About this file
This is a Request for Quotation (RFQ) for commercial services issued by the National Park Service for UAS-based detection, mapping, precision herbicide treatment, spatial-data delivery, and reporting of invasive plant populations at Everglades National Park in the Shark Valley/L-67 Extension Canal project area. The solicitation number is 140P5426Q0043, issued September 2, 2026, with quotations due September 15, 2026, at 5:00 p.m. Eastern Time. This is a 100% small business set-aside under NAICS 562910 (Remediation Services) with a $25.0 million average annual receipts size standard. The contract is firm-fixed-price with an initial performance period from award through June 30, 2027. A pre-quote site visit is scheduled for September 8, 2026, at 10:00 a.m. Eastern Time at the L-67 Extension gate on U.S. Highway 41.
The Statement of Work requires the contractor to survey 100% of the approximately 2,087-acre designated project boundary (814 estimated infested grid acres and approximately 20 acres of estimated invasive-plant canopy) and treat 100% of detected target Melaleuca quinquenervia and Lygodium microphyllum using UAS-based herbicide application. Work is organized into four priced CLINs: CLIN 00010 covers project planning, regulatory coordination, mobilization, and staging; CLIN 00020 covers UAS mapping and detection with GIS/spatial data delivery; CLIN 00030 covers precision herbicide treatment; and CLIN 00040 covers daily records, monthly reports, GPS/GIS deliverables, and final reporting. CLIN 00050 provides for one no-cost retreatment at no additional payment if the Government determines the required 60% effectiveness standard was not achieved. All quotations must include detailed price breakdowns covering labor, UAS and support systems, herbicides and materials, permits, transportation, mobilization, equipment, PPE, insurance, data collection and delivery, overhead, and profit. Quoters must propose FAA-certificated Remote Pilots in Command, Florida-licensed pesticide applicators, and provide evidence of current licenses, certifications, and insurance (minimum $100,000 per person, $500,000 per occurrence liability coverage). The Contracting Officer is Noelli Medina Marin (noelli_medinamarin@ios.doi.gov, 470-819-0940), and quotations must address three evaluation factors: Factor I (Technical—Previous Project Experience, Key Personnel Qualifications, and Technical Capability/Work Plan), Factor II (Past Performance), and Factor III (Price), with Factor I significantly more important than price.

Required Quotation Contents
• Signed cover letter identifying legal business name, UEI, CAGE code, physical and mailing address, point of contact, telephone, email, and small-business status under NAICS 562910.
• Completed Government price schedule and a separate company quotation with an adequate breakdown of labor categories and hours, rates, UAS/equipment, herbicides and materials, transportation, mobilization/demobilization, permits, insurance, data/GIS, overhead, profit, and other material price elements. A lump-sum quotation without sufficient support may prevent a price-reasonableness determination.
• Factor I - Technical Proposal, organized in the three sections stated below and addressing the SOW without restating it.
• Factor II - Past Performance information and a minimum of three relevant references completed or substantially performed during the five years preceding the quotation due date.
• Factor III - Price and supporting information.
• Identification of every proposed subcontractor, its legal name, UEI/CAGE if available, assigned duties, licenses/certifications, estimated share of work, and the prime contractor's management and quality-control approach. State expressly if no subcontractors are proposed.
• Exceptions and Assumptions. Clearly identify every exception, qualification, dependency, exclusion, or assumption used to develop the technical or price quotation. Silence constitutes agreement with the solicitation terms; an assumption does not amend the Government requirement.
Solicitation 140P5426Q0043 | 6 of 26
• Acknowledgment of every solicitation amendment.
Factor I - Technical Proposal
The technical proposal shall be organized as follows. The Government may evaluate missing, vague, conditional, or unsupported information as increased performance risk.
Section 1 - Previous Project Experience
Provide at least three and no more than five projects completed or substantially completed within the past five years that are similar in scope, size, complexity, environment, and methods to this requirement. Projects for public agencies or private organizations will be considered. Additional examples beyond the minimum will be considered only when they demonstrate additional relevant and successful experience; volume alone provides no comparative advantage.
• For each project, provide customer, contract or project number, total value, performance dates, location, acreage, scope, tasks, UAS mapping and treatment methods, target species, herbicides, Wilderness or sensitive-resource constraints, results, and the offeror's role.
• Provide copies or excerpts of project documents sufficient to substantiate the described scope and tasks. Proprietary information may be appropriately marked.
• Provide a current reference point of contact with name, title, organization, email, and telephone number who can address project success, quality, timeliness, safety, and customer satisfaction.
• Provide photographs of the equipment used, sized to fit on one 8.5 x 11-inch page per project.
• Provide before-and-after project photographs, sized to fit on one 8.5 x 11-inch page per project, when such photographs exist. If unavailable, explain why and provide another objective outcome measure.
