and breakroom appliances, and a replacement screen enclosure at the rear of the building in similar style to the existing west-side enclosure. All existing utilities must be accurately located by the contractor prior to construction; no hazardous materials are anticipated, and the project is not tax-exempt. The building will remain occupied during construction with work scheduled to minimize disruption to National Park Service operations. The performance period may be extended based on material and equipment lead times. One individual may serve as both Superintendent and Safety Manager, though the QC Manager must be a separate person. Past performance requirements for award must demonstrate the bidding contractor's experience as a prime general contractor on similar or larger-scope projects, not subcontractor experience.
