The performance period runs from October 1, 2026, through June 30, 2027. The project focuses on two primary invasive plant species: Melaleuca quinquenervia and Lygodium microphyllum, with treatment operations designed to evaluate operational feasibility and logistical considerations of UAS-based herbicide application methods in the Everglades environment. The contract covers approximately 2,087 acres of designated treatment area, with an estimated 814 acres infested and approximately 20 acres of canopy density.

The contractor must furnish all labor, equipment, UAS platforms, herbicides, adjuvants, dyes, personal protective equipment, transportation, and data collection equipment. Work includes project planning and coordination, site access and staging, UAS-based detection and mapping operations covering 100% of designated areas, precision herbicide treatment of all detected target species, GPS and operational data collection, and comprehensive reporting. Approved herbicide active ingredients include glyphosate, triclopyr, imazapyr, and imazamox in aquatic formulations; hexazinone and 2,4-D are prohibited. The contractor must maintain submeter GPS accuracy with an AG-NAV-like system, comply with all FAA regulations with FAA Remote Pilot Certification, coordinate with National Park Service and South Florida Water Management District for access, and achieve at least 60% treatment effectiveness. Treatment records and spatial deliverables using ArcGIS Pro-compatible shapefiles in UTM Zone 17N NAD83 datum are required monthly and prior to invoicing. A no-cost retreatment obligation applies if 60% kill rate effectiveness is not achieved within approximately six months of initial treatment completion. Work under this contract shall include:

• Project planning and coordination

• Site access and staging

• UAS-based detection and mapping operations

• Precision herbicide treatment of target invasive plant species

• GPS and operational data collection

• Reporting and documentation requirements

Compliance with all applicable Federal, state, Department of the Interior (DOI), National Park Service (NPS), and Federal Aviation Administration (FAA) requirements

The Contractor shall complete mapping coverage of designated treatment areas and apply treatment to all detected target invasive plant species identified during mapping operations within the project area.

I. GENERAL DESCRIPTION OF WORK

Project Area and Conditions The project area is located within the Shark Valley region of Everglades National Park, including areas west of the L-67 Extension Canal (Figure 1). The dominant habitat consists of freshwater marsh and wet prairie systems with scattered tree islands and hardwood hammocks. During the performance period, site conditions may range from dry to completely flooded with standing water above the ground surface.

Project areas may require canal-based staging and remote access operations. Access may require coordination with the National Park Service (NPS) and the South Florida Water Management District (SFWMD), including gate access and Right-of-Way permitting, as applicable.