Section 2 - Qualifications of Key Personnel
Identify all proposed key personnel, including subcontractor personnel, whose qualifications are material to the approach. At a minimum, identify the Project Manager, field supervisor, FAA-certificated Remote Pilot(s) in Command, Florida-licensed pesticide applicator(s), UAS operators, GIS/data lead, safety lead, and operators of proposed craft or mechanized equipment.
• Provide resumes describing relevant education, training, certifications, licenses, years of experience, similar projects, assigned duties, and availability during the proposed schedule.
• Provide legible copies of current, valid licenses and certifications for pesticide application, FAA remote-pilot operations, transportation methods, and craft/equipment operators, including subcontractors, as applicable.
• Identify the number of years the prime has worked with each proposed subcontractor and describe the types and dates of projects performed together.
Solicitation 140P5426Q0043 | 7 of 26
• Explain how qualified backup personnel will be provided without reducing capability. After award, replacement of key personnel is subject to the Key Personnel special contract requirement.
Section 3 - Technical Capability and Approach / Work Plan
Provide a site-specific work plan that clearly demonstrates how the offeror will perform the entire SOW.
Generic capability statements are not a substitute for a project-specific approach. The plan shall include:
• Proposed start date, approximate completion date, total anticipated field days, daily and weekly work schedule, sequencing, staging areas, weather contingencies, non-working periods, and the timing, method, and frequency of every deliverable.
• Detection, mapping, treatment, quality-control, and data-management methods for achieving 100% survey coverage, treating 100% of detected target vegetation, documenting spray-on/spray-off status, and supporting the 60% effectiveness and no-cost retreatment obligations.
• Herbicide active ingredients, product names, aquatic formulations, proposed rates, adjuvants, dyes, mixing/loading procedures, drift controls, label compliance, spill prevention, and measures protecting non-target resources.
• All transportation methods and equipment proposed. Airboats are prohibited in the project area.
Identify the type and minimum quantity of vehicles, UAS, support equipment, GPS/GIS tools, and spray systems.
• For each proposed UAS: manufacturer, brand, model, country of manufacture, country of final assembly, FAA registration status, Remote ID compliance, serial number if available, payload/tank capacity, spray-system manufacturer/model, navigation accuracy, GPS/GNSS equipment, mapping/spray software, data-storage and transfer method, command-and-control link, endurance, operating limits, lost-link/flyaway safeguards, and manufacturer literature.
• A signed certification addressing the representations in FAR 52.240-90 and confirming that the proposed UAS is not prohibited by FAR 52.240-91, together with a description of how the offeror screened the manufacturer and assembler against the FASC-maintained SAM.gov list.
• The number and roles of personnel required for each phase, including supervision, visual observers, pilots, applicators, GIS support, and safety coverage.
• A site-specific aviation, safety, emergency, communications, flight-following, and spill-response approach. Identify anticipated FAA waivers or authorizations and all NPS/DOI approvals needed before flight operations.
• Measures to minimize impacts to wildlife, threatened or endangered species, water, soil, native vegetation, visitors, employees, and park operations.
• Because work occurs in designated Wilderness, demonstrate how the minimum amount of mechanized equipment and the least intrusive practicable methods will be used. Manual tools generally conform more closely to Wilderness expectations. In the comparative evaluation, the
Solicitation 140P5426Q0043 | 8 of 26
Government may consider as an advantage an approach that more effectively minimizes mechanized use, flights, staging footprint, disturbance, and resource impacts while still meeting the required UAS scope.
• Quality control for species identification, flight coverage, application accuracy, treatment records, spatial-data completeness, coordinate system, attribute schema, backups, and final acceptance.
• Assumptions, dependencies, access needs, and Government coordination needed to execute the plan. Government review of an approach does not authorize a change to scope, price, or schedule.
Factor II - Past Performance
Use the same three to five projects submitted under Technical Section 1 unless other projects provide more relevant performance information. For each reference, provide the POC information stated above and address quality, schedule, cost control, safety, regulatory compliance, customer satisfaction, corrective actions, and whether the project was terminated or involved claims. The Government may contact any reference and may consider CPARS and other reasonably available sources. More recent and more relevant performance may be given greater consideration. An offeror without a record of relevant past performance will be evaluated neither favorably nor unfavorably solely for that reason.
Factor III - Price
Submit the completed price schedule and supporting breakdown described above. The Government will evaluate the total firm-fixed price, price balance, consistency with the technical approach, and price reasonableness. The Government may request information other than certified cost or pricing data when necessary to determine reasonableness.
Solicitation 140P5426Q0043 | 9 of 26
EVALUATION AND BASIS FOR AWARD
The Government intends to make one award to the responsible small-business concern whose quotation represents the best value to the Government under the streamlined commercial procedures in RFO Part 12. The Government may award without exchanges; therefore, quotations should contain the offeror's best terms initially. The Government may request clarifications or conduct exchanges when advantageous. The lowest-priced quotation will not necessarily be selected.
Evaluation Factors and Relative Importance
• Factor I - Technical: Previous Project Experience; Qualifications of Key Personnel; and Technical Capability and Approach / Work Plan.
• Factor II - Past Performance.
• Factor III - Price.
Factor I is more important than Factor II. Factors I and II, when combined, are significantly more important than Factor III, Price. As quotations become more equal under the non-price factors, price becomes more important. The Government may select a higher-priced quotation when its evaluated advantages justify the price premium, or a lower-priced quotation when additional technical merit does not justify the premium.
Factor I - Technical
The Government will conduct a comparative evaluation of the quotations. It will compare the quality, relevance, feasibility, completeness, and performance risk of the information submitted under all three technical sections and will document the basis for the award decision under the RFO Part 12 streamlined procedures.
Technical Comparative Evaluation Considerations
• Previous Project Experience: The Government will compare the relevance, scale, complexity, methods, results, and documented success of the projects submitted, including experience in sensitive-resource or Wilderness environments and with UAS herbicide application.
• Qualifications of Key Personnel: The Government will compare the qualifications, licenses, experience, availability, team integration, and backup coverage of the proposed personnel and subcontractors.
• Technical Capability and Approach / Work Plan: The Government will compare each quotation's understanding of the requirement, site-specific methods, equipment and proposed UAS, safety and resource protections, quality controls, schedule, deliverables, and likelihood of achieving the required results.
Solicitation 140P5426Q0043 | 10 of 26
• The Government may document comparative advantages, disadvantages, omissions, and performance risks to the extent needed to support the award decision. A quotation that fails to meet a material solicitation requirement may be ineligible for award unless corrected through exchanges initiated by the Government.
Factor II - Past Performance
The Government will comparatively assess the recency, relevance, and quality of the offeror's performance record using the submitted references and other reasonably available information. An offeror without a relevant performance record will be evaluated neither favorably nor unfavorably solely for that reason.
Factor III - Price
The Government will evaluate price for completeness, balance, consistency with the proposed approach, and reasonableness using one or more techniques appropriate to the acquisition. An unrealistically low price may be considered when the quotation's technical and price information are materially inconsistent and indicate a lack of understanding or increased performance risk.
Responsibility and Eligibility
Before award, the apparent successful offeror must be registered and active in SAM.gov, qualify under the set-aside and NAICS size standard stated in the final solicitation, possess or have access through identified personnel/subcontractors to required licenses and certifications, and be determined responsible. The prime contractor remains fully responsible for contract performance and for all subcontractor acts and omissions.

• $100,000 each person
• $500,000 each occurrence
• $500,000 property damage
(b) Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificate which may adversely affect the interest of the Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed. The Contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.

No implied flight authorization. Selection of a quotation, award, Government review of the work plan, or acceptance of a proposed UAS does not itself authorize launch, landing, or operation within Everglades National Park. The Contractor shall not conduct UAS operations until the required written NPS/DOI administrative, aviation, Wilderness, and park approvals are complete and the COR provides the authorized operating window. Only the Contracting Officer may change the contract schedule or other terms.
Operational compliance. The Contractor shall perform UAS herbicide application as a properly certificated, licensed, registered, and insured agricultural aerial pesticide-application operation. The Contractor is responsible for all applicable FAA requirements, including a 14 CFR part 137 Agricultural Aircraft Operator Certificate, part 107 or other applicable operating authority, aircraft registration, Remote ID, pilot certification, airspace authorization, and any required exemption or waiver. The Contractor is also responsible for all applicable Florida Department of Agriculture and Consumer Services licenses and registrations, including an Agricultural Aerial pesticide-applicator license and any additional category required for the treatment site or the applicator's decision-making role. All operations shall comply with pesticide labels and approved safety and operations plans.
Data protection. All imagery, telemetry, flight logs, treatment records, maps, GIS data, and other work products generated under the award are Government property. The Contractor shall use only the data-storage, transfer, network, and cloud methods disclosed in the quotation and approved by the Government. The Contractor shall prevent unauthorized access, disclosure, or secondary use and shall promptly report a loss, compromise, or unauthorized disclosure to the CO and COR.
Substitution control. The Contractor shall not substitute a UAS, manufacturer, model, spray system, material command-and-control component, or material data service without prior written Contracting Officer approval. The request shall provide the same disclosure and compliance information required for the originally proposed system and demonstrate equal or better technical capability.
Prime responsibility. The requirements apply to subcontractor-operated UAS. The prime contractor remains fully responsible for all subcontractor performance, compliance, safety, data protection, and costs.
Cost responsibility. Unless the Contracting Officer modifies the award in writing, the fixed price includes all costs associated with compliant UAS, pilots, registrations, authorizations for which the Contractor is responsible, equipment, software, data handling, insurance, transportation, and replacement of any proposed system later found to be prohibited or noncompliant.
Key Personnel
Personnel identified as key in the accepted quotation are considered essential to successful performance. The Contractor shall not replace key personnel without prior written Contracting Officer approval, except when immediate removal is necessary for safety or legal compliance. Replacement
Solicitation 140P5426Q0043 | 16 of 26 requests shall explain the reason, identify the proposed replacement, provide qualifications and availability, and demonstrate qualifications equal to or better than those of the person replaced. The Contractor shall notify the CO and COR promptly of an unexpected unavailability.

The project includes designated Wilderness. The Contractor shall use the minimum amount of mechanized equipment and the least intrusive practicable methods necessary to meet the SOW.
Required UAS work and any other motorized or mechanized use remain subject to written NPS/DOI authorization and any conditions imposed through the applicable minimum-requirements and aviation reviews. Airboats are prohibited within the yellow project boundary. The Contractor shall not interpret the contract as authorizing mechanized access or operations beyond the specifically approved methods and locations.
Assumptions, Changed Conditions, and Work Outside Scope
The Contractor shall identify in its quotation every assumption used to develop its technical approach or price. An assumption, qualification, or exception does not modify the Government requirement unless expressly incorporated into the award by the Contracting Officer. If the Contractor encounters a condition it reasonably believes is outside the SOW or its accepted quotation, it shall immediately notify both the COR and CO, describe the condition and potential impact, and await written Contracting Officer direction before performing affected work. The Contractor proceeds at its own risk when it performs changed or additional work without written Contracting Officer authorization.
Invoicing and Acceptance
Invoices shall be submitted through the Government-designated electronic invoicing system after acceptance of the applicable CLIN or approved milestone. Each invoice shall identify the award number, CLIN, performance dates, accepted work, and amount. Required monthly reports and spatial data shall be current before invoicing. Payment or acceptance of initial treatment does not waive the no-cost retreatment obligation.
Order of Precedence
Any inconsistency shall be resolved under the applicable commercial-services terms and conditions. The purchase order and its written modifications take precedence over the Contractor's quotation.
Unauthorized assumptions, exclusions, technical direction, or correspondence do not change the contract.

Fiscal Year 2026
1. PROJECT OBJECTIVE
The objective is to conduct targeted detection, mapping, and treatment of outlier invasive-plant populations within the Shark Valley area of Everglades National Park, with primary focus on Melaleuca quinquenervia and Lygodium microphyllum. UAS will be used to improve access to remote or difficult locations and increase the efficiency and precision of invasive-plant management.
The project will also evaluate the operational feasibility, logistical considerations, and applicability of UAS-based herbicide treatment in the Everglades environment. The Government may use contract data to inform future invasive-plant operations and potential expansion of UAS-supported methods. This statement does not guarantee future work.
2. SCOPE
The Contractor shall furnish all labor, supervision, equipment, UAS, spray systems, herbicides, adjuvants, dyes, PPE, transportation, data-collection equipment, software, communications, permits and authorizations for which it is responsible, and other materials necessary to perform this SOW unless expressly identified as Government-furnished.

• Daily records; monthly spatial-data and progress submissions; and final reporting.
• Compliance with applicable Federal, state, DOI, NPS, FAA, pesticide-label, environmental, safety, access, and permit requirements.
All information and work products developed under the purchase order are Government property and shall be protected against unauthorized disclosure or use.
Initial Performance Period: Date of award through June 30, 2027. The no-cost retreatment obligation in Section 10 survives initial completion and final payment. If triggered after the Government's approximately six-month efficacy review, the Contracting Officer will establish a reasonable retreatment schedule in writing.
3. GENERAL DESCRIPTION OF WORK
3.1 Project Area and Conditions
The project area is in the Shark Valley region of Everglades National Park, including approved areas west of the L-67 Extension Canal. Habitat includes freshwater marsh and wet prairie with scattered tree islands and hardwood hammocks. Conditions may range from dry to flooded, with standing water above the ground surface. Access may require canal-side staging, locked-gate coordination, and SFWMD Right-of-Way authorization, as applicable.
The designated yellow project boundary is approximately 2,087 acres. Government planning data identify approximately 814 estimated infested grid acres and approximately 20 acres of estimated invasive-plant canopy. These figures are estimates for planning and do not limit the requirement to survey the full boundary and treat all detected target plants.
